COMMISSIONERS' COURT
REGULAR MEETING
FEBRUARY 3, 1998
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Tuesday, February 3, 1998, with the following members
of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3, Absent;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
Attached is a list of the citizens and officials in
attendance.
Commissioner Jones gave the invocation and led the pledge
of allegiance.
There was no citizen input and /or concerns.
The Court proceeded to consider the change of status of
the following employees.

On motion by Commissioner Cauley, seconded by Commissioner
Thornton, the Court voted unanimously to approve the changes
as submitted.
The Court next considered the following Claims as

Commissioner Jones moved to approve the claims, Commissioner
Cauley seconded the motion. Commissioner Jones amended his
motion to include claim 98- 002726, Commissioner Cauley amended
his second, the Court voted unanimously to approve the Claims.

The next matter for consideration by the Court was a
request submitted by the Sheriff's Office Jail Administration
seeking approval to create two (2) temporary positions for
health care for inmates. On motion by Commissioner Cauley
seconded by Commissioner Jones, the Court voted unanimously to
grant the request from the Sheriff's Office Jail
Administration seeking approval to create two (2) temporary
positions for health care for inmates.
The next matter before the Court was a request from the
District Attorney to change the name on the visa credit card
from Jane Tidwell to Margaret Segrest. Ms. Tidwell is no
longer employed by the District Attorney's office. On motion
by Commissioner Cauley, seconded by Commissioner Thornton, the
Court voted unanimously to authorize the issuance of a visa
credit card to Margaret Segrest.
The Court next considered a request from Constable
Precinct 4, Duane Peters, to appoint Kevin B. Sapp and Chris
A. McDermott as Reserve Deputy Constables. On motion by
Commissioner Jones, seconded by Commissioner Thornton, the
Court voted unanimously to approve the request from Constable
Peters to appoint Kevin B. Sapp and Chris A. McDermott as
Reserve Deputy Constables subject to the appointments being
within the allotted number of deputies.
On motion by Commissioner Cauley, seconded by
Commissioner Thornton, the Court voted unanimously to
authorize the County Judge to execute a Tax Resale Deeds to
the following individuals:
Paul G. Williams and Dorothy E. Williams - Lots 23
and 24, Joe Pasler's Subdivision, Brazos County,
Texas
Richard Pena - Lot 9, Block 34, City of Bryan,
Brazos County, Texas
The Court next considered the appointment of a County
representative to the Brazos County Emergency Communications
District Board of Managers. On motion by the County Judge,
seconded by Commissioner Cauley, the Court voted unanimously

to reappoint Randy Sims as the County representative to the
Brazos County Emergency Communications District Board of
Managers for a two (2) year term ending December 31, 1999.
The next matter for consideration was a tax refund to
Southwest Pointe Limited Partnership. In a Court settlement
it was agreed that the appraised value for 1997 be lowered
from $11,047,540.00 to $5,181,925.00 On motion by
Commissioner Thornton, seconded by Commissioner Cauley, the
Court voted unanimously to refund $1,426.86 in county taxes
for 1997 to Southwest Pointe Limited Partnership.
The Court next considered authorizing the Auditor's
office to process recurring payment requests for the
following:
a) TAMU Department of Psychology, for
professional counseling services for
Juvenile Services $5,224.98
On motion by Commissioner Cauley, seconded by Commissioner
Thornton, the Court voted unanimously to authorize the
Auditor's office to process all the previously noted recurring
payment.
The Court next considered a request from the Sheriff's
office for authorization to install the City of Bryan's Video
Arraignment System in County jail facilities. Brazos County
need only supply space for the equipment and the City of Bryan
will install it. On motion by Commissioner Cauley, seconded
by Commissioner Thornton, the Court voted unanimously to
approve the installation of the City of Bryan's Video
Arraignment System in County jail facilities.
The next matter before the Court was consideration of the
Certificate of Substantial Completion to Chappell Hill
Construction Company for the Juvenile Justice Center. In a
letter to the County Engineer, the Project Manager pointed out
that the County took beneficial occupancy of the building on
November 17, 1997. He then recommended issuing the
"Certificate of Substantial Completion." On motion by
Commissioner Jones, seconded by Commissioner Cauley, the Court

voted unanimously to approve the issuance of the "Certificate
of Substantial Completion" to Chappell Hill Construction.
The Court next considered approval of requisitions from
Capital Expenditures for the following purchases:
a) File Cabinets for Auditor's Office
$1,045.35
b) Fingerprint File Cabinet for Sheriff's
Office $948.25
c) Two ( 2 ) 1 ton trucks for Road & Bridge
$29,352.00
d) Two 3/4 ton trucks for Road & Bridge
$32,704.00
e) Software for Municipal Planning
Organization $343.00
f) Microfiche Cabinet for District Attorney
$1,110.75
g) Fax Machine for Treasurer's Office
$626.00
On motion by Commissioner Jones, seconded by Commissioner
Cauley, the Court voted unanimously to approve the
requisitions to be paid from Capital Expenditures
The Court next considered approval of a requisition for
the purchase of equipment for the Narcotics Trafficking Task
Force in the amount of $1,270.80. On motion by Commissioner
Cauley, seconded by Commissioner Thornton, the Court voted
unanimously to approve the requisition to be paid from the
District Attorney's Crime Fund.
The next matter before the Court was the Contract for
Inmate Telephone Services, RFP No. 98 -010. Commissioner Jones
moved to accept the Purchasing Agent's recommendation.
Commissioner Cauley seconded the motion. Tom Little,
representative of ICS, Inc. commented on the fact that two ( 2 )
of the vendors were able to change figures and he asked if the
Court would allow them to submit another figure? The
Purchasing Agent explained the difference between a request
for bids and a request for proposals then stated that she and
the other members of the Inmate Telephone Committee
unanimously recommended the contract be awarded to Security

Telecom Corporation/ Peoples Telink based on commission rate
and technological advancements. The Court voted unanimously
to accept the recommendation of the committee and accepted the
proposal submitted by Security Telecom Corporation/ Peoples
Telink and authorized the County Judge to sign the Service
Agreement. A copy of the Service Agreement is attached
} hereto.
The next matter for consideration was approval for the
Purchasing Agent to advertise and sell 0.325 acres out of the
T. J. Wooten League, Abstract 59, Brazos County, Texas, to the
adjoining landowner for the sum of $1,191.45 in accordance
with LGC 263.002. On motion by Commissioner Cauley, seconded
by Commissioner Thornton, the Court voted unanimously to
authorize the Purchasing Agent to advertise and sell the land.
The Court next considered the following Exemptions from
Competitive Bidding Requirements:
a) Professional services for property

