To make arrangements, call (409) 361-4102. vu A1 COMMISSIONERS' COURT REGULAR MEETING ~J • SEPTEMBER 1, 1998 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, September 1, 1998, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in attendance. Commissioner Sims gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The Court next considered Budget Amendment $97/98-43.1 through 43.10, which would transfer funds to Contingency from Constable Precinct 6, and reallocate funds for Road & Bridge, Indigent Health Care, County Clerk, Capital Projects, Computer & Network Services, Sheriff, Tax Assessor /Collector, MPO Transit, and District Clerk. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted. VOL 14 r ~ y r 1 ~ ` Y a• .Nr ! lr rl f I~ Commissioners Court meeting September 1, 1998 The Court next considered the following Claims as submitted by the County Treasurer for payments 98-009406 through 98-009614 on motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the Claims as submitted. The next matter before the Court was the presentation of the new Agricultural Extension Agent. The Judge turned the floor over to Dale Fritz, representative of the Texas Agricultural Extension Service. Dr. Fritz then introduced C. Jack Hunter, the candidate for the position of Brazos County Extension Agent. On motion by the County Judge, seconded by Commissioners Jones, Thornton, Sims and Cauley the Court voted unanimously to appoint C. Jack Hunter Brazos County Extension Agent. Mr. Hunter will begin October 1, 1998 with a salary of $13,325.00. The Court welcomed Mr. Hunter to Brazos County. The next matter for consideration was the cessation of the outdoor burning ban in Brazos County. The Court once again contacted the Forest Service and were informed that the drought index for Braz--.s County was 556. Being that the safety factor is below 500 KBDI, Commissioner Sims moved to continue the burning ban. Commissioner Cauley, seconded the motion. The Court voted unanimously to continue the burning ban throughout Brazos County. The Court next considered the cancellation of the September 22, 1998 Commissioners Court meeting. Commissioner Thornton, Sims and Cauley will be in Fort worth attending a conference on that date. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to cancel the September 22, 1998 Commissioners Court meeting. The next matter before the Court was the appointment of I b I j five members to the Brazos Valley Council of Governments. Jones The action was necessary due to the reorganization of the agency. The Court then considered the appointment of Brazos County representatives to serve on the following Brazos Valley Council of Governments committees: a) Solid Waste Advisory Committee - On motion by commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to appoint those whose names were submitted. A list of those names is attached hereto. b) Criminal Justice Advisory Committee - On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to appoint those'whose names were submitted. A list of those names is attached hereto. e) Family Self Sufficiency Committee - On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to appoint those whose names were submitted. A list of those names is attached hereto. f) Regional 9-1-1 Advisory Committee - On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to appoint those whose names were submitted. A list of those names is attached hereto. I 1 r The Court next considered entering into agreement with the Psychology Clinic in the Department of Psychology at Texas A&M University for Clinical Psychology Services for Juvenile Services. Cost to the County will be $10,868.00 which will be paid in 12 monthly installments of $905.67. Term of the Commissioners court meeting September 1, 1998 Agreement will be from September 1, 1998 to August 31, 1999. on motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to enter into agreement with the Psychology Clinic in the Department of Psychology at Texas A&M University for Clinical Psychology Services for Juvenile Services and authorized the County Judge to execute the Agreement on behalf of Brazos County. A copy of the Agreement is attached hereto. The next matter before the Court was approval of a Contractual Agreement between Brazos County and Debra Milburn, M.S., LPC for counseling services for Juvenile Services. The cost to Brazos County will be $50 per session for individual therapy and $120.00 per group for group therapy. In the event of a default by the service provider, the contract may be canceled or suspended. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to enter into contractual agreement with Debra Milburn, M.S., LPC for counseling services for Juvenile Services. A copy of the contractual agreement is attached hereto. The Court next considered entering into agreement with the GTE Network Services for the operation of Pay Telephones. The County will receive 10% of local coin revenue (less toll) and 10% of 0+ InterLATA calls on all its pay telephones at the Juvenile Detention Facility. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to enter into agreement with GTE Network Services for the operation of Pay Telephones at the Juvenile Detention Facility on Highway 21 West and authorized the County Judge to execute the Agreement on behalf of Brazos County. A copy of the Agreement with GTE Network Services is attached hereto. The next matter for consideration was a request by the Justice of the Peace, Precinct No. 6 for Internet access for his Department. Jail $ 500 Ray Criswell Jail $ 800 Lange Micrograph. $3,500 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Blanket Purchase orders as submitted. The Court next considered approval of requisitions from Computer Replacement for the following purchases: a) Computer replacement for District Attorney $1,026.00 b) Computer Replacement for Purchasing $1,153.00 c) Monitor replacement $1,790.00 for: 1. District Clerk - 5 2. District Attorney - 1 3. 