N. ...[~...r.•Y .r_....._._ _a,.. ~..r • 1 COMMISSIONERS' COURT REGULAR MEETING DECEMBER 1, 1998 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, December 1, 1998, with the following members of the Court present: j Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The Court proceeded to consider the change of status of the following employees. NAME DEPARTMENT REASON ;i Harris, Virgil Juvenile Serv. Termination on motion by Commissioner Cauley, seconded by Commissioner !JJ Sims, the Court voted unanimously to approve the changes as 1 submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 98-010046 & 99-001837 through 99-001996 On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to cancel the Commissioners Court meeting of December 29, 1998. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to adopt a 44LI /P Commissioners Court meeting December 1, 1998 2 resolution honoring Judge Carolyn L. Ruffino for her years of is exemplary service to the citizens of Brazos County. The Court proceeded to consider the following Blanket Purchase Order: B.I.S.D. Juvenile Ser $4,000 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court-voted unanimously to approve the Blanket Purchase Order as submitted. The Court next considered awarding the following bid: Bid No. 99-019, Computer Purchases John Hachmann, Purchasing Agent, recommended acceptance of the low bid submitted by Monarch Systems. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Monarch Systems. A copy of the bid tabulation is attached hereto. The Court next considered a request by the Sheriff's • • Office to accept donated property. A Cellular Transportable Telephone has donated to the Sheriff's Office. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to accept the donation of the Cellular Telephone with an estimated value of $200.00. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Jack Lester on Briarcrest Drive in Precinct 3 to clear brush and small trees in the fence line for better sight distance. Commissioner Sims moved to authorize the work, Commissioner Thornton seconded the motion. Commissioners Jones, Sims and Cauley and the County Judge voted "Aye". Commissioner Thornton voted "No". The motion carried. The Court next considered acceptance of a Warranty Deed for right-of-way on Greens Prairie Road in Precinct 3. Racal, Jr. and wife Linda M. Racal, for the expansion and improvements to Greens Prairie Road. The Court next considered approval of the Master Preliminary Plat of Austin's Estates Subdivision 55.65 acres, Phase One 17.50 acres, Phase Two 38.15 acres in Precinct 3. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approved the Master Preliminary plat of the Austin's Estates Subdivision. } The Court received, approved and ordered filed as submitted the Treasurer's report for October 1998. A copy of which is attached to and made a part of these minutes. The County Judge made the following comments: 1) He asked if the money for the EMS Grant SB102 had been received yet. There are three (3) agencies eligible to receive funds. 2) The packet from NACO is being circulated. 3) Bids for roof repair for the Health Department and MSJ Annex have come in higher than available budgeted funds. Mr. Dobbins has concerns about the "low" bid. The specifications were written for proposals presenting the problems and asking bidder to solve the problem. l I { d • Commissioners Court meeting December 1, 1998 4) Community Supervision has leased the Varisco Building on Wm. J. Bryan Pkwy.. He is going to approach GTE about replacing the gate at the parking lot and will also ask GTE to donate the property. 5) The Animal Shelter Agreement for Field Services will be on next week's agenda. 4 Tony Jones made the following comment: 1) He has a list of all boards, organizations and memberships to determine the future appointments. Kay Hamilton, Treasurer, made the following comment: 1) She asked for guidance for payroll stuffers. • At 9:28 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section 551.074 of the Texas Government Code. At 10:12 a.m. the County Judge announced the meeting open to the public and announced that no action would be taken on the executive session at this time. He then recessed Commissioners Court until Friday, December 4, 1998 at 8:30 a.m.. The County Judge reconvened the meeting of the Commissioners' Court of Brazos County, Texas at 8:30 a.m. on Friday, December 4, 1998 in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2, Absent; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4, Absent; Mary Ann Ward, County Clerk.