provided in the Local Government Code,
Section 262.024(a)(4).
b) Sole source provider for election
consulting and services performed by Bill
McLeod of Texas Voting Systems as
provided in the Local Government Code
Section 262.024(a)(7)(D).
c) Professional services performed by Dr.
Rany Cherian, M.D., a licensed medical
practitioner, as provided in the Local
Government Code Section 262.024(a)(4).
On motion by Commissioner Cauley, seconded by Commissioner
Thornton, the Court voted unanimously to approve the
previously noted Exemptions of Competitive Bidding
Requirements and authorized the payment for said costs. A
copy of each exemption is attached hereto.
The next matter before the Court was approval of a
Contractual Agreement between Brazos County and Dr. Rany
Charian for the treatment of inmates located in the Brazos
County Jail facilities operated by the Sheriff's Department
and the treatment of juvenile inmates located in the Brazos
County Juvenile Detention Center. The cost to Brazos County

will be $2,500.00 monthly plus an annual fee of $3,500.00 for
administration services. The term of the contract will be for
one year. Commissioner Thornton moved to approve the
contract. Commissioner Cauley seconded the motion. After
further discussion and Commissioners Thornton and Cauley
withdrew their motion and second. On motion by Commissioner
Jones, seconded by Commissioner Cauley, the Court voted
unanimously to table consideration until a later date.
On motion by Commissioner Jones, seconded by Commissioner
Cauley, the Court voted unanimously to hold a Public Hearing
on Tuesday, February 17, 1998 at 10:00 a.m. to consider the
posting of speed limits in the Harvey Hillside Subdivision in
Precinct 3.
The Court next considered approval of the Preliminary
Plat of Willow Run Subdivision Phase Three in Precinct 1.
Richard Vance, County Engineer, stated that he had reviewed
the plat and offered the following comments:
A) Brazos County Health Department requirements for plat
approval:
1) A statement identifying the source of water for
this subdivision; public water supply or private
well must be included. If this lot is served by
public water then disregard item two.
2) If the lot is serviced by private well,
location for the proposed well site is to be shown
on the lot location with a 100 foot RADIUS sanitary
zone shown where no sewage system may encroach.
3) The lot shall show the location for the
proposed sanitary where disposal system and the
designated area will be two times the size of the
proposed design area.'
4) The plat will also provide a site evaluation
report showing any existing water wells currently
located in the proposed subdivision or within 100
feet of the property. A complete report detailing
the types of On Site Sewage Facilities proposed and
their compatibility with area wide drainage and
groundwater. A comprehensive drainage plan must
also be included in these planning materials.
Planning materials shall also address potential
septic system replacement areas as to location on
the property.

5) The plat notes must also include a statement
that no On Site Sewer Facilities may be installed
or operated in this subdivision without being
inspected, approved and issuance of the Five Year
Renewable License by the Brazos County Health
Department.
B) Road name "David's Lane" is not acceptable per
9 -1 -1; will probably change to Apricot Glen per
Mike McClure.
Commissioner Jones moved to approve the Preliminary Plat with
the exceptions noted by the Engineer. Commissioner Cauley
seconded the motion. Commissioners Jones and Cauley and the
County Judge voted "Aye ". Commissioner Thornton abstained.
The Court next considered approval of the Preliminary
Plat of Whispering Ridge Subdivision in Precinct 1. Richard
Vance, County Engineer, stated that he had reviewed the plat
and all appeared to be in order. On motion by Commissioner
Jones, seconded by Commissioner Cauley, the Court voted
unanimously to approved the Preliminary Plat of Whispering
Ridge Subdivision.
The Court next considered Budget Amendment #97/98 -15.1,
which would reallocate funds budgeted for the Sheriff's
Office /Jail Administration. On motion by Commissioner Cauley,
seconded by Commissioner Thornton, the Court voted unanimously
to approve the budget amendment as submitted, a copy of which
is attached hereto.
The Court next considered closing and vacating the
offices of Justice of the Peace, Precinct No. 1, Justice of
the Peace, Precinct No. 7 Place 2 and preparation of budget
amendments for said offices. The County Judge read aloud his
recommendations, then opened the floor to discussion. Wes
Hall, Justice of the Peace Pct. No. 7 Place 2, asked about the
closing the books of the office and the final audit. He asked
the County Auditor about the time frame necessary to close the
books for his office. He also expressed concern about the
existing case load saying they would be complete by the end of
April. He then asked that the office be kept open until that
time. Thornton asked the number of pending cases. Judge Hall

said he had no idea and that he worries about the possible
liability to the County if someone is arrested and placed in
jail and there is no way determine the disposition of the
case. The old warrants need to be recalled. Tommy Lyons,
Justice of the Peace, Precinct 1 stated that he had 108 cases
filed January 1, 1998. The County Judge moved to accept the
proposed strategy. Commissioner Cauley seconded the motion.
Constable Precinct 6, Phil Sikes read aloud a letter from Hugh
Lindsay, a local attorney, who voiced deep dissatisfaction
with the service of civil documents. He blamed the short
sightedness of the Commissioners Court for the problems. The
County Judge stated that there was a motion and seconded
before the Court. Commissioner Jones asked if this strategy
was open for amendments whereupon the County Judge said it
was. Commissioner Cauley stated he understood the Judge's
position and that of Judge Hall and Constable Sikes. He was
not in favor of the realignment but it is now done and it's
time to implement it. Judge Hall asked that the motion be
amended to include his request. Commissioner Cauley moved to
call the question. Commissioner Sims seconded the motion. the
Court voted unanimously to call the question. The County
Judge then called for a vote on his motion and Commissioner
Cauley's second to adopt the County Judge's plan. The motion
was adopted unanimously.
Under citizen input and /or concerns, Demetrios Basdekas
spoke in support of the jail expansion project that will be
discussed in the workshop session scheduled for later in the
day.
The County Judge made the following comments:
1) He anticipates budget amendments will be
forth coming from the action taken this
day.
2) The Expo Center Committee recommendations
need to be submitted to the County Judge
this week.
There being no further business to come before the Court,
the meeting was adjourned.

closure material at the R -panel walls that needs to be replaced and put back
underneath the fascia trim piece; sealed to make it stay in place.
2. Emergency overflow drains are too high.
3. Caulk masonry control joint.
Roof Over Section "B"
1. Water is ponding next to two RTU's.
2. Once again, a lot of the exhaust fans seem to be rattling/vibrating; need to adjust.
3. All of the overflow drains (general note on built -up roof); seem to be way too high; this
one is sticking at least 6" up. I believe it calls for about 2" above roof.
4. Two VTR's folded closed with lead flashing.

1. On the roof that covers the lobby there is some joints between the fascia metal soffit '
and the CMU split face wall that need to be sealed off.
2. The parapet cap wall that runs up over the 4 hr. wall needs to be sealed adjacent to the
split face CMU. There are some gaps that wind blown rain could get into.
3. The photocell timers have been covered; make operable.
4. Flue cap - the flue over the Section "A" near the parking lot is loose.

