S BRYAN, TEXAS BY ur -r t NOTICE OF PUBLIC HEARING BRAZOS COUNTY COMMISSIONERS COURT The Commissioners Court will meet on Monday, August 5, 1996 at 10:00 a.m. for the purpose of holding a public hearing on the Brazos County proposed budget for fiscal year ending September 30, 1997. The meeting will be held in the Commissioners Courtroom of the Brazos . County Courthouse, 300 East 26th Street, Suite 115, Bryan, Texas. Said budget is filed with the County Clerk and will remain on file in the office of the County Clerk. Tax payers and other interested citizens are invited to attend and be heard at this time. The building is wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services must be made 48 hours before the meeting. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1, Absent; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The County Judge opened the public hearing and informed those in attendance that the first proposed budget had some personnel problems relating to the sliding scale. He then opened the floor and allowed interested citizens to speak to the Court. Demetrius Basdekas - commented on the $1.00 cost per page for copies of the budget; the Road and Bridge budget; Sheriff's budget; fire rescue needs and proposed gift to the Bush Library. There were no others wishing to address the Court at that time so the County Judge began to go through the budget department by department. Discussion was held on the following departments: County Judge - Tommy Lyons, Justice of the Peace Precinct 1 asked if cuts were made to the budget and if so what percent. Wes Hall, Justice of the Peace Precinct 7-2, asked the salary of the County Judge and how it compared with the Mayors of both cities. Risk Management - Commissioner Cauley stated he wanted the secretarial position increased from J time to 3/4 time to allow the Risk Manager to do the job he was hired for. Computer Network Services - M. J. Deen, department head, noted that there was a typo on the travel line item that it should be $4,700 instead of $4,000. Purchasing - Commissioner Walker asked for a salary increase for the Purchasing Agent to equal the salary of the Director of the Brazos Center. Commissioner Sims stated the position carried just as much if not more responsibility than that of the Director of the Brazos Center. Building Maintenance - Commissioner Cauley asked the secretarial position be upgraded from 3/4 time to full time. District Clerk - Increase two (2) positions from time to 3/4 time. Jury Services - Increase salary of Coordinator to $23,000 annually. S- 7D VOL .4 'r l • Juvenile Court Referee - Sarah Ryan, Judge, County Court at Law 2 informed the Court that this position was at the recommendation of the Juvenile Board and would allow for the Referee to hear uncontested adjudication cases and detention hearings at the Juvenile Center. Commissioner Sims asked if there would be a problem with the Judges traveling back and forth between the courthouse and the juvenile detention facility. Judge Ryan replied that time was factor. The Director of Juvenile Services informed the court that this is a twenty (20) hour per week position. Commissioner Sims voiced opposition to funding the position. County Court at Law 2 - Sarah Ryan, Judge, County Court at Law 2 asked the Court to consider re- instating a J time position in her department to assist the Court Coordinator. This position had previously been given to Constable Precinct 4 for a deputy to serve as a part time bailiff. She went on to say that if the position was not funded then the District Clerk's office would have to provide a clerk in the Courtroom to handle the court documents. • Justice of the Peace Precinct 7 Place 2 - Wes Hall, Justice of the Peace Precinct 7 Place 2, asked for a salary increase for his Clerk III from a step 1 to step 2, his Clerk II to receive $16,785 annually and an increase for himself because he receives less than $40,000 annually. The County Judge read aloud a Justice of the Peace salary comparison of counties with a similar population to Brazos County. Sheriff - Sheriff Riggs asked for an additional deputy position, one (1) additional vehicle and a salary increase for the Chief Deputy. Constable Precinct 1 - Melissa Wilkerson and Tommy Lyons spoke against the pay cut for the position. Constable Precinct 4 - The County Judge explained that the J time position would not be cut out and the gasoline allowance would be set at $1,500. Constable Precinct 7 - Winfred Pittman stated that the salary cut was unfair. Juvenile Services - Commissioner' Sims requested that the Juvenile Board compensation be reduced to $600 annually. The Director of Juvenile Services informed the Court that the Juvenile Board had recommended that the detention workers after having completed one year of employment be given the same vacation rate as Jailers. Brazos Center - Correct two (2) 8080 positions 1 6 2. This would amount to a total increase of $159.00. $18,500 annually for the Crew Leader & $23,500 for the Landscape Manager. • Ag Extension - Sims commented on additional funds for salaries. The amounts in the printout were those provided by the extension service and good for the 96-97 budget year. Commissioner Sims - questioned the supplement paid to the County Court at Law Judges. Sarah Ryan - requested a TV/VCR for the courtroom and asked for a large screen to allow all in courtroom to see the screen. I ~ . i Wes Hall - requested a FAX machine and computer desk for his office. The County Judge recessed the meeting until 1:30 p.m. Monday August 5, 1996 at which time the Court would consider the Road and Bridge budget. August 5, 1996 The County Judge reconvened the meeting at 1:30 p.m. Commissioner Sims - began with recommending a 2% across the board raise for all employees with the caveat that a salary study be done for all positions. The Road and Bridge budget was discussed at length, noting that $1,000,000 had been cut from the major road projects account. The County Judge asked at what level the Road and Bridge Department should be funded and how it was to be funded. Commissioner Sims suggested that $.01 of the tax rate could be used and the balance from fund balance. i I~ r ~s I~ .r Mr. Basdekas asked about upgrading old Reliance Road. He understands that the money has been in the budget for two years with no upgrade to the road. He questioned the county's priorities for spending money referencing the Bush Library versus services to the county residents. Capital Expenditure Funds. County Auditor requested a lap top computer to replace one IBM PS2 computer. Commissioner Walker supported the Auditor's request for a 17 inch monitor for his computer. Justice of the Peace, George Boyett requested high back chairs for the bench in his courtroom and office. Arlene Parchman asked the Court to reconsider the 10% reduction. Commissioner Walker stated that she had visited Community Supervision and supported the $2,000 for file cabinets for that department. Sheriff Riggs requested one additional vehicle making the total of three (3) vehicles instead of two (2). Commissioner Cauley commented that elected officials are public servants and all equipment belongs to the County, not the Department Heads. He noted that some officials and Department Heads do not want to share equipment, but want their own. There being no further business to come before the Court, the meeting was adjourned. VOL.
