COMMISSIONERS' COURT REGULAR MEETING AUGUST 12, 1997 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, August 12, 1997, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in attendance. Commissioner Jones gave the invocation and led the pledge of allegiance. There was no citizen input and /or concerns. The Court next considered Budget Amendment #96/97 -36.1, which would set up the line item budget for the Texas Energy Program. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court proceeded to consider the change of status of the following employees. Houghton, Dana Moose, Karen Martinez, Paul Walker, Reginald DEPARTMENT County Attorney County Attorney Sheriff Office Sheriff Office REASON Resignation New Employee Promotion Comp Training Commissioner Sims noted that the new employee in the County Attorney's office was coming in at a step 2 position there should be no 6 month increase. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted with no 6 E month increase for Karen Moore. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the County payroll in the amount of $570,000.00 for the August 14, 1997 payroll. There was no proclamation. The Court next considered confirmation of the action taken by Commissioners Court of granting approval of the Final Plat of Fox Creek Estates, 21.34 acres, Thomas Carruthers League in Precinct 1. On September 27, 1993, the Final plat for Foxcreek Estates Subdivision was approved by the Commissioners Court. Through an oversight, the plat was never signed by the County Judge, nor was the plat recorded in the County Clerk's office. on motion by Commissioner Jones, seconded by Commissioner Sims, the Court voted unanimously to confirm the action taken by the Commissioners Court of granting approval of the Final Plat of Fox Creek Estates. The next matter for consideration was the fee to be collected for burial of livestock. In a memo to the Court the County Engineer stated the cost for labor and equipment necessary to bury an animal is $180.00. Commissioner Thornton stated that the county should clarify that the animal has died on private property and remains on private property. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to table consideration for two (2) weeks to allow the Court to study this further. The next matter for consideration by the Court was a request submitted by the County Attorney requesting approval for out of state travel for Assistant County Attorney Brenda Bailey. Ms. Bailey would be traveling to Colorado Springs, G 1�CJ� -FA GL� . M .,t Commissioners Court meeting August 12, 1997 Colorado to attend the National College of District Attorneys- Evidence for Prosecutors Course from October 26 -29, 1997. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to grant the request from the County Attorney and approved payment of out of state travel expense for Ms. Bailey. The Court next considered Change Order No. 16 for the Juvenile Justice Center Construction Contract. The Change Order would make the following changes: Request No. 25 - deletion of wing wall in Shower 143 add $400.00 to the cost. Request No. 26 - install non -climb fence material at inside of gym louvers add $630.00 to the cost. Request No. 27 - install razor ribbon at CCTV cameras at outdoor yard add $189.00 to the cost. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve request nos. 26 and 27 in the total amount of $819.00 and to refer request no. 25 in the amount of $400.00 to the architect. A copy of the Change Order is attached hereto. The next matter for consideration was the adoption of new guidelines and criteria for tax abatement for Brazos County, Texas. Commissioner Sims moved to approve the guidelines. Commissioner Cauley seconded the motion. Commissioner Thornton has discussed tax abatement criteria with Robert Worley of the Economic Development Corporation but had not had time to review the document. Commissioner Sims then withdrew his motion and Commissioner Cauley withdrew his second. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to table consideration for one (1) week to allow the Court time to review the document. The Court proceeded to canvas the results of the Special Constitutional Amendment Election held August 9, 1997. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to accept as true the county -wide totals and ordered the results to be certified VOL E , E to the i Commissioners Court meeting August 12, 1997 Secretary of State and recorded in the Official Election Records of Brazos County. A copy of the election results as tabulated is attached hereto. The County Clerk thanked the Road and Bridge Department, Sheila Walker, Director of the Brazos Center, and Ed Dobbins, Director of the Maintenance Department for all their help. The Court next considered the request from Wickson Creek Special Utility District to place a service bore in the right - of -way of Francis Road approximately 0.5 miles from its intersection with Dick Elliott Road in Precinct 2. The Court next considered awarding the following bid: Bid No. 97 -050 Contract for Pager Service Cheryl Turney, Purchasing Agent, recommended replacing voice pagers with alphanumeric pagers and acceptance of the bid submitted by AT &T Wireless for digital and alpha pagers. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to AT &T Wireless subject to allowing the Maintenance department to continue using voice pagers, that vendor being Spot Paging. Commissioners Court meeting August 12, 1997 The Court proceeded to consider the following blanket Purchase Orders: Quill Corporation Task Force $ 500 American Jet District Atty $1,200 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Blanket Purchase Orders as submitted. Under citizen input and /or concerns, Mr. Demetrios Basdekas made the following comment: He asked the Commissioners to convey to the legislature public input on the effect of the tax election on the citizens. The County Judge made the following comments: 1) He received a copy of the proposed effective tax rate. 2) Milam County adopted a wild animal control policy and will try to get a copy of it. 3) There i$ the possibility of a workshop on August 19, 1997 at 10:30 a.m. 4) Ray and Associates has promised the information on the salary survey will be ready by Thursday.
