Site is located in Precinct 2. 15. The Final Plat of Lot 1, Block 1 Hightower Subdivision, Actual 4.97 acres, George Powell Survey. Site is located in Precinct 3. 16. The Preliminary Plat of Four Counties, being a subdivision of 5.20 acres of land out of the Thomas James Survey. Site is located in Precinct 2. 17. The Final Plat of Lots 1-8, Block 1, Cowboy Country, 23.79 acres, Moses Baine League. Site is located in Precinct 2. 18. Requisitions from Capital Projects for the following: a. Digital images of aerial photographs for Road & Bridge. b. Murray Lawn Tractor for the Brazos Center. 19. Out-of-state travel request for Computer & Network Services Department. 20. Resolution for Regular License Exempt Plates for County Attorney. 21. Call for citizen input and/or concerns. 22. Announcement of interest items and possible future agenda topics. 23. Adjourn. V O 'Pant s• F A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, July 16, 1996, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of citizens and officials in attendance. Commissioner Norton gave the invocation and led the pledge of allegiance. A citizen informed the Court that he was moved by fact that Court opened with a prayer. The Court proceeded to consider the change of status of the following employees. New Employee Kelley, Denise Purchasing New Employee Weatherford, Raney SO/Jail Resignation Carlson, David SO/Jail Resignation Garner, Linda SO/Jail New Employee on motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 96-008341 through 96-008624 On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to approve the Claims as submitted. The Court next considered Budget Amendment #95/96-33,- which would reallocate funds budgeted for the Sheriff's COMMISSIONERS' COURT REGULAR MEETING JULY 16, 1996 • • • Department, Constable Precinct 2 and the Purchasing Department and set up an account for the Regional Water Committee Grant. Commissioner Sims moved to approve the amendment as submitted. Commissioner Cauley seconded the motion. Commissioner Walker recommended changing the amount for Purchasing account 802850 to $700.00 and account 61440 to $450.00. This she said was because the Purchasing Agent had gotten a better quote on a Fax machine. Commissioner Sims then amended his motion to include Commissioner Walkers recommendation. Commissioner Cauley amended his seconded and the Court voted unanimously to approve the budget amendment with the recommended change. A copy of the budget amendment is attached hereto. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the County payroll in the amount of $518,000.00 for the July 18, 1996 payroll. The court next considered the resolution of existing compensatory time and the establishment of a new compensatory time policy. The County Judge stated that he had reviewed the discussion of the Court during previous workshop session on the paying off of all compensatory time at the end of the fiscal year and adopting a policy regarding the accrual of compensatory time. After discussion of the options, the County Judge moved to pay off all compensatory time on the books with the last pay period in September, adopt a policy that any compensatory time earned be taken within a two (2) week period or time would be paid off, and that the department budget be balanced as soon as possible. Commissioner Norton seconded the motion. The County Auditor asked when the policy would become effective whereupon the Judge responded the first pay period in October 1996. After some more discussion of time constraints, the County Judge amended his motion to include pay off all documented compensatory time by September 6, 1996 with a new policy to become effective as of September 8, 1996 and that earned compensatory time be taken or paid off within four (4) weeks after earned and the department budget L balanced accordingly. Commissioner Norton amended his seconded and the motion carried unanimously. Loraine Nichols was directed to seek help in the development of a policy. The next matter for consideration was a request from Juvenile Services for a personnel line item change. The request would entail the lateral transfer of an employee from a state funded position to a county funded position at the same salary. On motion by Commissioner Cauley, seconded by Commissioner Walker, the Court voted unanimously to approve the line item change. The County Judge suggested no further changes be made. The Court took no action on the application for payment from Chappell Hill Construction Company. The next matter for consideration was an application for military service credit submitted by Christy W. Benson. Commissioner Sims moved to approve the application. Commissioner Cauley seconded the motion. After further discussion, Commissioner Sims withdrew his motion and Commissioner Cauley withdrew his second. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to table consideration of the application pending additional information. The Court next considered acceptance of a Warranty Deed for right-of-way on Fickey Road in Precinct 2. On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed from First American Bank for the expansion and improvements tb Fickey Road. The Court next considered acceptance of a Warranty Deed for right-of-way on Fickey Road in Precinct 2. On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed from Victoria Bank and Trust, Executor of the W. F. Odom Estate for- the expansion and improvements to Fickey Road. V 0 - L - P A C a,- C7 • The Court next considered authorizing work outside of county rights-of-way for the health,, saf ety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Tammy Oehlert on Bickham Cemetery Road to dispose of dead livestock. The site ' is located in Precinct 2. On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to authorize the work. The Court next considered approval of the Final Plat of Lot 1, Block 1 Hightower subdivision in Precinct 3. Richard Vance, County Engineer, stated that he had reviewed the plat and it appeared to be in order. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court unanimously approved the Final Plat of Lot 1, Block 1 Hightower subdivision as submitted. The Court next considered approval of the Preliminary Plat of Four Counties Subdivision in Precinct 2. Richard Vance, County Engineer, stated that he had reviewed the plat and it appeared to be in order. On motion by Commissioner Walker, seconded by Commissioner Norton, the Court unanimously approved the Preliminary Plat of Four Counties Subdivision as , submitted. The Court next considered approval of the Final Plat of Lots 1-8, Block 1, Cowboy Country Subdivision in Precinct 2. Richard Vance, County Engineer, stated,that he had reviewed E . the plat and noted the following exception: : , i r A 20.0 foot public utility easement along FM 2223 will need to be in addition to existing 30 feet pipeline easement. On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court unanimously approved the Final Plat of Lots 1-8, Block 1, Cowboy Country Subdivision with the above noted' addition. The Court next considered approval of the following two requisitions from Capital Expenditures: 1) Digital Images of Aerial Photographs for the Road & Bridge Department, total cost of $3,024.98. On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to V0 PAGE RE 1 ~ approve the requisition in the amount of $3,024.98 to be paid from Capital Expenditures for the purchase of Digital Images of Aerial Photographs for the Road & Bridge Department. 2) Murray Lawn Tractor for the Brazos Center, total cost $999.00. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the requisition in the amount of $999.00 to be paid from Capital Expenditures for the purchase of a Murray Lawn Tractor for the Brazos Center. The next matter for consideration by the Court was a written request submitted by the Director of Computer and Network Services Department requesting approval for out of state travel for R. Allen Campbell. Mr. Campbell would be traveling to Bethlehem, Pennsylvania to attend the "Pentamation 1996 Government Systems Client Conference" during the week of September 8 through the 11, 1996. On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to grant the request from the Director of the Computer and Network Services Department and approved payment of out of state travel expense for Mr. R. Allen Campbell. The next matter before the Court was the adoption of a Resolution stating that the Commissioners Court of Brazos . County designates all vehicles used in the various law E enforcement departments, and County Attorney, shall carry Regular License Exempt Plates and shall so be designated. On motion by Commissioner Cauley, seconded by Commissioner Norton, the Court voted unanimously to adopt the Resolution and authorize the Purchasing Agent to execute all documents pertaining to Regular License Exempt Plates. A copy of the Resolution is attached hereto. There was no citizen input and/or concerns. The County Judge made the following announcement: 1) The Proposed Budget will be on the agenda for the next Commissioners Court meetings Commissioner Sims made the following announcement: 1) The Family practice. IT IS ALSO ORDERED, that the Purchasing Agent for Brazos County, shall execute all documents pertaining to said vehicles assigned to law enforcement for Brazos County; and BE IT FURTHER KNOWN, that this resolution shall become effective immediately upon adoption.
