IN THE COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation - Judge Jones. 2. Pledge of Allegiance - Judge Jones. 3. Citizens input and/or concerns. At this time, the Judge will open the floor to citizens wishing to address the Court on county-related issues not scheduled on the agenda. Please limit subject matter to five minutes. The Commissioners will receive the information, conduct research into the matter, and/or place the matter on a future agenda for discussion. Cancellation of June 25, 1996 Commissioners Court Meeting. 10. Authorization to solicit Request for Proposals for an energy audit of County facilities. 11. Approval of City of College Station representative to the Brazos Valley Development Council Board. 12. The Preliminary Plat of Lots 1-8, Block 1, Cowboy Country, Moses Baine League, Abstract No. 3, Brazos County, Texas. Site is located in Precinct 2. 13. Acceptance of the City of Bryan's cost estimate of $1,395.00 for facilities relocation for Nunn Jones Road widening project. Site is located in Precinct 3. 14. TEXAS AGENDA BRAZOS COUNTY COMMISSIONERS COURT MEETING i~ 0 0 COMMISSIONERS' COURT REGULAR MEETING JUNE 4, 1996 A regular meeting of the commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, June 4, 1996, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of citizens and officials in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The Court proceeded to consider the change of status of the following employees. The Court next considered the following Claims as submitted by the County Treasurer for payment: 96-007225 through 96-007398 s- , i f i' ma I- VOL, on motion by Commissioner Cauley, seconded by Commissioner Walker, the Court voted unanimously to approve the Claims as submitted. On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to approve the County payroll in the amount of $519,058.05 for the period ending June 6, 1996. The Court next considered Budget Amendment #95/96-30, which would reallocate funds budgeted for the County Auditor's Department; transfer funds from Contingency to County Welfare and increase the Appellate Judicial Fund. On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter for consideration by the Court was a request for funding of a Dispute Resolution Center for Brazos County. Mike Hoelscher, representative of the Bar Association and Larry Lightfoot, representative from the Better Business Bureau requested that the Brazos County Commissioners Court consider increasing the local court filing fees by $10.00 per case with the funds generated from the fee increase to be allocated for the support of a dispute resolution center to be located in Brazos County. On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to increase the local filing fee by $10.00 per case and a one time funding fee of $5,000 to be paid from the Contingency Fund to start up the center in accordance with chapter 152.B Civil Practice and Remedies Code. The effective date will be July 1, 1996. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to cancel the Commissioners Court meeting of June 25, 1996. The next matter for consideration was approval for the Purchasing Agent to solicit requests for proposals for an energy audit of county facilities. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the appointment of Larry Ringer, former Mayor of the City of College Station, as College Station's representative to the Brazos Valley Development Council Board. The Court next considered approval of the Preliminary Plat of Lots 1-8, Block 1 Cowboy Country Subdivision in Precinct 2. Richard Vance, County Engineer, stated that he had reviewed the plat and made the following recommendations: 1) Addition of a 20 foot utility easement along Thurmond Road. C7 (12) Addition of a 20 foot utility easement along FM 2223. Note: Because of the existing pipelines in easements, and additional easement shall be provided further into the subdivision. 3) Addition of a 10 foot utility easements around perimeters of all lots. 4) In General Notes - No. 5, the 5 feet building setback shall be 10 feet to conform with the 10 foot utility easements. On motion by Commissioner Walker, seconded by Commissioner Sims, the Court unanimously approved the Preliminary Plat of the Cowboy Country Subdivision with the above noted recommendations. The next matter for consideration was acceptance of the City of Bryan's cost estimate of $1,395.00 for facilities relocation for Nunn Jones Road widening project in Precinct 3. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to accept of the City of Bryan's cost estimate of $1,395.00 for facilities relocation for Nunn Jones Road widening project and authorized the payment thereof. There was no citizen input and/or concerns. The County Judge made the following comments: a) Presented Ruth McLeod with a Resolution and a placque honoring her thirty years of service with Brazos County.