EXTERIOR FACADE & GROUNDS:
GENERAL NOTES:
1. Security fence at the retention bar with bolts that holds the non -climb to the CMU
security wall - all exposed metal that hasn't been treated and has rusted needs to be
treated and painted.
2. The Contractor needs to verify that all the splash blocks have been installed
everywhere; apparently they haven't.
3. Where the plaster soffit meets the split face, there is a joint that needs to be sealed off
(typical) (at entry walk also).
4. The dirt needs to be reworked where the fire sprinkler area test pipe is. The pipe needs
to be painted to match the block.
S. The security camera won't operate at 180 °; it needs to be moved to the gable end of
the metal fascia right here to the south.
6. The cameras that are wall mounted - supposed to have razor ribbon around them - per
a Change Order - hasn't been done yet.
7. On the south side of the gym the light fixtures need to be cleaned of the protective
paper and of paint.
8. Fixture on the north side of the gym needs to have the tape removed from it and
cleaned.
9. The bollards haven't been installed on the west side of the canopy at the kitchen.
10. At the police entry gate - the gate operator - the gate is not currently operating.
11. There is a bollard that hasn't been painted that needs to be at the security gate.
12. At the gutter downspout for the canopy over the entrance into Section "A" the hole
needs to be filled up to where the water will run out at the sidewalk level and not go

13. There are some areas in the sidewalk that need to be patched with concrete at west

SECURITY TELECOM CORPORATION
INMATE TELEPHONE SERVICE AGREEMENT
THIS AGREEMENT is made and entered into this 3 4�6. day of
r-043%U14r T: 1998, by and between SECURITY TELECOM CORPORATION
(STC) a division of Talton Holdings, Inc., with its principal office at 1209 W. North
Carrier Pkwy, Suite 300, Grand Prairie, TX and BRAZOS COUNTY, TEXAS acting by
and through its duly elected Commissioners Court, with a wailing address of 300 E. 26`"
Street, Bryan, Texas 77803 (hereinafter referred to as "County").
4 BACKGROUND
STC is in the business of providing telephone services for inmates of criminal
justice facilities and desires to act as the exclusive Company for (i) the installation and
maintenance of a phone system at the County's facilities for that purpose; (ii) for the
billing and collection of such calls from the County's location set forth in this Agreement;
and (iii) for the distribution of revenues to County for the right to provide such services.
County desires to retain STC to perform said services.
THEREFORE, the parties agree to be legally bound as follows:
Definition of Agreement. For the purposes of this contract, the term
"Agreement" as used herein, shall include this document together with
Brazos County, Texas Proposal No. 98 -010 (excluding revenue history
used solely for revenue projection purposes), STC's response to
Proposal No. 98 -010 (excluding financial data considered and marked
"Confidential "), and the subsequent best/final offer from STC.
2. Representations of County. County hereby represents to STC tFat it
owns or controls the facilities referred to in this Agreement and has the
unrestricted right, power, and authority to enter into this Agreement
with STC.
3. Services of STC. STC shall arrange for the installation, and
maintenance of an automated collect calling telephone system (herein
the "System ") for the County's Maximum Security Jail, Minimum
Security Jail and Juvenile Detention Facility (herein "Locations"), as set
forth in Brazos County Request for Proposal No. 98 -010 and STC
Response dated November 6, 1997 and subsequent best/final offer
dated January 21, 1998, all of which are incorporated herein by
reference and attached as Exhibits "A ", `B ", and "C ", respectively. In
order to effectuate the installation and maintenance of the System STC
shall arrange for the necessary facilities from the local exchange
company and inter - exchange carrier to terminate the inmate call and
shall install whatever equipment is necessary to screen and complete the

I inmate call. STC shall also be responsible for the billing and collection
of the completed calls and the distribution of proceeds from such calls
in accordance with Paragraph 4 of this Agreement. All of the services
• described in the Paragraph 2 shall be at STC's expense.
4. Se vice Agreement. (a) Installation. All work will be done in a safe,
professional, workman-like manner by fully qualified and trained
personnel.
(b) Equipment. The equipment, including standard and supplemental
equipment, shall be completely assembled and adjusted and shall
conform in durability, quality and workmanship to the standard in
the industry. All equipment shall meet or exceed all federal and
state of Texas safety, health, lighting and noise regulation in effect
and applicable at the time of manufacture. STC hereby warrants
the equipment is fit for the purpose for which it is being installed
and that it will perform and function in the manner set forth in
STC's Response to Proposal 98 -010. The number of telephones
required pursuant to this Agreement are set forth in the Proposal
98 -010 and any additional telephones required will be determined
by the mutual consent and agreement of the parties hereto.
STC shall provide all equipment required for the performance of
this Agreement as set forth on Exhibit "D" attached hereto and
made a part hereof for all purposes. Such equipment shall remain
the property of STC and shall be installed at no cost to the
County. All damage, destruction and risk of loss to such
equipment during the term hereof shall be born by STC.
( c) Maintenance. STC will respond to a maintenance or repair request
from the County within two (2) hours and will dispatch STC
personnel for repair within Twenty -four (24) hours and will
dispatch for minor outages and within four (4) hours for major
outages. A minor outage is defined as the inability to originate
calls from less than twenty -five percent (25 %) of the phones at
each Location served by STC. A major outage is defined as the
inability to originate calls from more than twenty-five percent
(25 %) of the phones at each Location served by STC.
(d) Trainin . STC shall conduct ongoing training of County's
employees, to County's satisfaction in its sole judgment, in the
proper maintenance, operation and the onsite capabilities of the
equipment, such as report analysis, writing, call blocking, and
monitoring.

(e) Unrade . STC shall install at its own cost and as soon thereafter
as available any and all upgrades to the System to include software
and hardware furnished to County pursuant to this contract.
STC agrees to provide for the County distribution of gross billable revenue
as outlined below. Gross billable revenue is defined as the total income for
all billed calls regardless of expense or fraud. County compensation is as
follows:
A. 46.2 percent of flat rate local collect calls billed, and
B. 46.2 percent of gross billable revenue on long distance calls including any
and all surcharges applicable.
Distribution will be made thirty (30) days following the end of the month in
which the call giving rise to the revenue is generated. Distributions shall be
in the form of a check which shall specify the period covered by the check
and shall be accompanied by a hard copy of the Commission report as
specified in Proposal 98 -010 and STC's Response thereto.
6. Term. (a) Subject to the provisions of (b) and ( c) below, the term of this
Agreement shall be for a period of one (1) year and shall renew automatically
for two (2) additional one (1) year periods unless either party terminates this
Agreement as herein specified. This contract may renew annually at the
option of the County for the following two years.
(b) STC shall be entitled to cancel this Agreement on thirty (30) days written
notice to the County in the event that a significant number of calls prove
to be unbillable or if the County's management of the facility makes this
Agreement economically unprofitable for STC. Upon such notice, County
shall have thirty (30) days to cure those reasons for termination within its
control.
( c) The County may cancel this Contract for consistently unsatisfactory
service, as determined in the County's sole discretion and/or upon failure
to remit distributions of proceeds as provided in Paragraph 4 above, upon
thirty (30) days written notice to STC setting forth the County's
complaints. STC shall have thirty (30) days to cure such objection. The
County shall be obligated to give STC only two -30 day cure periods
during the term of this Contract after which time the County may
terminate this Agreement upon thirty (30) days written notice.

