THE COMMISSIONERS COURT WILL MEET IN A SPECIAL SESSION ON MONDAY,
JUNE 30, 1997 AT 9:00 A.M. IN THE COMMISSIONERS COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN,
TEXAS..
I. Invocation -Commissioner Jones.
2. Pledge of Allegiance - Commissioner Jones.
3. Renewal of property insurance.
4. Appointment of James M. Kuboviak, County Attorney, as Substitute Trustee to sell
property secured to Brazos County in accordance with the Deed of Trust recorded in
Volume 947, Page 209 of the Official Records of Brazos County, Texas.
5. Appointment of James M. Kuboviak, County Attorney,' as Successor Trustee to sell
property secured to Brazos County in accordance with the Deed of Trust recorded in
Volume 354, Page 672 of the Deed of Trust Records of Brazos County, Texas.
6. Convene into Executive Session pursuant to 551.072 of the Texas Government Code to
deliberate the sale of real property.
f 7. Consider and take action on Executive Session.
8. Adjourn.

COMMISSIONERS' COURT
SPECIAL MEETING
JUNE 30, 1997
A special meeting of the commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, June 30, 1997, with the following members of
the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
Attached is a list of the citizens and officials in
attendance.
Commissioner Sims gave invocation and led the pledge of
allegiance.
The Court first considered the renewal of property
insurance. Bill Jeanes, Risk Manager, explained that Brazos
County had only had two (2) property damage claims since 1991
and for this reason he was recommending Option No. 1 that
carries a $2,500 deductible and a premium of $19,028 for
Excess Property. Option 1 carries a $1,000.00 deductible and
a premium of $4,891 for Boiler & Machinery. The total cost for
both coverages would be $23,919.00. He went on to say that
there would be an average savings of $3,000.00 annually. On
motion by Commissioner Sims, seconded by Commissioner Cauley,
the Court voted unanimously to accept the recommendation of
the Risk Manager and select option 1 and to forward the
information to the insurance company. A copy of the three
options is attached.
s The next matter for consideration was the appointment of
James M. Kuboviak, County Attorney, as Substitute Trustee to
p: sell property secured to Brazos County in accordance with the
Deed of Trust recorded in volume 947, Page 209 of the official
r' Records of Brazos County, Texas. On motion by Commissioner

Jones, seconded by Commissioner Cauley, the Court voted
unanimously to appoint James M. Kuboviak, County Attorney, as
Substitute Trustee to sell property secured to Brazos County
by Ramiro V. Quintero as referenced above.
The Court next considered the appointment of James M.
Kuboviak, County Attorney, as Successor Trustee to sell
property secured to Brazos County in accordance with the Deed
of Trust recorded in Volume 354, Page 672 of the Deed of Trust
Records of Brazos County, Texas. On motion by Commissioner
Jones, seconded by Commissioner Cauley, the Court voted
unanimously to appoint James M. Kuboviak, County Attorney, as
Successor Trustee to sell property secured to Brazos County by
Ramiro V. Quintero as referenced above.
At 9:12 a.m. the County Judge announced the meeting
closed to the public so that the Court could meet in closed
executive session to discuss the sale of real property as
allowed under Section 551.072 of the Texas Government Code.
At 9:20 a.m. the County Judge announced the meeting open
to the public and announced there would be no action on the
executive session.
There being no further business to come before the Court,
the meeting was adjourned.

RE: PROPERTY, BOILER AND MACHINE INSURANCE
The current Property, Boiler and Machine Insurance is written through Arthur J. Gallagher &
Company by A.I.G. Insurance Company. The attached letter explains the options that Brazos
County are being offered by Arthur J. Gallagher & Company.
The option I recommend is based on claims history for the last 10 years. The only two property
damage claims that Brazos County has had were in 1991. The total value of these claims was
S 6,656.00. If we had a S 2500.00 deductible, the total cost to Brazos County would have been
$4,156.00.
If gyve saved an average of S 3,000.00 pcr year in premiums by having a S 250Q.00 deductible
since 1990, we would have saved a net amount of $ 16,854.00 in premiums.
Projections like this are speculations based on past history. No one knows the future; however, I
believe that the low loss ratio can be maintained. If I am right, Brazos County should be looking
at gradually increasing the self-insured retention (SIR) to take advantage of lower premiums.
I recommend that Brazos County accept Option One on the attached Cost Summary.

Dear Bill:
As you are aware, this year's property insurance renewal became more difficult than I had
anticipated. This difficulty started when AIG Insurance refused to renew this coverage because
this property coverage was not purchased as part of a package policy. I disagreed with AIG
Insurance Company's decision and discussed my position with AIG. Arthur J. Gallagher's home
office marketing department was aware of this situation and was prepared to assist with the
marketing efforts of this property insurance coverage.
During the marketing process, the following insurance companies were contacted; Affiliated FM,
Alliance, Chubb, Hartford, and Zurich. The Chubb Insurance Group using their Federal
Insurance Company provided the following premium quotations:

As a result of our telephone conversations, our office also approached Coregis Insurance Group

Bill, I believe these are attractive premium quotations given that the expiring premium was
$22,433 with a -0- deductible. As this coverage was placed on a mono-line basis, it becomes
somewhat difficult to negotiate significant premium reductions. I would also urge Brazos County
to consider that the premium rates range from .071 to .082 per hundred dollars of value. These
rates are very competitive at these deductible levels. 'iliese rates further decrease as the deductible
or self-insured retentions increase. In my opinion, Brazos County could save significant premium
dollars should they purchase a form of protected self-insurance program that combines the various
lines of insurance coverage that a public entity normally purchases (i.e. property, automobile
liability, general liability, law enforcement liability, public official's liability, and workers'
compensation).
As this coverage inception date is July 1, 1997, it is our intention to provide a formal renewal
proposal to Brazos County by Wednesday. June 4, 1997. This proposal will further clarify the
terms and conditions offered by the premium options discussed in this correspondence. Should
you have any further questions, please feel free to contact our office. I apologize for any
difficulty this renewal may have caused Brazos County but do feel we have obtained favorable
premium quotations.
