THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON TUESDAY,
NOVEMBER 11, 1997 AT 9:00 A.M. IN THE COMMISSIONERS COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN,

15. Request from GTE to place 1,380' of buried cable within the right -of -way of Pleasant Hill
Road beginning 120' west of its intersection with SH 21 and extending to Fred Hall Road
at which point a road bore will be constructed. Site is located in Precinct 4.
16. Request from Cody Energy, Inc. to place a road bore for water line installation in the
right -of -way of Grassbur Road. Site is located in Precinct 3.
17. Request from Texas Utilities Fuel Company to amend the original request approved by
Commissioners Court April 1, 1997 to install steel pipe casings around six locations of
their existing 24" Old Ocean Pipeline in Heritage Hills Subdivision and Lakewood Estates
Subdivision. The amended plan, which will include boring under Mumford Road, is to
replace the entire run of pipe in the rights -of -way of Enloe Drive, Woodale Circle, Barnes
Road, Westway Road and J.C. Long Drive rather than installing split casings. Site is
located in Precinct 4.

COMMISSIONERS' COURT
REGULAR MEETING
NOVEMBER 11, 1997
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Tuesday, November 11, 1997, with the following members
of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
Attached is a list of the citizens and officials in
attendance.
The County Judge gave the invocation and led the pledge
of allegiance.
There was no citizen input and /or concerns.
The first matter before the Court was adoption of a
Resolution coining a slogan for Brazos County. On motion by
the County Judge, seconded by all the Commissioners, the Court
voted unanimously to adopt a Resolution coining the slogan
"Brazos County, Traditional America ".
The Court next considered Budget Amendment #97/98 -4.1,
which would transfer funds from Contingency to the department
of Constable Precinct 5. Commissioner Sims moved to approve
the budget amendment. Commissioner Cauley seconded the
motion. The Court continued discussing the budget amendment
and offered taking the funds from the maintenance line item of
the department budget rather than Contingency. Commissioners
Sims and Cauley then withdrew the motion and second. Then, on
motion by Commissioner Cauley, seconded by Commissioner Sims,
the Court voted unanimously to reject the budget amendment as
submitted.
The next matter for consideration was a request from the
Juvenile Services Department for a personnel salary adjustment
for fiscal year 97 -98 budget. In a memo 'to the Court, the

Director of Juvenile Services, stated that a cook position had
been under budgeted. He requested permission to transfer
funds in the amount of $2,069 from various job positions
having excess funding, saying that by doing so it would
correct the problem without a budget increase. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to approve the request from the Director of
Juvenile Services to transfer funds.
The Court proceeded to consider the change of status of
the following employees.

The County Judge informed the Court that one name had been
withdrawn from consideration. After some discussion, it was
determined that the salary increases for the two ( 2 ) employees
of the Brazos Center would be effective with the current pay
period. On motion by the County Judge, seconded by
Commissioner Cauley, the Court voted unanimously to approve
the changes.
The Court next considered the following Claims as
submitted by the County Treasurer for payment:

On motion by Commissioner Cauley, seconded by Commissioner
Sims, the Court voted unanimously to approve the Claims as
submitted.
The next matter for consideration was the election of
members to the Brazos County Appraisal District Board of
Directors. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to split the
County votes between all five nominees. Commissioner Jones
asked about a representative from the Court serving on the
Board. Commissioner Sims suggested researching the matter.