7. Indemnification. BOTH PARTIES AGREE TO CONDUCT THEIR
ACTIVITIES SO AS NOT TO ENDANGER ANY PERSON OR
PROPERTY, AND EACH PARTY SHALL HOLD THE OTHER, AND ITS
OFFICERS, AGENTS AND EMPLOYEES HARMLESS FROM ANY AND
ALL CLAIMS FOR LOSS, INJURY OR DAMAGE TO PERSONS OR
PROPERTY CAUSED BY ITS GROSS NEGLIGENCE OR WILLFUL
MISCONDUCT AND ARISING IN CONNECTION WITH THE
TELEPHONES PERMITTED TO BE INSTALLED HEREUNDER.
8. Acces . The County agrees to provide STC reasonable access to the premises
and the telephone facilities as required by STC to perform the services
outlined in this agreement.
9. Notices. Any and all notices given hereunder shall be deemed properly given if
in writing and either hand delivered or sent by registered or certified United
States mail, postage prepaid, return receipt requested, to a party at its address
set forth above or at such other address as a party may hereafter specify by
written notice to the other.
10. Assignment. ment. This Agreement may be assigned by STC to any Parent or
Affiliate of STC upon written consent of the County.
11. Successors. This Agreement shall be binding upon and inure to the benefit of
the parties hereto and their permitted successors and assigns.
12. Governing Law. This Agreement shall be governed by and interpreted in
accordance with the law of the State of Texas Jurisdiction and venue for any
matter arising out of the Agreement shall be Brazos County, Texas.
13. Entire Agreement. This Agreement, Brazos County, Texas Proposal No. 98-
010 (excluding revenue history used solely for revenue projections) and
STC's response to Proposal 98 -010 (excluding financial data considered and
marked "Confidential "), and the subsequent best/final offer from STC
represents the entire agreement between the parties and supersedes any and all
representation or agreement, both oral or written, not therein reflected.
14. Priority of Agreements. If any conflicts or inconsistencies shall arise among
the terms of this Agreement, Proposal 98 -010 and STC's response and
subsequent response to such Proposal, the terms of this Agreement shall
control, then the terms of Proposal 98 -010 and then the Response.
15. Counterparts. This Agreement may be executed in one more counterparts,
each of which shall be deemed an original, but all of which together shall
constitute one and the same agreement.

A. SCOPE
Proposals are solicited from qualified vendors for inmate payphone equipment, local
exchange carrier service, and inter - exchange carrier service on an Automated Telephone
System for the County Maximum Security Jail, Minimum Security Jail and Juvenile
Detention Facility. It is the intent of this proposal to maximize monthly commissions to
Brazos County; therefore, no pre -paid commissions, minimum commissions, upfront
bonuses, or incentives will be allowed. The term of contract shall be three years,
commencing on the date of award and renewable annually at the option of Brazos County
for the following two years.
B. TERMS AND CONDITIONS
The following terms and conditions apply to all proposals and become a part of the terms
and conditions of any proposal submitted to Brazos County, unless otherwise specified
elsewhere in this request. All are required to be Wormed of these Terms and Conditions
and will be held responsible for having done so:
1. Definitions: In order to simplify the language throughout this request, the
following definitions shall apply:
a. BRAZOS COUNTY - Same as County.
b. COMMISSIONERS' COURT - The elected officials of Brazos
County, Texas given the authority to exercise such powers and
jurisdiction of all county business as conferred by the State
Constitution and Laws.
C. CONTRACT - An agreement between the County and an Offeror to
provide services as specified.
d. CONTRACTOR - The successful Offeror(s) of this request.
e. COUNTY - The government of Brazos County, Texas and its
authorized representatives.

f. SUB - CONTRACTOR - Any contractor hired by the Contractor or
Supplier to provide services specified in this request.

2. Proposals must be received by the Purchasing Department prior to the time
and date specified. The mere fact that the proposal was dispatched will not
be considered; LATE PROPOSALS WILL BE RETURNED UNOPENED.
3. Brazos County reserves the right to accept or reject in part or in whole, any
proposals submitted, and to waive any technicalities for the best interest of
the County.
4. Brazos County shall not be responsible for any verbal communication
between any employee of the County and any potential offeror. Only written
proposals will be considered.
5. Brazos County reserves the right to reject any proposal that does not fully
respond to the request.
6. Offeror(s) must include Employer Identification Number or Social Security
Number for the proposal to be valid.
7. Should there be a change in ownership or management, the contract shall be
canceled unless a mutual agreement is reached within 30 days of notification
of new ownership. The new owner or manager will continue the contract
with its present provisions and prices. The contract is nontransferable by
either party.
S. Brazos County may cancel the contract at any time for any reason, provided
a thirty day written notice is given.
9. Acceptance of the contract shall be made by Brazos County at their sole
discretion when all terms and conditions of the contract and specifications
have been met to their satisfaction, including the submission to Brazos
County of any and all documentation as may be required.
10. This proposal will be made part of any resulting contract the County may
enter into.

3. There is no expressed or implied obligation for Brazos County to reimburse
responding service providers for any expenses incurred in preparing
proposals in response to this request. Brazos County will not reimburse
responding offerers for these expenses.
4. During the evaluation process, Brazos County reserves the right, in the best
interest of the County, to request additional information or clarification from
proposers, or to allow corrections of errors or omissions.
S. At the public opening, there will be no disclosure of contents to competing
offerers, and proposals will be kept secret during the negotiation process.
Except for trade secrets and confidential information which the offeror
identifies as proprietary, all proposals will be open for public inspection after
the contract has been awarded and executed.
6. The contract shall be awarded to the responsible offeror whose proposal is
determined to be the best evaluated offer resulting from negotiations,
considering the relative importance of price and other factors set forth in this
request for proposal.
7. All proposals reasonably susceptible to being selected will be given fair and
equal consideration, and discussions may be conducted with these proposers.
For the purpose of obtaining best & final offers, the proposals may be revised
before awarding the contract. Oral negotiations must be confirmed in
writing prior to contract award. However, a contract may be awarded
without any negotiation of proposals.
8. Your response to this proposal should be clear and concise addressing all
requirements listed above and any other factors not specifically mentioned
which would be advantageous to Brazos County.
D. EVALUATION FACTORS

this will be best accomplished.

