TEXAS AGENDA BRAZOS COUNTY COMMISSIONERS COURT THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON TUESDAY, JANUARY 28, 1997 AT 9:00 A.M. A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, January 28, 1997, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens - and officials in attendance. Commissioner Sims gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The Court proceeded to consider the change of status of the following employees. NAME DEPARTMENT REASON Rayford, Terry Const Pct 5 Transfer Ramirez, Maria Juvenile Serv. Comp Training Taylor, Monguel D County Attorney New Employee Odstrcil, Robert Co Court at Law II New Employee Commissioner Cauley moved to approve the personnel action forms as submitted. Commissioner Sims seconded the motion. Commissioner Sims read aloud the job description for a Court Bailiff position. It states that the position requires Jailer Certification. The members of the Court also questioned the salary and it was concluded that an out dated payroll schedule had been used to determine the salary. Commissioners Cauley and Sims then amended their motion and second to require the new bailiff to complete the 80 hour Jailer Certification course and deny a six (6) month increase. The motion carried unanimously to approve all the personnel action forms and the t i r ' Commissioners Court meeting January 28, 1997 amendments to personnel action form submitted for the Bailiff's position. The Court next considered the following Claims as submitted by the county Treasurer for payment: 97-003224 through 97-003424 On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the Claims as submitted. On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to approve the County payroll in the amount of $551,000.00 for the January 30, 1997 pay date. The Court next considered acceptance of a Warranty Deed for right-of-way on Elmo Weedon Road in Precinct 3. On motion by Commissioner Sims, seconded by, Commissioner Cauley, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed from the Estate of Albert Arnold Schultz, deceased for the expansion and improvements to Elmo Weedon Road. The Court next considered acceptance of a Warranty Deed for right-of-way on Elmo Weedon Road in Precinct 3. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed from Alney A. Schultz and wife Margie L. Schultz for the expansion and improvements to Elmo Weedon Road. The Court next considered the request from GTE to place a road bore/cable installation in the right-of-way of Kemp Road beginning at its intersection with FM '60 and extending for a distance of 1693 feet. The site is located in Precinct 4. The County Engineer stated that all appeared to be in order and recommended approval. On motion by the County Judge, seconded by Commissioner Walker, the Court voted unanimously to accept the offer submitted by Brazos Bottom Crop Care, Inc. to extend the same bid prices submitted on Bid No. 96-013 to Bid No. 97-011. Brazos County received no other bids on Fencing Supply Contract 97-011 for cedar posts. The Court next considered the following requisition for _ purchases through sealed competitive bids for the Road and Bridge Department: Bid Amount 1) No. 96-013 - Cedar Posts on Fence Building $18,250.00 Brazos Bottom Crop on motion by Commissioner Walker,- seconded by Commissioner Sims, the Court voted unanimously to approve the above listed requisition for the Road and Bridge Department. The Court next considered approval of the following requisitions from Capital Expenditures: Computers (3) Dist Clerk $3,969.00 Monitors (3) Dist Clerk $ 792.00 Printers (2) Dist Clerk $3,102.00 Work Station Road & Bridge $2,383.00 Computer Dist Attorney $1,323.00 Monitor Dist Attorney $ 264.00 Computers (2) JP 7-1 & JP 7-2 $2,646.00 Monitors (2) JP 7-1 & JP 7-2 $ 528.00 Hose Reels'(2) Road & Bridge $ 483.66 Printer Const Pct 5 $ 458.00 Furniture Const Pct 5 $ 639.90 Radio Const Pct 5 $ 962.25 Radios (5). Et i f f i k I' i; G Y r - Commissioners Court meeting January 28, 1997 Items E & F, a computer and monitor for the District Attorney's office, were considered separately. The Purchasing Agent explained that due a clerical error on her part insufficient funds were budgeted for the purchase of a radio for the office of Constable Precinct 5. The original figure of $227.00 was too low as the actual cost is $962.25. she went on to say that due to some unanticipated savings on some purchases, there were enough funds in Capital Projects to cover the cost of the radio. On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to approve the requisitions to be paid from Capital Expenditures. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the requisitions for a computer and monitor (items e & f) to be paid for from the District Attorney's Crime Fund. The Court proceeded to consider the following blanket Purchase Orders: B/CS Eagle Purchasing $1,000 Landis & Gyr Maintenance $1,000 Alliant Food Jail $5,000 On motion by -Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to approve the Blanket Purchase Orders as submitted. There was no citizen input and/or concerns. The County Judge made the following comments: a) He received a request to place the appointment of Marci Clark on the next agenda. b) He received a memo from the County Auditor concerning Deferred Compensation. c) Using the County Clerk's figures, he informed the Court of the cost of holding an election. d) He received a telephone call.from Tom Rymer wanting to have a joint meeting with the two cities, both school districts, TAMU, the County and TxDOT. B) The line shall be Installed within 3-5' of and parallel to the right-of-way line. C) If clearing of brush, trees and other obstruction Is necessary, it shall be the Applicant's responsibility to do so and to remove all cleared brush, trees etc. from County right-of-way. D) Ditch line shall be compacted to 90% standard density ASTM-Test Method No. D-698; lost shall be conducted by an Independent Geotechnicai testing firm; coplos of all test results shall be furnished to the office of the Brazos County Engineer. The location and description of this line and associated appurtenances is more fully shown by two (2) copies of drawings attached to this notice. The line will be constructed and maintained on the County Road right-of-way in accordance with governing laws. The proposed cable will be placed to a minimum depth of 30". The location and description of this line and associated appurtenances is more fully shown by two (2) copies of drawings attached to this notice. The line will be constructed and maintained on the County Road right-of-way in accordance with governing laws. Notwithstanding any other provision contained herein, it is expressly understood that tender of this notice by the GTE Southwest Incorporated does not constitute a waiver, surrender, abandonment of impairment of any property rights, franchise, easement, license, authority, permission, privilege or right now granted by law or may be granted in the future and any provision or provisions so construed be null and void. Construction of this line will begin on or after February 1997. .
