Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in attendance. Commissioner Thornton gave the invocation and led the pledge of allegiance. Under citizen input and/or concerns, Demetrios Basdekas asked questions and made comments relating to the budget cycle and asked the outcome of the right-of-way dispute. The Court next considered Budget Amendment #98/99-19.1 through 19.3, which would set up a budget for the Bail Bond Board, transfer longevity funds to Computer/Network Services Department from the Auditor's budget, and reallocate funds for TNCP Training. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered the following Claims as submitted by the County Treasurer for payment: 99-005855 through 99-006081 On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the Claims as submitted. The Court next considered a request by the Bryan Independent School District for delivery of material to the Special Opportunity School garden by the County Road & Bridge Department. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to authorize the use of a County truck to deliver material to the Special Opportunity School. The next matter for consideration by the Court was a request submitted by Commissioner Sims seeking approval for out of state travel for himself. Commissioner Sims would be traveling to St. Louis, Missouri to attend the National Association of Counties Conference July 16-20, 1999. On motion by the County Judge, seconded by Commissioner Thornton, the Court voted unanimously to grant the request from Commissioner Sims and approved payment of out of state travel expense for him. The Court next considered the posting of speed limits on Cain Road, Gandy Road and North Graham Road located in Precinct 1. In a Public Hearing held Monday, April 12, 1999 it was recommended that the speed limit on Cain Road be set at 40 mph; the speed limit on Gandy Road be set at 50 mph; and the speed limit on North Graham Road be set at 55 mph. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to set the speed limits as recommended. Va Ar 4 63 V y4 L i I r f t i r r C i I P .y c t• Commissioners Court meeting April 19, 1999 3 On motion by Commissioner Thornton, seconded by Commissioner Sims, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to the following individual: Jacqueline Foster and Lufus Foster - Lot 7, Block 2, Sunset Addition No. 2, City of Bryan, Brazos County, Texas The next matter for consideration by the Court was a request submitted by Agricultural Extension Agent, Eric Zimmerman, seeking approval for out of state travel for himself. Mr. Zimmerman would be traveling to Oklahoma City, Oklahoma to act as chaperone and coach for the Brazos County Range Evaluation Team May 4-7, 1999. On motion by Commissioner Thornton, seconded by Commissioner Sims, the Court voted unanimously to grant the request from the Extension Agent and approved payment of out of state travel expense for him. The Court next considered a request submitted by the County Extension Agent, Lupe Landeroa seeking approval for out of state travel for herself. Ms. Landeros would be traveling to Orlando, Florida to attend the "America's Leading Youth Entrepreneurship Teacher Training" May 11-13, 1999 and the 3`d Annual Entrepreneurship Educator's Conference May 14- 15, 1999. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to grant the request from the County Extension Agent and approved payment of out of state travel expense for Ms. Lupe Landeros. The Court proceeded to consider the following blanket Purchase Orders: Bryan ISD Juvenile Serv $4,000 Advantage Rental Juvenile Serv $1,000 Art of Living Juvenile Serv $2,500 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Blanket Purchase Orders as submitted. On motion by Commissioner Cauley, seconded by Commissioner Jones, the Court voted unanimously to approve the requisitions to be paid from Capital Projects Fund. The Court next considered acceptance of a Warranty Deed for improvements to old Wellborn Road in Precinct 1. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed from Joseph A. Mikeska and wife Dorothy T. Mikeska for the improvements to Old Wellborn Road. The Court next considered the request from Wellborn Special Utility District to construct two road bores for water line installation in the right-of-way of Straub Road. The site is located in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the request from Wellborn Special Utility District and authorized the installation. A copy of the request is attached hereto. Asked about budget cycles. b. Openness in County Government, feels the county should once again hold evening meetings c. Budget deliberation should be open to the public d. Asked if Ad Hoc meetings were open to the public e. Asked the status of the Expo Center f. Asked if there would be a vote of the people for funding of the Expo Center. g. His reason for attending meeting is tat he feels he has something to give to the committee and tries to stay informed. h. Asked that all budget hearings be done in the Commissioners Courtroom i. Asked that department head request be made available to the public. J. Asked that copies of budget available at no more than $.03 per page. k. Septic Tank inspections are important, what is the County doing about that problem. 1. He feels that rural citizens are 2nd class citizens. M. Who gains from economic development, not the rural folks. He challenged the Court's decision to offer a tax abatement to Decisionone considering the company's financial status. n. He questioned money going to DecisionOne through the EDC. What happens if Decisionone goes bankrupt. Under announcements the following made comment: 1. Commissioner Jones talked about the railroad crossing at Rock Prairie Road and the need to hold a Public Hearing on the change of name of three roads in his precinct. 2. Judge Jones informed the Court that he and Robert Worley would be going to Austin later this day to speak to the legislature.