85th District Court - 2 4. Purchasing - 1 5. County Court at Law $1 - 1 d) Computer replacement for County Court at Law #1 $1,026.00 e) Computer replacement for 272nd District Court 2 computers $2,052.00 f) Computer replacement for District Clerk, 5 computers $4,740.00 On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve all the requisitions to be paid from Computer Replacement. The Court next considered approval of requisitions from Printer Replacement for the following purchases: a) Printer (single port) replacement $1,533.00 for: 1. 85th District Court - 2 2. 272nd District Court - 2 3. The Court next considered approval of requisitions from Capital Projects the following purchases: a) CD Roms for training PC's for Computer Network Services $260.00 b) Sound Blaster Kits for training for Computer & Network Services $409.46 on motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the requisitions t ` to be paid from Capital Projects. s The Court next considered approval of requisitions i 1 from General Fund, Capital Expenditures for the following purchases: a) Canon Typewriter for Tax Office $260.49 b) Fax machine for Sheriff's Office $649.00 On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the requisitions to be paid from General Fund, Capital Expenditures. The Court next considered an Exemption from competitive Bidding Requirements of Local Government Code, Section 262.024(a)(4). This is for the purchase of professional auditing services from Ingram, Wallis and Company. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Exemption of Competitive Bidding Requirements and authorized the payment for all professional services from the designated firm for the 1997-1998 fiscal year. The Court next considered approval of the Final Plat of ' s Carter Lake Subdivision Section Five located in Precinct 1. l 1 Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order and recommended acceptance. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approved the final plat of Carter Lake Subdivision Section Six. Purpose of Agreement This contract outlines an agreement between the Brazos County Department of Juvenile Services (henceforth referred to as Juvenile Services) and the clinical psychology program in the Department of Psychology at Texas A&H University (henceforth referred to as TAHU) regarding a clinical assistantship program between the two institutions. The purpose of this agreement is to provide the terms whereby (a) students enrolled in the Doctoral Clinical Psychology Program shall receive on-site educational experiences from Juvenile Services, and (b) Juvenile Services shall receive clinical psychology services provided by students enrolled in the Doctoral Clinical Psychology Program. • II. Respective Responsibilities A. TAHU agrees to: 1. Provide a masters-level graduate student in clinical psychology to Juvenile Services for 10 hours/week for 50 weeks during a 12-month period (500 hours per year). 2. Provide one hour per week of doctoral-level supervision for this graduate student. 3. Bill Juvenile Services monthly for services provided. B. The student agrees to: 1. Provide clinical psychology services to Juvenile Services for 10 hours/week. Scheduling of these 10 hours is to be negotiated on an individual basis between the student and Juvenile Services. 4- 2. Include within the 10 hours/webk the following on-site activities: Direct clinical services, staff meetings and consultations, and all administrative responsibilities including preparation of written reports and maintenance of clinical records. 3. Comply with policies established by Juvenile Services regarding code of ethics, confidentiality, and other issues relevant to provision of clinical services in a multidisciplinary setting. Identify two weeks during the 12-month period, in consultation with the student, during which no clinical services will be provided by the graduate student. D. TAMU and Juvenile Services both agree to: 1. Selection of the graduate student for this clinical assistantship by the Director of Clinical Psychology Training at TAMU in consultation with program faculty and with appropriate Juvenile Services administrative personnel. 2. Mutual evaluation of the graduate student throughout the term of this agreement. In the event that difficulties arise with any component of the assistantship program, the following steps will be undertaken: a. Either Juvenile Services or TAMU may initiate a joint meeting with representatives from both institutions, including the student assigned to the assistantship, to identify relevant issues and plan appropriate interventions to remediate these difficulties. b. In the event that appropriate interventions cannot be identified or upon implementation and modification prove unsuccessful, reasonable efforts will be made to continue the student's clinical assistantship at Juvenile Services through the last month of the current academic semester. c. Should continuation of the assistantship or a given student through th4 and of the current academic semester not prove possible, this agreement may be cancelled upon 30 days written notice by either Juvenile Services or TAMU. III. Professional Liability 1.