Commissioners Court meeting November 11, 1997
The Court next considered approval of an Agreement for
Forensic Autopsy Services between Brazos County and Bexar
County. Bexar County agrees to perform autopsy services for
Brazos County. Term of the Agreement is for one (1) year
beginning December 1, 1997 through November 30, 1998. Brazos
County agrees to pay Bexar County $800 per autopsy, the
standard fees for all other services and when needed charter
air transportation for expert witnesses from the Bexar County
Medical Examiner's Office. On motion by Commissioner Cauley,
seconded by Commissioner Sims, the Court voted unanimously to
enter into Agreement with Bexar County for Forensic Autopsy
Services. A copy of the Agreement is attached hereto.
The Court next considered a request from the Special
Opportunity School of the Bryan Independent School District
for the Road & Bridge Department to provide dump trucks for
the transport of materials for the garden program. Once again
Monterey Mushroom is donating a truck load of mushroom compost
to the Special Opportunity School. The County Engineer said
he would be glad to allow them the use of a truck. On motion
by the County Judge, seconded by Commissioner Sims, the Court
voted unanimously to approve the request from the Special
Opportunity School and allow them the use of a county dump
truck to transport mushroom compost from Monterey Mushroom to
the school site.
The Court next considered payment authorization for
Mitchell Gas Services, Inc. in the amount of $54,481.83 for
the relocation of the North Wellborn gas pipeline on North
Dowling Road in Precinct 1. The original estimate was
$70,000.00. The County Engineer reminded the Court that there
was up to $2000.00 in uncompleted work. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to authorize the payment of $54,481.83 to
Mitchell Gas Services, Inc..
The next matter for consideration was the adoption of a
Resolution authorizing the issuance of credit cards to be used

by County employees. John Reynolds explained that the County
could not enter into the contract that Norwest Business Cards
had wanted because of Texas laws and the wording of the
contract. He continued by stating that by adopting a
Resolution, this was as close as the County could get to the
contract that Norwest Business Cards had wanted. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to adopt a Resolution for the Issuance of
Mastercard Business Cards. A copy of the Resolution is
attached hereto.
The next matter for consideration was a request from the
Justice of the Peace, Precinct 7 Place 2 for an increase of
the "change fund ". In a letter to the Court, Wes Hall
explained that due to the substantial increase of fine amounts
and court costs that took effect September 1, 1997, the
"change fund" was depleted after only one or two transactions.
He asked the Court to double the $50.00 amount currently in
the "change fund ". On motion by Commissioner Thornton,
seconded by Commissioner Jones, the Court voted unanimously to
increase the "change fund" to $100.00.
The Court next considered the request from GTE to place
1,380 feet of buried cable in the right -of -way of Pleasant
Hill Road beginning 120 feet west of its intersection with SH
21 and extending to Fred Hall Road at which point a road bore
will be constructed. The site is located in Precinct 4. The
County Engineer stated that all appeared to be in order and
recommended approval. On motion by Commissioner Cauley,
seconded by Commissioner Thornton, the Court voted unanimously
to approve the request from GTE and authorized the
installation. A copy of the request is attached hereto.
The Court next considered the request from Cody Energy,
Inc. to place a road bore for water line installation in the

Precinct 3. Included with the request is company check

approval. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to approve
the request from Cody Energy, Inc., and authorized the
installation. A copy of the request is attached hereto.
The Court next considered the request from Texas

On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve requisitions A
through F and H through U to be paid from Capital Expenditures
Item G, a 5 gallon beverage container will be tabled to allow
the Purchasing Agent time to find better prices.
The next matter for consideration was a requisition from
General Fund Capital Outlay for Microsoft Office Software for
the Metropolitan Planning Organization. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to approve the requisition from General Fund

Capital Outlay for Microsoft Office Software for the
Metropolitan Planning Organization.
The next matter for consideration was approval for the
Purchasing Agent to advertise for bids for cellular phone
service. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to authorize
the Purchasing Agent to advertise for bids for cellular phone
service.
The Court next considered bids submitted for vehicle
rental. Cheryl Turney, Purchasing Agent, recommended
acceptance of the bid submitted by Advantage Rent -A -Car. On
motion by Commissioner Cauley, seconded by Commissioner
Thornton, the Court voted unanimously to accept the
recommendation of the Purchasing Agent and award the contract
to Advantage Rent -A -Car. A copy of the bid tabulation is
attached hereto.
The Court next considered awarding the following bids:

On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to accept the
recommendations of the Purchasing Agent and award the
contracts as noted above.
The Court next considered the following requisitions
for purchases through sealed competitive bids for the Road and
Bridge Department:

The Court next considered approval of the minutes of the
Commissioners' Court meetings held in October, 1997 on the
following dates: 7, 14 & 21. On motion by Commissioner Sims,
seconded by Commissioner Cauley, the Court voted unanimously
to approve the minutes as submitted.
The Court received, approved and ordered filed as
submitted the Quarter Ending 9 -30 -97 Investment Report from
the Treasurer's office. A copy of which is attached to and
made a part of these minutes.
Under citizen input and /or concerns, Commissioner Jones
made the following comments:
1) Bills have been coming in for the
Juvenile Justice Center that have not
been paid by the Contractor.
2) A Change Order for the Juvenile Justice
Center will be necessary to add razor
wire and to move a camera.

