NOTICE OF PUBLIC HEARING ON THE BRAZOS COUNTY BUDGET FOR FISCAL YEAR ENDING SEPTEMBER 30, 1998 BRAZOS COUNTY COMMISSIONERS COURT SEPTEMBER 22, 1997 Notice is hereby given that a public hearing will be held in the Commissioners Courtroom of the Brazos County Courthouse, Bryan, Texas on Monday, September 22, 1997 at 10:00 a.m. for the purpose of discussing the proposed budget for fiscal year ending September 30, 1998. Taxpayers and others interested are invited to attend and be heard at this time. Said budget is filed with the County Clerk and will remain on file in the office of the County Clerk, in accordance with existing State Statutes. Taxpayers and others interested are urged to acquaint themselves with the said budget during the time it remains on file with the County Clerk before the hearing. The Courthouse is wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services must be made 48 hours before the meeting. L COMMISSIONERS' COURT PUBLIC HEARING SEPTEMBER 22, 1997 The Commissioners Court of Brazos County, Texas met in a Public Hearing in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, September 22, 1997, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in attendance. The County Judge announced that the budget for fiscal year 1998 had been filed in the County Clerk's office for public inspection since September 9, 1997 and that notice had been published in the Bryan /College Station Eagle giving notice of the Public Hearing in accordance with State Statute. He then announced the Public Hearing open. He stated that he had several written requests from various Officials and Department Heads for adjustments to the proposed budget. The Court proceed to hear the following requests: CHRIS KIRK, SHERIFF: Requested the following corrections or adjustments be made: Seven positions in Jail Administration had been reclassified during the budget preparation and were not adjusted on the proposed budget Three cook positions in Jail Administration be reclassified to Detention Officers and that the salary for these positions be budgeted for 2223 hours. Five Detention Officer /Nurse positions in Jail Administration be budgeted for 2184 hours to allow the nurses to work twelve hour shifts. Four Dispatcher positions in Sheriff Administration be budgeted for 2184 hours to allow the dispatchers to work twelve hour shifts. One patrol deputy position number 4002 -1 be increased to $28,853. a .j 1-� '1� • Commissioners Court Public Hearing September 22, 1997 Crime Stopper Assistant Coordinator position be increased to $21,023 to reflect a full annual salary which is reimbursed by Crime Stoppers The transfer of $20,000 into an overtime budget account for payment of overtime to the employees who currently staff the Jail Annex on weekends. Funding in Capital projects for a Law Enforcement Management System of. JUDGE JONES, COUNTY JUDGE: Recommended the salary of the Constable, Precinct 5 be increased to $32,000. Recommended the salary for the Deputy Constable positions be budgeted for 2223 hours. PHIL SIRES, CONSTABLE, PRECINCT 7: Requested the Court to reconsider the following: That only one Deputy Constable position be cut instead of two positions for Constable Precinct 7. The fuel allowance was not sufficient for five cars. If only one Deputy position was cut he requested $350. The increase in funds for Bonds be set at $500, the same as 1997. Funding for two safety vests. Commissioner Sims recommended the following: The reduction of the two Deputy Constable positions but the addition of one part time clerk position budgeted for 25 hours per week. $300 for fuel. $150 for bonds Funding for nine safety vests. One each for Constables ` Precincts 1, 2, 3, and two each for Constable Precincts 4, 5 and 7. ISAAC BUTLER, CONSTABLE, PRECINCT 5: Requested the Deputy Constable positions for Constable Precinct 5 be budgeted for 2223 hour. DR. MAZURRIEWICZ, COUNTY EXTENSION AGENT: Requested the salaries of the County Extension Agents be increased by 2.5 % the same as all other employees. He stated that the Court had traditionally increased the Agents salaries. JUDGE JONES, COUNTY JUDGE: Recommended the salary for Justice of the Peace, Precinct 4 be increased to $41,000. Recommended the salary for Justice of the Peace, Precinct 3 be increased to $38,396. V01. - L.....PAGE. X712m . All, , Commissioners Court Public Hearing September 22, 1997 BILL JEANES, RISK MANAGER: Requested the creation of two part time positions; the position of the Administrative Secretary funded for 24 hours per week; a lesser clerical position funded for 20 hours per week. Judge Jones recommended funding for one full time position if there was sufficient work to keep an employee busy for 40 hours per week. Mr. Jeanes stated that his office could function with two part time positions and save the expense of the benefits of a full time position. Commissioner Sims recommended funding two part time positions for Risk Management. Commissioner Cauley recommended funding for a camera in the amount of $675 for Risk Management. SHEILA WALKER, DIRECTOR, BRAZOS CENTER: Requested the reinstatement of the position of Grounds Maintenance Supervisor. JIM KUBOVIAK, COUNTY ATTORNEY: Requested funding for the replacement of the video equipment for the video taping room in the Sheriff's Department in the amount of $4,000. ERNIE WENTRCEK, DIRECTOR OF JUVENILE SERVICES: Requested reinstatement of the clerical position for Juvenile Services as originally requested at the beginning of the budget process. Commissioner Jonesl recommended reinstatement of the position. Commissioner Cauley and Sims recommended delaying the reinstatement to determine how the work load works out after the department moves to the new Juvenile Justice Center. It was the consensus of the Court to consider the above discussed requests. DEMETRIUS BASDEKES: Commended the Court on the approved changes to the budget for the Sheriff's Department. He asked to Court to consider a 5% increase to the salaries of the elected officials, department heads and upper paid employees due to those employees not receiving a salary increase the previous year. He also asked the Court to consider a decrease in the county tax rate. ROBERT MOONEY: Asked if the changes requested and considered require and increase in taxes. After being assured that it would not increase taxes he' stated that he feels the county has to live within their means. CHARLES ROBERTSON: Voiced concern about the three plus million dollars set aside for the construction of an exposition center. He requested the Court to consider using that money and decrease taxes. Commissioners Court Public Hearing September 22, 1997 CHARLES ELLIS: Indicated that he was on the Committee when the Brazos Center was organized and created and asked the Court to look at lower the fees charged for youth activities. TONY JONES, COMMISSIONER, PRECINCT 1: Asked if moneys had been budgeted for modification to the Courthouse when Juvenile Services moved to the new location. He stated that an Architect was working on plans to remodel the Juvenile Detention area and office area occupied by Juvenile Services to create more office space. It was the consensus of the Court to wait until such time as the plans are reviewed before funding the renovation project. There being no further comments the County Judge announced that the Court would vote on the request and the adoption of the budget at the Commissioners Court meeting on Tuesday, September 23rd and announced the Public Hearing closed.
