BRAZOS COUNTY COMMISSIONERS COURT MEETING
THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON
TUESDAY, JULY 14, 1998 AT 9:00 A. M. IN THE COMMISSIONERS
COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 BAST 26TH
STREET, SUITE 115, BRYAN, TEXAS.
1. Invocation - Commissioner Jones.
2. Pledge of Allegiance - Commissioner Jones.
3. Citizens input and/or concerns. At this time, the Judge will
open the floor to citizens wishing to address the Court on
county-related issues not scheduled on the agenda. Please limit
subject matters to five minutes. The Commissioners will receive
the information, conduct research into the matter, and/or place
the matter on a future agenda for discussion. (A recording is
made of the meeting; therefore, please give your name and
address for the record.)

REGULAR MEETING

I JULY 14, 1998
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Tuesday, July 14, 1998, with the following members of
the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
Attached is a list of the citizens and officials in
attendance.
County Judge Jones gave the invocation and led the pledge
of allegiance.
There was no citizen input and/or concerns.

The Court next considered Budget Amendment 497/98-36.1
through 36.4, which would set up funds for a training grant,
and reallocate funds for the Juvenile Board, 361st District
Court and Justice of the Peace Precinct 7, Place 2. On motion
by Commissioner Cauley, seconded by Commissioner Sims, the
Court voted unanimously to approve the budget amendment as
submitted, a copy of which is attached hereto.
The Court proceeded to consider the change of status of
the following employee.

On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve the changes as
submitted.

The Court next considered the following Claims as
submitted by the County Treasurer for payment:

on motion by Commissioner Cauley, seconded by Commissioner
Sims, the Court voted unanimously to approve the Claims as
submitted.
The next matter before the Court was the reappointment of
representatives to the Brazos Valley Work Force Development
Board. On motion by Commissioner Cauley, seconded by
Commissioner Sims, the Court voted unanimously to reappoint
the following individuals to the Brazos Valley Work Force
Development Board for a three (3) year term:
Ms. Patricia Alexander, representing Post-Secondary
Education
Mr. Clark Gandy, representing Organized Labor
Mr. Fred Jackson, representing Private Sector
Mr. Memo Licona, representing Private Sector
Ms. Sue Ann Palmore, representing Human Services/Public
Assistance
The next matter for consideration was a tax refund to
Central Freight Lines, Inc.. In a Court settlement it was
agreed that the appraised value for 1997 be lowered to
;800,000.00. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to refund
$644.30 in county taxes for 1997 to Central Freight Lines,
Inc..
The next matter for consideration was a tax refund to
Robert Charles Potts. In a Court settlement it was agreed
that the appraised value for 1997 be lowered from $314,300.00
to $188.360.00 On motion by commissioner Jones, seconded by
Commissioner Thornton, the Court voted unanimously to refund
$525.68 in county taxes for 1997 to Robert Charles Potts.
The next matter before the Court was the approval of a
schematic design for the Courthouse renovation of the area
previously occupied by the Juvenile Services Department.
Architect Rick Ravey explained that the probable cost would be
$600,000.00 without carpet and $762,000.00 with carpeting. On
motion by Commissioner Jones, seconded by Commissioner Cauley,
the Court voted unanimously to approve the plans as presented
and authorized the Architect to develop specifications and bid
documents.

The Court next considered making application for
participation in the State and Local Assistance-50 (EMA)
Program through the Division of Emergency Management and
authorizing the County Judge to execute the documents. This
is a renewal of a grant in which the Federal share is
$37,254.00. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to make
application for participation in the State and Local
Assistance-50 (EMA) Program through the Division of Emergency
Management and authorized the County Judge to execute the
documents.
The Court next considered approval of a requisition from
Capital Projects Fund for the following purchase:
a) Intergraph Computer Support for Road &
Bridge $3,012.00
On motion by Commissioner Cauley, seconded by Commissioner
Sims, the Court voted unanimously to approve the requisition
to be paid from Capital Expenditures.
The Court proceeded to consider the following blanket
Purchase Orders:
G&R Services Bldg. Maintenance $500
Bruchez, Goss Health Dept $800
On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve the Blanket
Purchase Orders as submitted.
The Court next considered awarding the following bid:
Bid No. 98-029, Cleaning Supplies for the Jail
Ray Wetteman, Buyer, recommended
-acceptance of the bid submitted by
Performance Food Group on items 1,2,3;
Ecolab on items 4,8 and Acme Soap Company
on items 5,6,7,9. On motion by
Commissioner Sims, seconded by Commis-
sioner Cauley, the Court voted unani-
mously to accept the recommendation of
the Buyer and awarded the contract to as
noted. A copy of the bid tabulation is
attached hereto.