The County Judge made the following comments:
1) The City of College Station significantly
adjusted the OI Corporation Tax Abatement
Agreement. This was not done at the
request of the OI Corporation. Approval
of the Tax Abatement Agreement will be on
the 11 -18 -97 agenda.
2) There will be a workshop meeting today at
10:00 a.m. to discuss the following
topics:
a) County Retirement Plan Changes
b) Deferred Compensation Program
c) Long range financing, annual debt
requirements and related tax rate
d) Policy and procedures for reimbursement of
visiting judges
There being no further business to come before the Court,
the meeting was adjourned.

§ AUTOPSY SERVICES
COUNTY OF BEXAR §
This Agreement is entered into this the day of , 1997,
is between the COUNTY OF BEXAR, a political subdivision of the State of Texas,
hereinafter referred to as ( "BEXAR COUNTY "), and the COUNTY OF BRAZOS, a
political subdivision of the State of Texas, hereinafter referred to as (" CONTRACTING
COUNTY ").
ARTICLE I
PURPOSE
1.01 The purpose of this Agreement is for BEXAR COUNTY to provide
autopsy services for CONTRACTING COUNTY, by and through the Bexar County Medical
Examinees Office.
2.01 The term of this Agreement is for a one (1) year period beginning
December 1, 1997 through November 30, 1998, subject to the early termination sections of
this Agreement.
2.02 Either Party may terminate this Agreement upon thirty (30) days written
notice, pursuant to Section 5.0 1, to the other Party.
ARTICLE•III
SCOPE OF SERVICES
3.01 BEXAR COUNTY agrees to provide, through the Bexar County
Medical Examiner, a complete autopsy on each body sent to the Bexar County Medical
Examiner by CONTRACTING PARTY, to include:
a. Photographs and x -rays as appropriate;

b. Complete toxicologic examination performed for alcohol, acid, neutral and
basic drugs and when requested by the CONTRACTING PARTY, narcotics;
C. When death is due to a firearm, examination of weapon involved and gunshot
residue testing of hands; and
d. Collection of physical evidence in homicides including a rape collection kit in
suspected rape homicides from the bodies on which an autopsy has been
performed.
4.01 CONTRACTING COUNTY agrees to pay BEXAR COUNTY, the sum .
of Eight I lundred and no /100 Dollars ($800.00) per autopsy.
4.02 For all other services provided by BEXAR COUNTY,
CONTRACTING COUNTY agrees to pay BEXAR COUNTY those fees that are normally
charged by BEXAR COUNTY for those services, as may be in effect and adopted by the
Dexar County Commissioners Court at the time the services were performed.
4.03 In all cases involving expert testimony by employees of BEXAR
COUNTY, CONTRACTING COUNTY will make and pay for arrangements of charter air
transportation from San Antonio to the city in which the trial is to be held, with return.
4.04 Invoices for payment shall be submitted monthly by BEXAR COUNTY
to CONTRACTING COUNTY, with each billing rendering the services and rate billed.
4.05 All payments shall be payable to BEXAR COUNTY and forwarded to
the Bexar County Auditor, 224 Dwyer, San Antonio, Texas 78204.
ARTICLE V
NOTICE
5.01 All written notice required under this Agreement shall be sent by
Certified Mail, Return Receipt Requested as follows:

ARTICLE VI -
MISCELLANEOUS
6.01 Texas Law Controls. This Agreement shall be construed under and in
accordance with the laws of the State of Texas, and all obligations of the Parties are
performable in Bexar County, Texas. '
6.02 Sevcrability. In case any one or more of the provisions contained in this
Agreement shall for any reason be held to be invalid, illegal or unenforceable in any respect,
such invalidity, illegality, or unenforceability shall not affect any other provisions thereof and
this Agreement shall be construed as if such invalid, illegal, or unenforceable provision had

