F-~..w .nw. ~ COMMISSIONERS' COURT REGULAR MEETING JULY 21, 1998 • • • A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners ''Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, July 21, 1998, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in attendance. Commissioner Thornton gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The first matter before the Court was a request by the Sheriff's Office, Jail Administration, for a budget adjustment for salaries. This is to convert a position back to a nurse position. Originally this had been a nurse position but was downgraded to Medical Officer because of the lack of qualified applicants. A former employee who is a licensed LVN has applied and the department would to hire her in a fully funded nurse position. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the request for a budget adjustment. The Court next considered Budget Amendment #97/98-37.1 through 37.5, which would increase funds budgeted for County Clerk and Sheriff, and reallocate funds for County Attorney, District Attorney and Road & Bridge. On motion by Commissioner Sims, seconded by Commissioner Jones, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered the following Claims as submitted by the County Treasurer for payment: 98-008049 through 98-008265 On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the Claims as submitted. The Court next considered an Exemption from Competitive Bidding Requirements of Local Government Code, Section 262.024(a)(4). This is for the purchase of professional surveying services from Garrett Engineering. On motion by Commissioner Jones, seconded by Commissioner Sims, the Court voted unanimously to approve the Exemption of Competitive Bidding Requirements and authorized the payment for said cost for the 1997-1998 fiscal year. The next matter before the Court was to consider approval for Garrett Engineering to perform surveying at the Minimum Security Jail expansion site. on motion by Commissioner Jones, seconded by Commissioner Sims, the Court voted unanimously to approve Garrett Engineering to perform surveying at the Minimum Security Jail expansion site. The Court next considered an Internet Service Agreement with Real Time Internet Services for a Brazos County Home } Page. This will be at no cost to the County. On motion by Y. Commissioner Sims, seconded by Commissioner Cauley, the Court i voted unanimously to enter into an Internet Service Agreement with Real Time Internet Services. The Court proceeded to consider the following blanket Purchase Orders: • i Scott & White Risk Management $1,000 Bruchez & Goss Commissioners Court $5,000 Lowe's Brazos Center $ 800 B.I.S.D. Juvenile Services $3,000 Debbie Carroll 361st Dist Court $2,000 On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the Blanket Purchase Orders as submitted. The Court next considered approval of a requisition from Capital Expenditures for the following purchase: a) Installation of servers for Auditor and Courts $1,000.00 On motion by Commissioner Cauley, seconded by commissioner Thornton, the Court voted unanimously to approve the requisition to be paid from Capital Expenditures. The Court next considered awarding the following bids: Bid No. 98-051, Annual Contract, Office Furniture • Kay Wetteman, Buyer, recommended acceptance of the bid submitted by EOS on I:1-16,II:1-10, III: alt, iv: 5a-6b; Hodges Business Interior: II:2-16, III, IV:1-4; Wilton;s:IV: 7-9. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to accept the recommendation of the Buyer and awarded the contract as noted. A copy of the bid tabulation is attached hereto. The next matter for consideration was approval for the Buyer to advertise Bid 98-056, Carpeting for the Courthouse. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the Buyer to advertise for bids for carpeting. On motion by Commissioner Cauley, seconded by Commissioner Sims, vol. Buyer to advertise Bid 98-057, Pager Services. On motion by Commissioner Thornton, seconded by Commissioner Sims, the Court voted unanimously to authorize the Buyer to advertise for bids for pager services. the Court voted unanimously to authorize the Computer/Network Services Department to purchase nine Okidata pin printers to keep in stock. The Court next considered an Addendum to the Armored t1 r~ Service Agreement with Star Armored, Inc.. The addendum adds the Juvenile Detention Facility on Highway 21 West, Bryan, Texas to the list of Brazos County service locations. On motion by commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to approve the Addendum to the Armored Service Agreement with Star Armored, Inc.. The Court next heard a request from Boone Geophysical, Inc. to cross the old original landfill site property off Kathy Fleming Road (A. Millican Survey) with shot hole seismic line. Boone Geophysical proposes to pay $100.00 for each test hole drilled. The site is in Precinct No. 1. Commissioner Sims asked if Boone Geophysical would be drilling in the old landfill. The County Engineer assured him that they would not be permitted in the actual landfill area per Texas Natural Resource Conservation Commission Regulations. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the request from Boone Geophysical, Inc.. The Court next considered the request from Wickson Creek Special Utility District to construct a road bore for water line installation in the right-of-way of Pine Tree Road. The site is located in Precinct 2. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to approve the request from Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court next considered approval of the Re-Plat of Tract "N" Ray Cowart Division (originally filed Cowart- Wolfenbarger Addition), S. W. Robertson Survey in Precinct 1 to create lots 1N, 2N AND 3N. Richard Vance, County Engineer, i.tl ,z 8 8 ,1 stated that he had reviewed the plat and offered the. following comments: • 1) Change General Note #7 to read: All On Site Sewage Facilities (OSSF) shall comply with the Brazos County Order OSSF under the guidelines established by the Texas Natural Resources Conservation Commission. 2) Add Note #8: All private wells shall be located and shall have a sanitary zone of 100 feet radius in all directors. No On Site Sewage Facility (OSSF) on this property or any other property shall encroach in any sanitary zone. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to approved the Re-Plat of Tract "N" Ray Cowart Division (originally filed Cowart- Wolfenbarger Addition), S. W. Robertson Survey to create lots 1N, 2N AND 3N subject to the developer complying with the exceptions noted by the County Engineer. The Court next considered approval of a Letter Agreement /Contract for plan design for the Justice of the Peace and Constable offices. On motion by Commissioner Jones, • seconded by Commissioner Sims, the Court voted unanimously to approve a Letter of Agreement with M-M Design for plan design for the Justice of the Peace and Constable offices. The Court next considered a request from Constable Precinct 4, Duane Peters, to appoint Eddie D. Lohse and Eric T. Woerz as Non Paid, Reserve Deputy Constables. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the request from Constable Peters to appoint Eddie D. Lohse and Eric T. Woerz as Non Paid, ~J Reserve Deputy Constables subject to appointment being within the allotted number of deputies. The County Judge made the following comments: 1) He spoke with Greg Hudson, attorney with Bickerstaff Heath and Smiley, concerning the tobacco settlement. The specific amount settled on Brazos County is 52,152,24 based on the 1990 census figures: 2) He reminded the members of the Court of the Work Shop meeting at 10:00 a.m. on this date.