The Court next considered awarding the following bid:
Bid No. 98-050, Paving Parking Lot for Health Department
and Annex
Ray Wetteman, Buyer, recommended
acceptance of the low bid submitted by
Young Contractors. On motion by
Commissioner Sims, seconded by
Commissioner Cauley, the Court voted
unanimously to accept the recommendation
of the Purchasing Agent and award the
contract to Young Contractors.
The Court next considered approval of requisitions from
Capital Expenditures for the following purchases:
a) Copier replacement for District
Attorney's office $6,706.10
b) Computer replacement for Risk Management
$1,881.00
c) Computer replacement for District Clerk's
office $2,580.00
On motion by Commissioner Cauley, seconded by Commissioner
Sims, the Court voted unanimously to approve the requisitions
to be paid from Capital Expenditures.
The next matter for consideration was approval for the
Purchasing Agent to advertise RFP No. 98-055, Repair & Recover
Existing Roofs on the Health Department and Minimum Security
Jail. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to authorize
the Purchasing Agent to advertise for bids for repair and
recover existing roofs on the Health Department and Minimum
Security Jail.
The Court next considered the request from Wickson Creek
Special Utility District to construct four (4) road bores for
water line installation project in the right-of-way of
Lakefront Drive in Forest Lake Estates. The site is located

in Precinct 3. The County Engineer stated that all appeared

to be in order and recommended approval. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court

funds would be allocated. He also asked if the County would
monetarily support surrounding counties for right-of-way
acquisition for the widening of Highway 21.
The County Judge made the following comments:
1) The County has authorized the Texas
Association of Counties to represent it
in the tobacco settlement.
The Court next engaged in a discussion on the master plan
for the expansion of the minimum security jail. Architect
Rick Ravey made a presentation on the expansion. He gave the
following figures on cost:
Administration $ 95.00 per sq ft
Jail cells $185.00 per sq ft
To move 4th floor $6 million +
To move Administration $1 million
The architect asked direction on continuing with the enclosed
corridor between the current Minimum Security Jail and the
Annex and the proposed expansion. Wayne Dicky, Jail
Administrator, indicated a two story facility would
accommodate administration and the 4th floor jail. The Court
opposed the $250,000.00 cost for the corridor, saying that
this needed to be studied further, but understood that the
architect needed some direction on this matter. The Jail
Administrator wants to look at other options. The Architect
also indicated that he would have to make upgrades for
handicap requirements. The Court thanked Mr. Ravey for all
the information.
The County Judge announced the meeting closed to the
public so that the Court could meet in closed executive
session to discuss personnel as allowed under Section S
551.074 of the Government Code, Open Meetings.
At 11:25 a.m. the County Judge announced the meeting open
to the public. on motion by Commissioner Sims, seconded by
Commissioners Cauley and Thronton, the Court voted unanimously
to hire John Hachmann for the Purchasing Agent position.
There being no further business to come before the Court,
the meeting was adjourned.

On this the 14th day of July 1998 at a regular meeting of the
Commissioners' Court, the following members were present:
Alvin W. Jones, County Judge, Presiding
Tony Jones, Commissioner, Precinct 1;
Wm. S. Thornton, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Carey Cauley, Commissioner, Precinct 4;
Mary Ann Ward, County Clerk.
The following proceedings were held:
THAT WHEREAS, on July 14, 1993 the Court heard and approved a
budget amendment for the 1997-1998 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 23,
1997 the following amendment(s) to the original are hereby
authorized, as described on the attached page(s).
ADOPTED AND APPROVED this the 14th day of July 1998.

ITEM: Request from Wickson Creek SUD to construct 4 road bores for water line
installation project in the right of way of Lakefront Drive in Forest Lake Estates. Water
lines must be installed in the existing utility easement and not in the county road right of
way as requested. Site is located in Precinct 3.
SOURCE OF FUNDS: N/A
1. PRESENTATION:
A) No work will be permitted between front slope and/or back slope.
B) The line shall be installed 1) within 3-5' of and parallel to the right-of-way line and/or 2) in tl*
case of a road bore, perpendicular to the right-of-way line.
C) If clearing of brush, trees and other obstruction is necessary. it shall be the Applicant's
responsibility to do so and to remove All cleared brush. trees etc. from County right-of-way.
D) Ditch line shall be compacted to 90% standard density ASTM-Test Method No. D-698; test
shall be conducted by an independent Geotechnical testing firm; copies of all test results shad
be furnished to the office of the Bravos County Engineer.
E) Construction shall be In strict conformance to the latest Texas Manual of Uniform Trafric
Control Devices for Streets and Highways, published by the Texas Department of Transportation.
and all other State and Federal laws governing utility construction.

in Brazos County, Texas as follows:
The location or description of the proposed installation is more fully shown by 3
copies of the drawings attached to this notice.
I understand and agree that:
1. The County Engineer must by notified 72 hours prior to the beginning of
construction in order that he or his designated inspector may inspect the
actual Installation.
2 That all damage to the roadways and rights-ot way will be repaired to
their original condition to the satisfaction of the County Engineer.
3. That Brazos County reserves the right to require Applicant to relocate or
lower any such line at no cost to Brazos County, should same become
necessary due to widening or lowering, or other alteration of the
roadway or right-of-way.
4. That Brazos County will in no way be responsible for arty damage which
might occur to any existing utility lines In the right-of-way.
S. That the line will be constructed and maintained on the County right-of-way In
accordance with the Utility Accommodation Policy which was adopted by the
Texas Department of Transportation on May 29. 1989.
6. That the line or lines will be constructed no less than twenty-four inches (241
lower than the lowest part of the drainage or bar ditch and the drainage Is to
be considered at least two feet (2) below the center of the roadway.
7. That all sites will be barricaded during the construction period.
