COMMISSIONERS' COURT REGULAR MEETING JULY 9, 1996 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, July 9, 1996, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of citizens and officials in attendance. Commissioner Cauley gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The Court next considered the following Claims as submitted by the County Treasurer for payment: 96-008183 through 96-008340 on motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to approve the Claims as submitted. Mrs. McConnell and Mr. Howell would be traveling to Orlando, Florida to attend the annual conference on "Death Penalty Litigation". On motion by Commissioner Sims, seconded by Commissioner Walker, the Court voted unanimously to grant the request from the District Attorney and approved payment of out of state travel expense for Mrs. Deena McConnell and Mr. Doug Howell. The Court next considered the adoption of amendments to the Brazos County Investment Policy. The recommended amendments were submitted by Paul Martin, representative of Akin, Gump, Strauss, Hauer & Feld, legal counsel for the issuance of Certificates of obligation. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to adopt the attached amendments to the Investment policy. The next matter for consideration was the reimbursement of mileage expenses for volunteers, interns and aides in the Juvenile Services department. On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to reimburse mileage expenses for volunteers, interns and aides in the Juvenile Services department. On motion by Commissioner Caul'ey, seconded by Commis- sioner Norton, the Court voted unanimously to accept the donation of one (1) Mosler Safe from the Insurance Network of Texas for use in the Juvenile Services Department. Estimated value of the safe is $600.00. The Court next considered Change Order No. 2 for the Juvenile Justice Center Construction Contract. The Change order would delete the landscape allowance in its entirety thus saving the County $65,000.00. On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to approve Change Order No. 2 for the Juvenile Justice Center Construction Contract. A copy of the Change order is attached hereto. The Court next. considered the appointment of a representative to serve on the Board of Directors for a Z. Reinvestment Zone No. 1, City of College Station, Texas (Wolf Pen Creek Tax Increment Financing District). On motion by Commissioner Norton, seconded by Commissioner Walker, the Court voted unanimously to appoint the County Judge as Brazos County's representative to serve on the Board of Directors for Reinvestment Zone No. 1 in the City of College Station. This is a two (2) year appointment. The Court next considered awarding the following bid: Bid No. 96-032 - Oil & Filter Changes - Annual Contract Cheryl Turney, Purchasing Agent, recommended acceptance of the bid submitted by Kwik Kar Oil & Lube. On motion by Commissioner Walker, seconded by commissioner Norton, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Kwik Kar Oil & Lube. A copy of the bid tabulation is attached hereto. l The Court next considered awarding the following bid: Bid No. 96-033 - Milled Asphalt - Annual Contract Est Loaded Loaded & Tonage Description Only Hauled 15,000 Recyclable Asphalt $7.25 $9.25 Stable Base Material with 1.5%-3.5% Residue A.C. on Aggregate Asphalt Content Cheryl Turney, Purchasing Agent, recommended acceptance of the only bid submitted by Young Contractors. On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Young Contractors. The Court proceeded to consider the following Blanket Purchase Orders: Drummond Am Corp Jail Diversey Corp Jail Bob Barker Co Jail Brazos Wholesale Jail Appolo Paper Co. Jail $1,500 $2,500 $1,000 $1,000 $2,500 on motion by Commissioner Walker, seconded by commissioner Cauley, the Court voted unanimously to approve the Blanket Purchase Orders as submitted. The Court next considered approval of the certification of the county maintained road mileage as submitted by the County Engineer. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the certification submitted by the County Engineer and to forward a copy to the Texas Department of Transportation. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Hugh Thompson on Kurten Cemetery Road in Precinct 2 to clear an existing fence line and right-of-way east of Mathis Creek at the bridge replacement site. On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to authorize the work. The Court next considered the request from GTE to place a buried cable in the right-of-way of Fazzino Lane. The site is located in Precinct 4. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Cauley, seconded by Commissioner Sims, the court voted unanimously to approve the request of GTE and authorized the installation. A copy of the request is attached hereto. There was no citizen input and/or concerns or items of interest. Formal notice is hereby given that GTE will construct a communication line within the right-of-way of a County Road in Brazos County, Texas as follows: Hwy. 21 West turn right on Fazzio Road; go 3/10 mile Water Well Road on right will bury a drop from ped. 4 430' north of Water Well Road. Also will bore driveway at 3034 Fazzino ad 1-4^41S The location and description of this line and associated appurtenances is more fully shown by four (4) copies of drawings attached to this notice.