6.03 Merger. This Agreement supersedes all agreements, either oral or
written, between the Parties, with respect to the subject matter hereof; no other agreement,
statement or promise relating to the subject matter of this Agreement which is not contained
herein shall be valid or binding.
6.04 Amendments. No amendment, modification, or alteration of this
Agreement shall be binding unless in writing, dated subsequent to May 1, 1997 and duly
executed by the Parties.
6.05 No Third -Party Benefici rics/Sovercign Immunity. This Agreement is
intended to establish the rights and duties of the Parties and in no way conveys any rights to

PRESENTATION:
A) No work will be permitted between front slope and/or back slope.
B) The line shall be Installed 1) within 3 -5' of and parallel to the right -of -way line and/or 2)
In the case of a road bore, perpendicular to the right -of -way line.
C) N clearing of brush, trees and other obstruction Is- necessary, it shall be the Applicant s
responsibility to do so and to remove all cleared brush, trees etc. from County right -of -way.
D) Ditch line shall be compacted to 90% standard density ASTM -Test Method No. D -698; test
shall be conducted by an independent Geotechnical testing firm; copies of all test results shall
be furnished to the office of the Brazos County Engineer.
E) Construction shall be In strict conformance to the latest Texas Manual of Uniform Traffic
Control Devices for Streets and Highways, published by the Texas Department of
Transportation, and all other State and Federal laws governing utility constriction.

TO THE COMMISSIONERS COURT OF BRAZOS COUNTY
ATTENTION COUNTY JUDGE:
Formal notice is hereby given that GTE will construct x
communication line withing the right -of -way of a County Road in
Brazos County, Texas as follows:
Reginning at a point 120' west of the junction of Hwy.
21 and Pleasant Mill Rd., 1380' of buried cable will
be placed west at 5' within the south R.O.W. of Pleasant
Hill Road; then the cable will continues north across
Fred Hall Road through a new road bore. The proposed
cable will be buried to a minimum depth of 30 ".
The location and description of this line and associated
appurtenances is more fully shown by two (2) copies of drawings
attached to this notice. The line will be constructed and
maintained on the County Road right -of -way in accordance with
governing laws.
Notwithstanding any other provision contained herein, it is
expressly understood that tender of this notice by the GTE
Southwest Incorporated does not constitute a waiver, surrender,
abandonment of impairment of any property rights, fanchise,
easement, license, authority, permission, privilege or right:, now
granted by law or may be granted in the future and any provision
or provisions so construed shall be null and void.
Construction of this line will begin on or after December,
1997.

I understand and agree that:
1. The County Engineer must by notified prior to the beginning of construction In order that a
designated Inspector may Inspect the actual Installation.
2. ' That all damage to the roadways and right-of -ways will be repaired to their original
condition to the satisfaction of the County Engineer.
3. That Brazos County reserves the right to require Applicant to relocate or lower any such
line at no cost to Brazos County, should same become necessary due to widening or
lowering, or other alteration of the roadway or right -of -way.
4. That Brazos County will In no way be responsible for any damage which may occur to any
existing utility lines In the right-of-way.
5. That the line will be constructed and maintained on the County right -of -way In accordance with the
Utility Accommodation Policy which was adopted by the Texas Department of Transportation on
May 29, 1989.
e. That the line or lines will be constructed no less than forty -eight inches (481 lower than the lowest
part of the drainage or bar ditch and the drainage Is to be considered at least two feet (2') below
the center of the roadway.
7. That all roads shall be bored In accordance with the Utility Accommodation Policy of the Texas
Department of Transportation dated 1989.
a. That all sites will be barricaded during the construction period.
9. That the normal charge Is $500.00 per crossing and /or $40.00 per rod when paralleling the
roadway established by the Commissioners Court on January 28, 1985.
10. Ditch line shall be compacted to 9096 standard density ASTM -Test Method No. D-89e; test shall be
conducted by an independent Geotechnical testing firm; copies of all test results shall be furnished
to the office of the Brazos County Engineer.
11. Construction shall be In strict conformance to the latest Texas Manual on Uniform Traffic Control
Devices for Streeb and Hiahwsys published by the Texas Department of Transportation, and All
other State and Federal laws governing utility construction.

