BRAZOS COUNTY COMMISSIONERS COURT MEETING
THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON TUESDAY,
MARCH 18, 1997 AT 3:00 P.M. IN THE COMMISSIONERS COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN,
TEXAS.
1. Invocation - Commissioner Jones.
2. Pledge of Allegiance - Commissioner Jones.
3. Citizens input and/or concerns. At this time, the Judge will open the floor to
citizens wishing to address the Court on county -related issues not scheduled
on the agenda. Please limit subject matters to five minutes. The Commissioners
will receive the information, conduct research into the matter, and/or place the
matter on a future agenda for discussion. (A recording is made of the meeting;
therefore, please give your name and address for the record.)
Consider and take action on agenda items 4 - 14:
4. Budget Amendment 96/97-18
5. Personnel Change of Status.
6. Payment of claims.
7. Hiring an inspector for the Juvenile Justice Center construction project.
8. Selection of two members for the County Salary Grievance Committee to replace
two who were previously picked in January.

1997, January 28, 1997, February 4, 1997, February 11, 1997, special meeting
held January 30, 1997, and workshops held January 27, 1997 and February 13
1997.
15. Presentation of the comprehensive annual financial report by the County

MARCH 18, 1997
' A regular meeting of the Commissioners' Court of Brazos

County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 3:00
p.m. on Tuesday, March 18, 1997, with the following members of
the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Sandie Walker, Commissioner of Precinct 2, Absent;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
Attached is a list of the citizens and officials in
attendance.
Commissioner Jones gave the invocation and led the pledge
of allegiance.
There was no citizen input and/or concerns.
The Court next considered Budget Amendment 196/97-18.1
through 18.2, which would reallocate funds budgeted for
Capital Projects and set up a line item in the County
Attorney's budget. On motion by Commissioner Sims, seconded
by Commissioner Cauley, the Court voted unanimously to approve
the budget amendment as submitted, a copy of which is attached
hereto.
The Court proceeded to consider the change of status of
the following employees.

increase. On motion by Commissioner Cauley, seconded by

Commissioners Court meeting March 18, 1997
Commissioner Sims, the Court voted unanimously to approve the
changes as submitted.
The Court next considered the following Claims as
submitted by the County Treasurer for payment:
97-004757 through 97-004953
On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve the Claims as
submitted.
The next matter for consideration was the hiring of an
inspector for the Juvenile Justice Center construction
project. In a letter to the Court, Commissioner Jones
recommended hiring James Hill on a professional basis as a
consultant. Mr. Hill has a degree in Architecture from Texas
A&M University, has been a building inspector and owned a
construction company. On motion by Commissioner Jones,
seconded by Commissioner Sims, the Court voted 'unanimously to
hire James Hill.on a professional basis as a consultant for
the Juvenile Center and to be funded from the Capital Projects
fund.
The Court proceeded to the selection of two members for
the Salary Grievance Committee to replace two members who were
.previously picked is January. The following names were drawn
from the list of persons who served on the Grand Jury during
the previous twelve months:

On motion by Commissioner Sims, seconded, by Commissioner
Cauley, the Court voted unanimously to appoint the previously
named persons to the Salary Grievance Committee.
The next matter before the court was the approval of
hardware allowance items for the Juvenile Justice Center
project. Commissioner Sims asked for clarification on a few
items. On motion by Commissioner Sims, seconded by

Commissioner Cauley, the Court voted unanimously to approve
the hardware allowance items for the Juvenile Justice Center.
The Court next considered approval of the following
requisitions from Capital Expenditures:
a) Copier for Sheriff's Office $14,909.00
b) Copier for County Clerk's Office $14,909.00
c) Monitor for Health Department
d) Furniture for Juvenile Center plus 4 additional
secretary chairs
On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve items A,B & D
plus the additional secretary chairs. On motion by
Commissioner -Sims, seconded by Commissioner Jones, the Court
voted unanimously to approve the purchase of item "c", a
monitor for the Health Department, and to pay for it from
Health Department funds.
The Court next considered approval of a requisition from
the General Fund for the purchase of a radio for the County
Attorney's office. Total cost of the radio is $630.00. The
budget amendment required for this purchase was approved
earlier in the meeting. Commissioner Cauley moved to approve
the requisition. Commissioner Sims seconded the motion.
Commissioners Jones, Sims and Cauley voted "Aye". The County
Judge abstained. The motion carried.
The Court proceeded to consider the following blanket
Purchase Orders:
Tx Communications Task Force $ 800
No Company Name Tax Office $ 500
National Sanita. Bldg Maintenance $ 500
Ray Criswell Bldg Maintenance $ 500
Walmart Juvenile Service $1,300
Sysco Food Sery Juvenile Service $4,000
On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve the Blanket
Purchase Orders as submitted.
The Court next considered the request from Brushy Water
Supply Corp. to place a 2.0 inch road bore in the right-of-way
of Charlotte Lane approximately 1562.0 feet north of the FM
1688 for water line installation. The site is located in