computer specifications, operating system, and capabilities. Identify

maintains ownership of any such equipment throughout the contract
period.
V. INSTALLATION AND MAINTENANCE
a. The successful vendor, at its expense, will arrange and be responsible for
' coordinating with the present servicing vendor, Jail Administrator,
Building and Maintenance personnel, and local and long distance carriers
on the transfer of services. Specify the amount of time necessary to
transfer services including any down time that may be required.
b. Specify how maintenance and emergency situations will be handled.
Personnel must be on -call twenty -four (24) hours a day, seven (7) days a
week. The successful vendor shall have certified and trained service
personnel to respond to any maintenance call. Subcontracting service
calls is not acceptable to Brazos County. Specify response time for
emergency and non - emergency situations.
c. The successful vendor shall provide training for Brazos County personnel
on the use and operations of all equipment.
VL SYSTEM FEATURES
The automated telephone system by Brazos County will be used by
incarcerated inmates for non -cash collect calls only. Brazos County desires to
have the following minimum features:
a. Equipment shall be non - operator personnel assisted
b. Equipment shall be able to fully process calls in at least both English and
Spanish languages.
c. The system must be programmable to block specific numbers so that calls
cannot be made to them twenty -four (24) hours a day, seven (7) days a
week. Also all 900 and 800 numbers must be able to be blocked.
d. The system must have the ability to limit and/or shut off completely, some
or all, equipment from being operational at any time.
+' 'e. The system must allow free calls to the local Crime Stoppers phone
number.
E The system proposed must not allow any incoming calls. Also, the system
must not allow any credit card and/or third party billing calls.

g. The system must have the ability to limit the call duration, specified by
Brazos County, to any length of time.
h. System must allow unlimited call blocking, before or during an
established call. Brazos County must be able to shut off indMdual, group
or all phones either manually or automatically.
L Specify how the proposed system prevents fraudulent calls. At a
minimum, it should refuse or disallow chain dialling, switch -hook
manipulation, multiple calls, or 3-way calling (accepted by called party,
calling party must hang up and obtain dial tone before establishing
another connection).

J. Specify positive acceptance features proposed. The automated telephone
system must provide a guaranteed positive acceptance by the called party
before the call will be connected. All calls connected will be by voice
recognition with a "Yes" or "Si" response.
VIL REVENUE/COAU IISSION
Brazos County shall set call lengths to 18 minutes, local collect calls shall be
at a fiat rate of n10, and long distance surcharge rates shall be set at $.50.
Brazos County reserves the right to adjust these rates during the term of this

a. Commissions shall be based on total gross revenue exclusive of all
deductions and paid on a monthly basis with thirty (30) days of calls
made. Total gross revenue is defined as the total income for all completed
calls regardless of expense or fraud. '
b. Specify your proposed commissions for this contract. Present an example
of how commissions are calculated and outline any conditions under
which the commissions could vary.
c. Provide a minimum of five (5) references you currently service. Vendor
must have done business with these references for a minimum of three
years. Include facility name, address, telephone number and primary
contact person who is familiar with your system.

Proposals will be received at the Brazos County Purchasing Department until 1:30 p.m.,

Brazos County Commissioners' Courtroom, Room 115, Brazos County Courthouse, Bryan,
Texas.
A. SCOPE
Proposals are solicited from qualified vendors for inmate payphone equipment, local
exchange carrier service, and inter - exchange carrier service on an Automated Telephone
System for the County Maximum Security Jail, Minimum Security Jail and Juvenile
Detention Facility. It is the intent of this proposal to maximize monthly commissions to
Brazos County; therefore, no pre -paid commissions, minimum commissions, upfront bonuses,
or incentives will be allowed. The term of contract shall be three years, commencing on the
date of award and renewable annually at the option of Brazos County for the following two
years.

B. TERMS AND CONDITIONS
The following terms and conditions apply to all proposals and become a pai't of the terms
and conditions of any proposal submitted to Brazos County, unless otherwise specified
elsewhere in this request. All are required to be informed of these Terms and Conditions and
will be held responsible for having done so:
1. Definitions: In order to simplify the language throughout this request, the
following definitions shall apply:
a. BRAZOS COUNTY - Same as County.
b. COMMISSIONERS' COURT - The elected officials of Brazos County,
Texas given the authority to exercise such powers and jurisdiction of all
county business as conferred by the State Constitution and Laws.
C. CONTRACT - An agreement between the County and an Offeror to
provide services as specified.
d. CONTRACTOR - The successful Offeror(s) of this request.
e. COUNTY - The government of Brazos County, Texas and its authorized
representatives.
E SUB - CONTRACTOR - Any contractor hired by the Contractor or Supplier to
provide services specified in this request.
g. SUPPLIER - Same as Contractor.

2. Proposals must be received by the Purchasing Department prior to the time and date
specified. The mere fact that the proposal was dispatched will not he considered;

LEMS
In the Law Enforcement Management System (LEMS) product family, STC has
the ability to provide a fully Integrated Jail Management System (JMS) and/or
Records Management System (RMS). Under many contracts, agencies use
LEMS to automate the management of facility operations. STC's proprietary
LEMS provides services that Include video imaging, inmate registration,
activity management, victim notification, pawn shop management, civil
process control, incident tracking, fleet vehicle maintenance, computed -aided
dispatch (CAD) and Inventory management.
DEBITIPREPAY CALLING
In order to facilitate International calls, STC offers Its Security Debit 9000 pre-
paid calling plan to Brazos County. The Security Debit 9000 is a new product
designed especially for the corrections industry. The Security Debit 9000
operates not as a standard debit card, but as a system to handle all telephone
security needs of a correctional facility. The Security Debit 9000 utilizes your

existing Commissary System. It requires no additional hardware; calls can be
made by using any phone for both administrative purposes or for traditional
Inmate calls.
Calls to Foreign Countries
The Security Debit 9000 allows calls to more than 300 foreign countries.
Rates for the calls placed through the Security Debit 9000 compare to the
AT&T 1+ Day Time Call rates to most of the countries allowed by the Security
Debit 9000.
Earning Revenue
STC will pay commission on ALL calls completed through the Security Debit
9000. This adds to your facilities current revenue stream
PIN Number Security
The Security Debit 9000 has been designed with security features not
available in Debit Card Programs, but necessary in a Correctional
Environment. Inmates use their BOP /INS number plus four random numbers,
chosen by the Inmate, to make up their Security Debit 9000 PIN number.
Allowable/ Block Call Tables
The facility can choose to allow the Inmates to call any foreign country using
the Security Debit 9000, or the Security Feature of Allowable Call Tables can
be used The Allowable Call Tables protect the inmate and provide more
control by the facility. The Inmate chooses which numbers can be called by
using his PIN number. Those numbers will be the only calls that can be
completed through the Security Debit 9000. The standard Inmate Phone
System feature of Block Number Tables is also an effective way to control the
numbers the Inmate Is calling. The features of automatic timing of calls and
automatic disconnect can also be chosen by the facility.

the Industry. We use this as a significant competitive cost advantage, to
maximize commissions paid to correction facilities and to enhance our
• relationship with Inmate call recipients (i.e., family and friends).

