COMMISSIONERS' COURT REGULAR MEETING 1 JUNE 2, 1998 e i f A regular meeting of the Commissioners' Court of Brazos • County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, June 2, 1998, with the following members of r the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in attendance. Commissioner Jones gave the invocation and led the pledge of allegiance. Under citizen input and /or concerns, the County Judge read aloud a memo from Steve Smith, Judge County Court at Law I in which he thanked the Commissioners for allowing Bea Green s to come to his court to translate. The County Judge read aloud a Proclamation designating Sunday, June 7, 1998 as "National Cancer Survivors Day." Brazos County has an active, productive cancer survivor population, demonstrating that a cancer diagnosis is no longer an automatic death sentence. The Court urges the citizens of Brazos County to join in this joyous celebration of life. On a motion by the County Judge, seconded by Commissioners Jones, Thornton, Sims and Cauley the Court moved to proclaim Sunday June 7, 1998 as "National Cancer Survivors Day" throughout Brazos County. The County Judge then presented the signed Proclamation to Mrs. Edwina Ramcyzk, National Cancer Survivors 1 Day organizer. The Court next considered Budget Amendment #97/98 -31.1 which would increase funds budgeted for Justice of the Peace Precinct No. 1. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve iui i F',I •' Commissioners Court meeting June 2, 1998 the budget amendment as submitted, a copy of which is attached hereto. The Court proceeded to consider the change of status of the following employees. NAME DEPARTMENT REASON Sheppard, Alice Juvenile Serv. New Emp Temp Galindo, Humberto Road & Bridge Resignation On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 98- 006607 through 98- 006798 On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. The next matter for consideration by the Court was a request submitted by Chief Deputy Clyde Collins and Commander Dan Jones of the Narcotics Task Force, to implement a drug interdiction program in the Sheriff's office. Uniforms for the office will be provided by the Sheriff' Office. All other expenses relating to this assignment will be funded by the Task Force. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to grant the request from Chief Collins and Commander Jones and approved the implementation of a Drug Interdiction Program. The next matter before the Court was the renewal of a Contractual Agreement between Brazos County and the Brazos County Emergency Communications District 9 -1 -1) for computer aided dispatching services for the Brazos Valley Narcotics Trafficking Task Force. The term of the contract is June 1, 1998 through and including May 31, 1999. On motion by t• . A copy of the contractual agreement is attached hereto. The next matter for consideration by the Court was a request submitted by the District Attorney seeking approval for out of state travel for Assistant District Attorney Glynis McDaniel and Vanessa Muldrow. Mrs. McDaniel and Ms. Muldrow would be traveling to San Diego, California to attend a "Capital Litigation" seminar August 5 -8, 1998 On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to grant the request from the District Attorney and approved payment of out of state travel expense for Mrs. Glynis McDaniel and Ms. Vanessa Muldrow. The Court next considered the appointment of a county representative to the Economic Development Corporation Board of Directors. Commissioner Sims moved to appoint Tony Jones. Commissioner Cauley seconded the motion. The County Judge asked if there were any more nominations. Commissioner Cauley then moved to close the nominations. Commissioner Sims seconded the motion. Commissioners Thornton, Sims, Cauley and the County Judge voted "Aye ". Commissioner Jones abstained. The motion carried. On the nomination of Tony Jones to the Board of Directors of the Economic Development Corporation, Commissioners Thornton, Sims, Cauley and the County Judge voted "Aye ". Commissioner Jones abstained. The motion carried. The Court proceeded to consider the following blanket Purchase Order: B /CS Eagle Personnel $1,500 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Blanket Purchase Order as submitted. The Court next considered the request from Wickson Creek Special Utility District to construct a road bore for water lien installation in the right -of -way of Elmo Weedon Road. The site is located in Precinct 3. The County Engineer stated } Q t Ma nommissioners Court meeting June 2, 1998 that all appeared to be in order and recommended approval. on motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the request from Wickson Creek Special Utility District and authorized the installation. The County Judge made the following comments: 1) Quita Heartfield, a student at Blinn College is observing Commissioners Court this morning. She is the daughter of Flo Workman of the County Clerk's office. 2) There will be a workshop Tuesday, June 9, at 2 p.m.. 3) He urged Commissioners Thornton, Sims and Cauley to be present for Court on Tuesday, June 9, 1998 because he and Commissioner Jones will be out. 4) He has spoken with the bonding company for Chappell Hill Construction about the Juvenile Justice Center. B) The line shall be installed 1) within 3-5' of and parallel to the right-of -way line and/or 2) In the case of a road bore, perpendicular to the right- of-way line. C) If clearing of brush, trees and other obstruction Is necessary, It shall be the Applicant's responsibility to do so and to remove all cleared brush, trees etc. from County right -0f -way. D) Ditch line shall be compacted to 90% standard density ASTM -Test Method No. D-698; test shall be conducted by an independent Geotechnical testing firm; copies of all test results shall be furnished to the office of the Bravos County Engineer. E) Construction shall be in strict conformance to the latest Texas Manual of Uniform Traffic Control Devices for Streets and Highways, published by the Texas Department of Transportation, and all other State and Federal laws governing utility construction.