Precinct 4. The County Engineer stated that all appeared to
be in order and recommended approval. On motion by
Commissioner Cauley, seconded by Commissioner Sims, the Court
voted unanimously to approve the request from Brushy Water
Supply Corp. and authorized the installation. A copy of the
request is attached hereto.
The Court next considered approval of the minutes of the
Commissioners' Court meetings held in January, 1997 on the
following dates: 21, 28, Special Meeting on January 30, 1997,
Workshop on January 27, 1997; approval of the minutes of the
Commissioners Court meetings held in February, 1997 on the
following dates 4, it and Workshop on February 13, 1997. On
motion by Commissioner Cauley, seconded by Commissioner Sims,
the Court voted unanimously to approve the minutes as
submitted.
The County Auditor presented the comprehensive annual
financial report to the Court.
Shelly Veselka, Delinquent Tax Collection Attorney,
presented the quarterly delinquent tax report to the Court.
Under citizen input and/or concerns the following comment
was made:
Sheriff Kirk , presented a memo to the Court
showing a two (2) week census of inmates in the
Brazos County Jail involved in the parole
revocation process.
The County Judge made the following comments:
a) He expressed a need to develop a program for
the collection of fees.
b) He received a request from Judge Ryan for
additional space.
c) He announced that Monday, March 24, 1997 on the
Courthouse lawn he will recognize Sandie Walker and
name her successor for the position of Commissioner
Precinct 2.
There being no further business to come before the Court,
the meeting was adjourned.

On this the 18th day of March 1997 at a regular meeting of the
Commissioners' Court, the following members were present:

Randy Sims, Commissioner, Precinct 3;
Carey Cauley, Commissioner, Precinct 4;

The following proceedings were held:
THAT WHEREAS, on March 18, 1997 the Court heard and approved
a budget amendment for the 1996-1997 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted August 8, 1996
the following amendment(s) to the original are hereby authorized,
as described on the attached 3 page(s).
ADOPTED AND APPROVED this the 18th day of March 1997.

allowance items. As these are within the estimated hardware allowance and the
estimated project cost will not increase, a change order will not be necessary .

Dear Richard:
Attached are proposals for the following.
a. Adding food pass throughs to detention doors #242, 243, 245, and 246: (These doors are
already installed).
b. Relocating the metal detector location away from all fixed metal objects.
c. Adding electro -magnetic locks to doors # 102 and 165.
Richard, the above proposals are added value to Brazos County. Ernie Wentrcek had requested
proposals on these items. Our office has ,reviewed the proposals and feel that they are fair. Due
to the e -=m funds remaining in your allowance. we recommend that these proposals be taken out
of the hardware allowance.
The adjustment to the hardware allowance would be as follows:
Food pass through at detention doors $1,449
Electrical for metal detector } 1,980
Electrical for electromagnetic locks }
Electro -magnetic locks at doors 1.125
Total $4,554
The "adjusted' hardware allowance remaining is S 15,289.
Please inform me as soon as possible if these proposals are acceptable where we can let the
Contractor proceed on these items.

I. PRESENTATION:
A) No work will be permitted between front slope and/or back slope.
B) The line shall be installed within 3-5' of and parallel to the fight -of -way
line.
C) If clearing of brush, trees and other obstruction is necessary, it shall be
the Applicant's responsibility to do so and to remove all cleared brush, trees
etc. from County right-of-way.
D) Ditch line shall be compacted to 900/6 standard density ASTM -Test '

Method No. D-698; test shall be conducted by an independent Geotechnical
testing firm, copies of all test results shall be furnished to the office of the

E) Construction shall be in strict conformance to the latest Texas Manual of ,

The location or description of the proposed installation is more fully shown by �J

I understand and agree that:
1. The County Engineer must be notified 72 hours prior to the beginning
of construction in order that they might be on hand to designate the actual
location of the installation.
2. That all damage to the roadways and right-of-ways will be repaired to
their original condition to the satisfaction of the County Engineer.
3. That Brazos County reserves the right to require Applicant to relocate
or lower any such line at no cost to Brazos County, should same become
necessary due fo widening or lowering, or other alteration of the roadway
or right-of-way.
4. That Brazos County is in no way responsible for any damage that might
occur to any existing utility lines in the right-of-way.
5. That the line will be constructed and maintained on the County right-of-
way in accordance with governing laws.
6. That the line or lines will be constructed no less than forty-eight inches
(48") lower than the center of the roadway whether there is, or is not, a
borrow ditch.