Billing Collections - STC Incorporates real -time rating and produces detailed
billing Information on a per Inmate and facility basis. The aggregated billing
data is compared against the real -time balances for accurate validation. STC
also uses direct billing agreements to bill and collect phone charges. Under
these agreements, STC sends- call detail records directly to the Local
Exchange Carriers (LECs); the recipients of the Inmate collect calls receive
the collect call charges as part of their regular telephone bill. The LEC
relationships allow us to share billing database Information, which greatly
enhances our ability to process valid and billable calls. Our representatives
work with Inmate- called parties to unblock their numbers following credit
• resolution. This reduces the Incidence of fraud, and quickly resolves call
blocking Issues.
STC uses standard accounting procedures and conducts an annual audit by a
Big 6 CPA Firm.
g. Certified financial statements or annual reports for the last three years

Response: STC and THI are both privately owned entities and, therefore, an

John A. Crooks, Jr. Mr. Crooks became President and Chief Operating
Officer of the Company In June 1997. From 1990 until June 1997, Mr. Crooks
served In various capacities with MCI Telecommunications Corporation, most

Response: STC has experienced an average bad debt ratio of twelve and one half percent
(12.5%). However, STC and THI have Implemented new procedures Including
real -time validation and high -toll control and therefore expect a signlHcandy
lower ratio In the near future.
III. BILLING AND REPORTS
Proposal must include the following billing information:
a. Explain your billing process
STC Incorporates real -time rating and produces clean billing Information on a
per Inmate and facility basis. This real -time information, as well as the raw
CDR and SMDR information is posted to the centralized system. A copy of
the aggregated data Is then transferred to the THI Billing Data Center in
Selma, Alabama. At the Billing Data Center, the raw data Is re -rated using the
same algorithms as the real -time system. The new balances are compared
against the real -time balances for validation. If the balances do not match,
the finance team will perform an audit to resolve the Inconsistency. Any
changes to the system required to correct these errors will be reported
Immediately. Assuming the data passes the "balance test," the real -time data
Is processed by the Billing Data Center to produce both the Invoice to the
County and the collect call records to be billed to the collect call recipients
through their local exchange carriers. The paragraphs that follow describe
both processes.

• The billing process begins when an Inmate removes the
handset and dials a valid number and the called -party accepts
the call. At that time, the FMU creates a call detail record (CDR)
that Is updated In real -time during the call. The CDR is also
immediately sent to the primary and secondary COFs.
• The primary COF validates each record to ensure it is a billable
call. All billable records are added to the Master CDR database
and tagged as billable. Nightly, the primary COF uploads all
billable CDRs to the billing data center In Selma, Alabama.
The THI billing system performs another validation and
identifies the LEC that processed the call. The billing system
then forwards the CDRs to the appropriate LEC.
• The LEC again validates the data and returns any un- billable
calls to THI who begins tracking the call to determine why the
LEC could not bill the call and, if possible, to correct the data.
The charges for the Inmate call appear on the LEC bill on a separate page
from the other LEC charges. Response: The LEC bill Identi}res the Inmate
calls and contains the 800 number (1- 800 -363 -8575) for the THI Billing Inquiry
Center In Selma, Alabama. If the called party has questions about the bill, he
can contact the Billing Inquiry Center where a billing inquiry staff member will
verify the charges against the master call detail record In the CDR database,
and explain the charges.
b. Do you have direct billing capability? If so, will it be used in the event of a
contract award?
Response: Yes, STC does have direct billing and will use direct billing in the event of
contract award.
G Describe complaint procedures from filing through resolution and appeals
(Based on FCC and PUC complaints).
Response: In the event a formal FCC or PUC complaint is filed against STC, STC will
immediately research the problem and subsequently respond in writing to all
parties involved. If STC is out of compliance in regards to any FCC or PUC
rule or precedent, STC will remedy the situation and notify all parties
Involved. These addressed complaints are logged, tiled and reviewed as
necessary.

Response: Yes, STC does concur with high toll blocking. STC Is concerned with the
rights of consumers and has taken measures to help the consumer manage
their telephone bill. Through the use of Its proprietary billing and collection
software and its customer service department, STC is able to contact billed -to
customers to verify that the billed -to customer is aware of the rates and tariffs

applicable to this type of call. STC will also contact billed -to customers when
their balance Is high proves to be above industry standards and will allow the

STC frequently receives requests from billed -to customers to assist them by
limiting the Inmate calls or by blocking the Inmate calls. With the normal
billing statement delay of up to sixty (60) days, STC has found its policy of
contacting billed -to customers to be sound and very popular among Inmate's
families and friends.

Response: Quality Control and Auditing Procedures are provided by a Big 6 accounting
firm using accepted standard accounting methods.

IV. EQUIPMENT
a. The number of phones required by Brazos County shall meet or exceed the current
statistics. Brazos County is in the process of building an off -site 40 bed Juvenile
Detention Facility. This facility shall be completed by January 1, 1998 and will
require special programming requirements that allow juveniles access only to
certain phone numbers. Please specify how this will be best accomplished.
Response: STC and Brazos County can control the activity of individual juveniles by
using a PIN system. The PIN system also gives the facility the control to assign
disciplinary date ranges, Le., 15 day restriction of phone privileges. This
feature will also provide the restricted inmate a voice prompt explaining reason
of the blocking and the date that privileges will be renewed. This will also allow
full tracking capabilities on each individual juvenile's can activity. CAM also
allows an unlimited number of blocked numbers.
b. Describe in detail the equipment to be furnished including but not limited

STC will provide the County with Phillips & Brooks/Gladwin telephones,
Model No. G5042. Phillips & Brooks/Gladwin telephones have a stainless
steel case with metallic, tamper -proof face plates and reinforced keypads. •
• The telephone handset Is made of lexan with a steel lanyar¢<<eceiver cord.
The telephone will have no removable parts, exposed wiring or screws.
Upgrades are made available to the County after full reliability testing Is
achieved. STC will notify the County via written coorespondence regarding
all upgrade opportunities.
The STC installation group Is responsible for programming the system. All
future programming changes will be made by the STC Client Services
Department.
C. An on -site jail administrator /computer /software/printer -for reports, blocks,
block removals, status logs, etc. is required. Please provide computer
specifications, operating system, and capabilities. Identify initial training
required and on -going training offered. Specify who maintains ownership of
any such equipment throughout the contract period.
Response: The administrative terminal Is a PC that operates on a Windows NT platform
and Is able to run reports, block or unblock numbers and In the case of
monitoring and recording, listen to calls real time. STC will train all
necessary Jall staff on the functionality and capabilities of the administrative
terminal. STC will also provide on -going training upon request In the event of
an upgrade or changes/additions of personnel. Ownership of the equipment
will remain exclusive property of STC.
V. INSTALLATION AND MAINTENANCE
a. The successful vendor, at its expense, will arrange and be responsible for
coordinating with the present servicing vendor, Jail Administrator,
Building and Maintenance personnel, and local and long distance carriers
on the transfer of services. Specify the amount of time necessary to transfer
services including any down time that may be required.
Response: To minimize facility disruption, STC will first install the Inmate Telephone
System components while the existing system continues to operate. After
the system is Installed and operation, STC technicians will "cut - over" the
existing phones to the new system. The "cut -over time" Is approximately
fifteen (15) minutes per individual phone. As a result; the telephone system is
never taken down completely and the transition Is virtually seamless.
B. Specify how maintenance and emergency situations will be handled.
Personnel must be on -call twenty -four (24) hours a day, seven (7) days a
week. The successful vendor shall have certified and trained service
personnel to respond to any maintenance call. Subcontracting service calls