This report is made in accordance with provisions of Gov.Code 2256, The Public
Funds Investment Act, which require quarterly reporting of investment
transactions to the Commissioners' Court.
For the quarter of July 01, 1997, through September 30, 1997, Brazos County
earned an average yield of 5.64`Po on invested funds. The average yield does
not include the TrustCash yield at Norwest Bank because the interest changes
daily. According to the Federal Reserve statistical release, the average yield for
a September 1997 3 -month Treasury bill was 4.95`0 on the secondary market.
During this reporting quarter the Brazos County investment portfolio performed at
a higher rate of interest than the benchmark stated above. The major objectives
of the Brazos County Investment Policy are safety first and liquidity second. The
benchmark was suggested by the Investment Committee only as a way of
monitoring the interest rate the County received on investments throughout the
year. It was not suggested to encourage an aggressive approach on investing
funds at a higher rate of interest. The portfolio received $484,663.20 of actual
interest dollars for the quarter and a total of $1,618,325.72 for the 1997 fiscal
year.
The Investment Committee met on July 24, 1997. A number of topics were
addressed including the purchase of commercial paper. At the end of last
quarter, following the guidelines of the Investment Policy and the Public Funds
Investment Act, Brazos County purchased $5,698,839.87 of commercial paper.
The Investment Committee suggested that as a more conservative approach to
purchasing commercial paper the Investment Policy should be revised. It was
agreed that the maximum amount of commercial paper purchased by the
portfolio should be no more than $5 million dollars with a maximum of $2
million dollars in any one issue. The maturity date maximum of no more than
sixty (60) days was agreed upon and a list of ten outstanding and recognizable
companies issuing commercial paper will be collated as a reference to prevent
the purchase of any volatile or undesirable commercial paper.

The performance and management changes of TexPool were addressed during
the Investment Committee meeting. Favorable remarks were made about the
qualifications of the two firms. Texas Commerce Bank and First Southwest Asset
Management Inc. of Dallas, that have assumed the day - today administration
of TexPool. The lower management fee of 5.5 basis points and the "AAAW
rating from Standard & Poors was noted. It was stated that the continuation of
TexPool will be an asset for Texas. Brazos County's Investment Portfolio will
continue to utilize TexPool as a safe and liquid investment option.
Reporting of Brazos County's TrustCash account at Norwest Bank, changes in the
Public Funds Investment Act and the new GASB 31 reporting requirements were
other topics discussed by Committee members. The revised Brazos County
Investment Policy reflecting the changes in the Public Funds Investment Act as
well as the changes recommended for the purchase of commercial paper is
being prepared and will be presented to Commissioner's Court upon
completion.

A RESOLUTION APPROVING BRAZOS COUNTY TO ENTER INTO AN AGREEMENT
WITH NORWEST CARD SERVICE (A DIVISION OF NORWEST BANK IOWA, N. A.) FOR
THE ISSUANCE OF MASTERCARD BUSINESS CARDS.
WHEREAS, the laws of the State of Texas permit the Commissioners' Court of Brazos County
to enter into an agreement for contractual services; and,
WHEREAS, the County of Brazos has a need to provide various departments with the ability to
hale access to a credit card while away from their normal duty station; and,
WHEREAS, the County of Brazos in order to provide the various departments with credit cards
will be responsible for the items purchased with the .credit card within the limits set by
Commissioners' Court; and,
WHEREAS, Norwest Card Services, a division of Norwest Bank Iowa, N. A. has offered to
provide the County of Brazos with credit cards at the prescribed limit requested and approved by
Commissioners' Court (Exhibit "A" attached); and,
WHEREAS, finance charges, will be at monthly periodic rate of 1% per month2 (annual
percentage of 12 %), for any account which is not maintained at a current status; and
WHEREAS, the County of Brazos and Norwest Bank, South Texas are in agreement that any
charge or credit card fee assessed for the availability of the credit cards as issued will be assessed
against Brazos County "Account Analysis" under the current Depository Contract; and ,
WHEREAS, the undersigned authority, in a public meeting was approved by the
Commissioners' Court to act on behalf of County of Brazos; and obtain the ability to access the
credit cards as offered and the use thereof within the constraints of the existing "Credit Card
Policy';

