TSXA6 eY- nEPUTY NOTICE OF PUBLIC HEARING BRAZOS COUNTY COMMISSIONERS COURT • The Commissioners Court of Brazos County, Texas will hold a Public Hearing to consider the posting of speed limits on Cain Road, Gandy Road and North Graham Road located in Precinct 1. The place of the hearing will be the Commissioners Courtroom, Brazos County Courthouse, Room 115, 300 East 261" Street, Bryan, Texas. The date of the hearing will be Monday, April 12,1999 and the time of the hearing will be 10:30 am. All interested persons are invited to attend said hearing and present their cause, if any, for or against the posting of speed limits on Cain Road, Gandy Road and North Graham Road. • The building is wheelchair accessible. COMMISSIONERS' COURT C7 PUBLIC HEARING APRIL 12, 1999 The Commissioners' Court of Brazos County, Texas held a Public Hearing to consider the posting of speed limits on Cain Road, Gandy Road and North Graham Road located in Precinct 1. The meeting was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:30 a.m. on Monday, April 12, 1999, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in • C~ attendance. The purpose of the Public Hearing was to hear commentary for and against the proposed posting of speed limits on Cain Road, Gandy Road and North Graham Road in Precinct 1. Ray Crow, representative of the Road and Bridge Department recommended the following: Road Name 85% Recommendation Cain Road 41.5 mph 40 mph Gandy Road 51.5 mph 50 mph N. Graham 56.35mph 55 mph*** ***(Has 4,296 cars per day; is 20 feet wide) The following people made comment: 1. Henry Mayo, property owner on Gandy Road stated it was easy to go 50 mph on North Graham Road, but in the low areas you could lose control of your car. 2. The trailer park has a 30/35 mph speed limited posted but it's not official. 3. The County Judge asked what was the County's liability if the 55 mph proves to be too fast for the condition of the road. 4. Commissioner Sims stated that if the posted speed limit is less than the 85 percentile and the Sheriff's office works it with radar and tickets someone for a speed other than the 85 percentile the ticket is not enforceable. 5. Commissioner Jones stated that TxDot says there is a statute that allows us to lower speed based on r F Commissioners Court Public Hearing April 12, 1999 f r ~ i r r , i i + l 2 health, safety and welfare. 6. Ray Crow stated that when Gandy opens up through Hlueridge to Wellborn Road, the traffic count will go way up over 7,000 cars per day. 7. Commissioner Thornton stated that we need to make the Justices of the Peace aware of the statute that allows the county to lower the speed limit for safety purposes. 8. Ray Crow stated that if we artificially lower the speed limit without constant enforcement, we're wasting time. He went on to say that perhaps we may want to get a traffic engineer consultant to research this.