is not acceptable to Brazos County. Specify response time for emergency
and non- emergency situations.
Response: Maintenance and emergency situations will be handled out of the main Dallas,
TX Service Center. An alternate Service Center Is located In Jacksonville, TX.
Ninety-rive percent (95%) of service calls are received and completed via
remote diagnostics and remote repair. However, full -time STC personnel are
available 24 -four (24) hours a day, seven (7) days a week. Our service
personnel - are specifically trained for inmate telephone repair and
maintenance. No subcontractors will be used at Brazos County.
It STC defines an emergency as a twenty-five percent (25%) or higher rate of
failure on individual telephones. In an emergency situation, service
personnel will respond by phone immediately and if necessary, will be on the
site within 4 hours. Service personnel will respond to non - emergency
situations within twenty-four (24) hours.
C. The successful vendor shall provide training for Brazos County personnel
on the use and operations of all equipment.
Response: STC understands, acknowledges and will comply.
VI. SYSTEM FEATURES
The automated telephone system by Brazos County will be used by incarcerated
inmates for non -cash collect calls only. Brazos County desires to have the following
minimum features:
a. Equipment shall be non - operator personnel assisted
b. Equipment shall be able to fully process calls in at least both English and
f Spanish languages.
c. The system must be programmable to block specific numbers so that calls
cannot be made to them twenty-four (24) hours a day, seven (7) days a
week. Also all 900 and 800 numbers must be able to be blocked.
Response: STC's proprietary call processing system (CAM) Is fully automated. No phone
operators are used or necessary In the placement or acceptance of any
Inmate call. The system provides all appropriate voice instructions, error
prompts and automated announcements to both the Inmate and call recipient.
The CAIN system provides English and Spanish voice prompts to both the
Inmate and call recipient In the call and response process. The caller will
make a language selection at the beginning of the call and all following voice
prompts will feature the desired language.

To access and activate the desired language, the Inmate depresses the
appropriate automated "prompted" key on the telephone Instrument
touch -tone keypad. If no key Is selected, the automated operator continues
the call Instructions In English.
STC also offers programmed automated Instructions in a variety of other
languages, Le., Mandarin, Japanese and French. Voice Prompts are
expandable and can be customized to match special facility needs.
The CAM system has no limitations on the number of blocks it will allow. Prior
to installation, blocks are automatically placed on all 800, 900 and 976
numbers, as well as other sensitive exchanges such as 411, 555, 991, credit
card calls, etc. The blocks are placed by the end -user directly, by authorized
facilRy personnel through the on -site management workstation. The facility
may add, delete and review the file at the workstation.
CAM can be blocked In ranges of numbers (entire area code or exchange), site
specific numbers, specific destination number or block calls to a
predetermined number of unaccepted calls to the same termination number.
Multiple range blocking includes disallowed telephone numbers, Le., banks,
hospitals, hotels, government offices, etc.
d. The system must have the ability to limit and/or shut off completely, some
or all, equipment from being operational at any time.
Response: STC acknowledges and will comply. STC will install cut -off switches on each
Individual telephone, as well as a master cut -off switch to all telephones
within the facility. The CAM System operates on an automatic and manual
switching basis. The telephones can be controlled on an Individual basis or
simultaneously. The System can also be pre - programmed to automatically
control the availability of the telephones. The Facility may control the
telephone usage via manual cut-off switches located In an area that is not
accessible to unauthorized Individuals or through the on -site management
workstation.
e. The system must allow free calls to the local- -Crime Stoppers phone
number.
Response: STC understands and acknowledges this request and will comply.
C. The system proposed must not allow any incoming calls. Also, the system
must not allow any credit card and/or third party billing calls.
Response: STC acknowledges and will comply. The System Is configured to allow the
Individual to place collect only calls. Each call Is converted to an (0+) call,
regardless of dialing sequence. The system therefore does not allow any

type of credit device to be used or Incoming call to be received. No Incoming
calls are allowed by using CAM.
g. The system must have the ability to limit the call duration, specified by, $razor County,
to any length of time.
Response: The time limit per call can be programmed and adjusted by STC, upon request
of the facility. The System will allow global or telephone specific call timing.
The System may operate 24 hours per day or each line controller may have
restricted hours of operation. The lines can be controlled by time of day and
day of week.
lf. System must allow unlimited call blocking, before or during an established call. Brazos
County must be able to shut off individual, group or all phones either manually or
automatically.
Response: Please see response to Section IV, subparagraph d.
L Specify how the proposed system prevents fraudulent calls. At a minimum, It should
refuse or disallow chain dialing, switcb -hook manipulation, multiple calls, or 3 -way
calling (accepted by called party, calling party must hang up and obtain dial tone before
establishing another connection).
Response. STC's state -of -the -art call processing system (CAMS) provides the following
features In order to protect security and reduce fraud and harassment:
Fraud Reporting
Fraud reporting Is designed to assist the facility (or service provider) with
data to prevent Inmates and called parties from possibly placing fraudulent
calls. Standard reports include:
• frequently called numbers.
• three -way detect reports.
• excessive attempts.
• call volume reports (high minutes).
All of the above reports are available In a centralized package, which provides
system (country, state, nation) wide correlation and conference call reports to
help determine, for example, why Inmates In different correctional facilities
call the same number, Le., for drug or gang activity. In addition, all reports
can be viewed and printed as charts.
LIDB
The CAMS unit is designed to provide LIDB service In either real time or
batched mode. In either case, the LIDB link can Interface directly to each unit
via dedicated link or DTMF dial up. In cases where multiple units are included
In the network, a LIDB gateway or Network Operations Cdntrol Host (NOCH) Is
suggested. Real time LIDB users have the option of configuring the unit to
query LIDB either pre or post called party acceptance. Post acceptance will

provide additional cost savings and Increased profits without increasing
revenues. Dedicated link, Frame Relay or dial up can be used to Interface
with a remote system for a LIDB gateway. In this configuration, the unit on-
site will query the LIDB gateway for the correct codes. The LIDB gateway will
query the LIDB service provider for allow or disallow codes. All codes
Include a special time and date stamp for each query. In all cases, analog dial
up Is available In case of dedicated link failure or problems. All CAMS units
are equipped with modems.
Depending on the particular situation and the environment, batched LIDB is
also available. Batched LIDB Is conrgurable for times and Intervals. Batched
LIDB operates by sending multiple queries at one time to the LIDB host or
gateway.
Three -Way Call Detect
Three -way call detect features are configurable on a per - phone, per - number,
per - station, and on a system basis. The feature can be programmed to:
disconnect on detect
prompt the parties that three -way calls are prohibited and
disconnect
Invoke an alarmlreport
• select three -way calls to be recorded.
In addition, the CAMS will allow three -way calls to attorneys.
No Access to Dial Tone
To ensure that Inmates cannot defeat the control features, the CAMS never
provides direct central office dial tone to the Inmate telephone. If required,
the system can simulate dial tone. The inmate station Is not connected to an
active trunk until the call has been validated through the system's internal
databases.
Hook - Switch Dialing Ineffective
CAMS can be programmed for hook - switch timing. This prevents the inmate
from pressing the hook - switch on the telephone a number of times, trying to
get a live dial tone. The Inmate is required to hang up the telephone
Instrument before placing another call. Depressing the hook - switch will only
result In the Inmate disconnecting the call, since the station Is not directly.
connected to a trunk. Depressing the hook - switch has no effect whatsoever,
except to disconnect the call.
Positive Caller Identification
Positive caller Identification comes In the following options:
inmate name recording.
prerecording of Inmate names.
• PIN.