POLICY AND PROCEDURES
ACCOUNTING - COUNTY OWNED CREDIT CARDS
THE FOLLOWING PROCEDURE FOR THE USE OF COUNTY OWNED CREDIT CARDS IS TO
BE FOLLOWED BY ALL DEPARTMENTS. THE PURPOSE OF THE POLICY IS TO ESTABLISH
RESPONSIBILITY AND ACCOUNTABILITY FOR THE USE OF THESE CARDS.
AS PROVIDED FOR IN VERNON'S TEXAS CODES ANNOTATED THE COUNTY AUDITOR'S
OFFICE HAS THE EXPRESSED OVERSIGHT RESPONSIBILITY FOR ALL CREDIT CARDS
OWNED BY THE COUNTY AND WILL BE RESPONSIBLE FOR THE DISTRIBUTION AND USE
OF THE CARDS.
THE FOLLOWING POLICY AND PROCEDURES WERE ADOPTED BY THE COUNTY
COMMISSIONERS COURT ON THIS THE 2= DAY OF JANUARY_ 1995 AND TAKE THE
PLACE OF ANY PREVIOUS COUNTY POLICY WITH REGARDS COUNTY OWNED CREDIT
CARDS.

A. GENERAL POLICIES
Each department authorized to have credit cards by Commissioners Court may be issued up to eight
credit cards, depending upon departmental needs. The department head is responsible for determining
the number of credit cards needed. These authorized credit cards will be issued by the County
Depository. -
Each credit card may only be used by an employee who has been authorized by the department head
and -who has signed the back of the card.
B. CREDIT CARD INVENTORY
One person within each department will be designated b-, the department head as the credit card
custodian to oversee the credit cards. The release and retun• of the credit cards and a sign out log will
be controlled by the custodian.
When the credit card is needed, the designated person will release the card to the authorized user and
the user will sign the card out. A sign out sheet will be maintained by the designated person and will
include the name of the employee, the date the card was given to the employee and the date the card
was returned. When the card is not in use it is to be under the control of the designated custodian.
C. USE OF CREDIT CARDS
The credit cards may only be used on out of town trips for Brazos County business. The following
types of purchases are generally acceptable for credit card use:
(1) hotel and meal expenses for travel and training
(2) gas for out of town travel in departmental cars or vans
(3) gas for rental car travel. vo AL VAGE.

Expenses NQT acceptable for credit card use:
(1) food at gas stations or drive -in groceries
(2) tips
(3) alcohol
(4) clothing or supplies
(5) registration for training
(6) telephone purchases of any type
(7) room service
(8) car rentals
(9) purchases within Brazos County
(10) in room pay -per -view movies
(1 l) any other purchases not approved in advance by the department head.
D. CREDIT CARD DISTRIBUTION AND RETURN .
The person using the credit card is responsible for returning the card to the designated custodian the
next work day after returning to their duty station. The card should be returned personally to the
custodian. DO NOT place the card on his or her desk, clip it to the door, etc
E. DISTRIBUTION OF CHARGES
When traveling with a credit card, the employee is required to retain all credit card receipts and
corresponding tickets. Upon return, the employee must turn the receipts and corresponding tickets into
the custodian for preparation of a payment authorization, within two (2 ) working days. Payment
authorizations should then be prepared and turned into the Auditor's office on a weekly basis.
Employees using a credit card who fail to provide receipts and corresponding tickets will be held
responsible for payment of said charges.
Employees using a credit card for purchases which are subsequently deemed to be an inappropriate use
of departmental funds will be responsible for payment of said charges and will be disciplined within
departmental guidelines. The final decision of appropriate or inappropriate use will be determined by
the Commissioners Court.
An employee who uses a departmental credit card illegally may be terminated from employment and
the matter will be referred to the a jpropriate prosecutor's office for possible criminal charges.
Each department which has received authorization for the use of credit cards is responsible for
developing departmental guidelines and for developing procedures to establish guidelines to govern
"emergency" situations. All guidelines must be on file with the County Auditor.
