BRAZOS COUNTY COMMISSIONERS COURT MEETING
THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON TUESDAY.
MARCH 25, 1997 AT 3:00 P.M. IN THE COMMISSIONERS COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115. BRYAN.
TEXAS.
1. Invocation - Commissioner Sims.
2. Pledge of Allegiance - Commissioner Sims.
3. Citizens input and/or concerns. At this time, the Judge will open the floor to citizens
wishing to address the Court on county-related issues not scheduled on the agenda. Please
limit subject matters to five minutes. The Commissioners will receive the information.

COMMISSIONERS' COURT
REGULAR MEETING
MARCH 25, 1997
A regular meeting of the commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 3:00
p.m. on Tuesday, March 25, 1997, with the following members of
the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
Attached is a list of the citizens and officials in
attendance.
The County Judge asked the Court for permission to vary
from the agenda and asked the Reverend G. H. Jones III to give
the invocation. The Court agreed that the Reverend Jones
should lead the invocation.
Under citizen input and/or concerns the following
comments were made:
Demetrios Basdekas
1) He congratulated Commissioner Thornton on his
appointment to the Court.
2) He commented on the time cycles set up for the
budget.
3) He said that Road & Bridge receives less money
than needed.
4) He addressed the salaries of key people and
officials.
5) He asked the Court to take into consideration
citizen needs.
6) He stated that the Sheriff's department needs
more people to take care of growth; they need
higher salaries; better equipment and be reimbursed
for any equipment they must pay for from personal
funds.
7) He feel that for - the sake of security, the
Sheriff's department should be housed in the
Courthouse.

8) He is awaiting information from TxDOT and will
address the Court about Road and Bridge when he
receives it.
The Court next considered Budget Amendment #96/97-19.1,
which would set up a budget for training of qualified law
enforcement officers. On motion by Commissioner Cauley,

seconded by Commissioner Sims, the Court voted unanimously to

approve the budget amendment as submitted, a copy of which is
attached hereto. 1
The Court proceeded to consider the change of status of
the following employees.

The Court next considered a request from Constable
Precinct 5, Isaac Butler, to appoint John B. Miller as a non-
paid, Reserve Deputy Constable. On motion by Commissioner
Cauley, seconded by Commissioner Sims, the Court voted
unanimously to approve the request from Constable Butler to

Cauley, the Court voted unanimously to approve the Blanket
Purchase Orders as submitted.
The next matter for consideration was approval for the
Purchasing Agent to advertise for bids for second or
additional seal coat projects for Road & Bridge. On motion by
Commissioner Cauley, seconded by Commissioner Sims, the Court
voted unanimously to authorize the Purchasing Agent to
advertise for bids for second or additional seal coat projects
for Road & Bridge.
The Court next considered approval of a requisition from
Capital Expenditures for the purchase of an Internet Server
'System for the Computer /Network Services department. Cost of
the system is $3,210.00. On motion by Commissioner Cawley,
seconded by Commissioner Jones, the Court voted unanimously to
approve the requisition in the amount of $3,210.00 to be paid
y from Capital Expenditures for the purchase of an Internet
Server System for the Computer/network Services department.
The Court next considered authorizing work outside of
county rights-of-way for the health, safety and welfare of the
general public. The Road and Bridge Department requested
permission to enter the private property of J. J. Pridgeon on
Zweifel Road in Precinct 2 to dispose of dead livestock. On
motion by Commissioner Sims, seconded by Judge Jones, the
Court voted unanimously to authorize the work.

The Court next considered authorizing work outside of
county rights-of-way for the health, safety and welfare of the
general public. The Road and Bridge Department requested
permission to enter the private property of G. B. Kinard on
Cobb Road in Precinct 3 to stockpile grade 4 coverstone for
use on the Cobb Road seal coat project. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to authorize the work.
The Court acknowledged receipt of the Extension Service
reports for February 1997 and acknowledged receipt of reports
from the following County and Precinct Offices showing
revenues collected and remitted to the County Treasurer:

Under citizen input and/or concerns, the following
comment was made:
Mary Horn, Justice of the Peace Precinct 2,
speaking as a private citizen, stated that she
would have been willing to pay for burying the
livestock.

The County Judge made the following comments:
a) He said that he was forwarding a letter of
commendation to the Road & Bridge department for
having the foresight to stockpile road material in
strategic places in anticipation of flooding in
those areas.
The County Judge recessed the meeting at 3:29 p.m. to
clear the Commissioners Courtroom for the Executive Session to
discuss privileged matters with legal council involving
potential reduction of Justice and Constable Precincts..

Commissioner Court meeting March 25, 1997
The County Judge reconvened the meeting of the
Commissioners' Court of Brazos County, Texas at 4:55 p.m. and
on motion by Commissioner Sims, seconded by Commissioner
Jones, the Court voted unanimously to instruct the attorney to
work to consolidate the Justice of the Peace and Constable
Precincts to five (5). Commissioner Cauley stated that during
this time period, the Court will look for locations to house
the Justices and Constables that are more centrally located
within the Precincts.
There being no further business to come before the Court,
the meeting was adjourned.

On this the 25th day of March 1997 at a regular meeting of the
Commissioners' Court, the following members were present:
Alvin W. Jones, County Judge, Presiding
Tony Jones, Commissioner, Precinct 1;
Bill Thornton, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Carey Cauley, Commissioner, Precinct 4;

The following proceedings were held:
THAT WHEREAS, on March 25, 1997 the Court heard and approved
a budget amendment for the 1996-1997 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted August 8, 1996