The standard, and most used, feature Is Inmate name recording. The unit will
ask the Inmate to state his (or her) name, after which the unit will process the
call. When the called party answers the phone, the call will be ldentitled as-
originating from a correctional facility and from a specific inmate. The
recording period Is adjustable from .05 to 2 seconds, during which time the
unit will reject DTMF tones. The PIN feature can provide either an Inmate
recording or prerecording of the inmate name to the called party.
Inmate Isolated From the Called Party
All Inmate calls are Isolated from the called party until positive acceptance Is
complete. The inmate Is placed on held and Isolated from the network until
the called party accepts the collect call by pressing or dialing "x." Once the
call is accepted, the unit connects the station and trunk together. As an
option, the unit can be configured to allow the inmate to hear the call
procsss, but is not able to communicate with the called party (only
monitoring is permitted).
Touch Tone Monitoring and Cutoff
The unit continually monitors the station and trunk sides for DTMF or rotary
dialing, when configured with station -to- trunk -to -voice resource. The unit
can be configured to disconnect the parties after detection of "x" number of
digits. The unit Is configurable by number of digits dialed before disconnect
The unit does not accept additional digits after the Inmate has dialed 0+7,
1 +7, 0 +10, or 1 +10. If required, the unit offers an announcement before
disconnect that digit dialing is prohibited after the call 1s processed.
In addition, the unit has an option for passive acceptance. This option Is
available for special situations where positive acceptance is not possible.
The inmate places a collect call just like any other call, except the called party
Is not required to press or dial a digit to accept the call.
Voice Overlays
The CAMS comes standard with voice overlays. The standard unit
configuration Is to randomly announce that the call is coming from a specific
correctional facility. In addition, the unit can be configured to announce that
calls are subject to monitoring and recording, that three -way call attempts are
prohibited, and/or time overlays that notify the parties of the amount of time
remaining before the call will automatically be terminated. All overlays can
be programmed to occur at random Intervals, or can be set to specific times.
Custom prompts are available.
J. Specify positive acceptance features proposed. The automated telephone system must
provide a guaranteed positive acceptance by the called party before the call will be
connected. All calls connected will be by voice recognition with a "Yes" or "Si"
response.
Response: CAMS is programmed with system wide positive acceptance. No can can be
completed until the called party accepts the call by either pressing or dialing
"0 ". The unit includes options during the acceptance announcements for the

called party to select (For example, if the called party does not want to
accept calls from this specific Inmate, he can press or dial "5" and the unit
will automatically block the Inmate from calling that specific phone number...-
Le., "On Demand Blocking "). The unit can be configured to prompt the called
party In the language choice of the Inmate, with an additional default
language of English or Spanish. The default language Insures that the called
party understands the prompts and 13 not fooled by the Inmates selecting
another language.
VII. REVENUE/COMMSSION
Brazos County shall set call lengths to 18 minutes, local collect calls shall be at a flat rate of
52:10, and long distance surcharge rates shall be set at S.50. Brazos County reserves the right
to adjust these rates during the term of this contract. These rates shall be used for
tabulation purposes.
Response: STC understands these rate restrict ions and will comply accordingly.
a. Commissions shall be based on total gross revenue exclusive of all deductions and paid
on a monthly basis with thirty (30) days of calls made. Total gross revenue is defined as
the total Income for all completed calls regardless of expense or fraud.

ADDITIONAL FEATURES AND BENEFITS
Monitoring and Recording —STC and THI have developed and Integrated
monitoring and recording system that operates as a node of the call
processing system. The system administrator has the ability to monitor
the status of each phone from a multimedia p.c. and begin monitoring
the live conversation simply by selecting the specific station with a
point and click mouse. The call recording capabilities allow the system
administrator to 'run' a call detail report from a multimedia p.c. and
listen to a specific conversation by selecting the Identified call detail
record with a point and click mouse.
Monitoring and Recording Is a completely Integrated feature of the CAM
ICS. Monitoring of live conversations is achieved from the
administration terminal. The administration terminal provides the
ability to view all stations simultaneously and, via mouse selection on a
multimedia PC, live rhonitor any call that Is In progress with a headset
or with a speaker phone. Recording is achieved through integration
with a SCSI DLT drive. The calls are digitally recorded and are
accessible from the call detail reporting interface. Archived calls are
retrievable in an immediate fashion.
Debit/Prepay Budget Controls - The Security Debit 9000 is a new product
designed especially for the corrections industry that deducts appropriate
funds from either the commissary system or calls can be pre -paid by
friends and families of the inmates. This plan is ideal for those inmates
and call recipients concerned with their own budget restrictions. Please
see Section 4.24 for further information.
PIN control — The CAM system will continue to use the associated name
of the inmate assigned to their individual PIN number after the first time of
use. The PIN system also gives the facility the control to assign
disciplinary date ranges, i.e., 15 day restriction of phone privileges. This
feature will also provide the restricted inmate a voice prompt explaining
reason of the blocking and the date that privileges will be renewed.
Perma -Block and Call Recipient Controls — Unwanted calls can be
permanently blocked by the call recipient at the time of the call (real -time)
through the CAM system. The call recipient must only dial a 113" to initiate
the Perma - Block.
Call Attempt Verification — In the event the inmate's call does not
terminate, a description by voice prompt will alert the inmate of the
explanation of the block. Examples of these descriptions include:
• "This number has a local telephone company block"
• "This number has a collect call block restriction by the
Jefferson County Sheriffs Department ".

Thank you for the opportunity to submit our best and final offer for inmate telecommunication
and information. services. As discussed, Security Telecom (STC) has become your incumbent
provider due to the acquisition of Peoples Telink.
In addition to the financial offering detailed below, STC will replace the current centralized
inmate telephone equipment with our state -of -the -art CAM Call Processing System. Brazos
County will see significant technical improvements as well as added features. These include
real -time rating for call recipients, advanced blocking and call control functions and integrated
monitoring and recording.
STC's offering to Brazos County includes all local and intra/interlata inmate and coin telephone
service, maintenance and support for the full five (5) year tern proposed. STC proposes the
following compensation plan to Brazos County:
