BRAZOS COUNTY COMMISSIONERS COURT MEETING
THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON TUESDAY,
MAY 21, 1996 AT 9:00 A.M. IN THE COMMISSIONERS COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN,
TEXAS.
1. Invocation - Commissioner Sims.
2. Pledge of Allegiance - Commissioner Sims.
3. Citizens input and/or concerns. At this time, the Judge will open the floor to citizens
wishing to address the Court on county-related issues not scheduled on the agenda.
Please limit subject matter to five minutes. The Commissioners will receive the
information, conduct research into the matter, and/or place the matter. on a future agenda
for discussion. (A recording is made of the meeting; therefore, please give your name
and address for the record.)

A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Tuesday, May 21, 1996, with the following members of
the Court present:
Alvin W. Jones, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Sandie Walker, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
Attached is a list of citizens and officials in
attendance.
Commissioner Sims gave the invocation and led the pledge
of allegiance.
There was no citizen input and/or concerns.
The Court proceeded to consider the change of status of
the following employees.

Cauley, the Court voted unanimously to approve the changes as
submitted.
The Court next considered the following Claims as
submitted by the County Treasurer for payment:

On motion by Commissioner Walker, seconded by Commissioner
Cauley, the Court voted unanimously to approve the Claims as
submitted.
On motion by Commissioner Walker, seconded by
Commissioner Norton, the Court voted unanimously to approve
the County payroll in the amount $514,000.00 for the period
ending May 16, 1996.
The Court next considered Budget Amendment #95/96-28,
which would reallocate funds budgeted for the Extension
Service and Environmental Protection Department and to make an
adjustment to the Brazos Valley Narcotics Trafficking Task
Force Grant Number DB-95-H01-08388. On motion by Commissioner
Walker, seconded by Commissioner Norton, the Court voted
unanimously to approve the budget amendment as submitted, a
copy of which is attached hereto.
The Court next considered the appointment of two members
to the Brazos County Historical Commission. On motion by
Commissioner Sims, seconded by Commissioner Norton, the Court
voted unanimously to appoint Mrs. T. J. Hirsch and William B.
Lancaster to the Brazos County Historical Commission. Their
appointments will be for the remainder of the calendar year.
On motion by the County Judge, seconded by Commissioner
Norton, the Court voted unanimously to table consideration of
a Resolution authorizing participation in the Criminal Justice
Policy Council T-CHIP Grant to provide for electronic arrest
updating and programming and interface to the new live scan
fingerprinting equipment which the state will be placing in
the Sheriff's department.
The Court next considered approval of two requisitions
from Capital Expenditures for the purchase of a laser printer
and software for the Tax Office. Cost of the printer is
$698.00 and the software is $588.95. On motion by
Commissioner Walker, seconded by Commissioner Cauley, the
Court voted unanimously to approve the two requisitions in the
amount of $1,286.95 to be paid from Capital Expenditures for.

The Court next considered approval of a requisition from
the District Attorney's Crime Fund for the purchase of a
secretarial desk with right return and a typewriter for the
Task Force. Cost of the desk is $1,064.00 and the cost of the
typewriter is $282.49. On motion by Commissioner Norton,
seconded by Commissioner Cauley, the Court voted unanimously
to approve the requisition in the amount of $1,346.94 to be
paid from the District Attorney's Crime Fund for the purchase
of a secretarial desk with right return and a typewriter.
The Court proceeded to consider the following blanket
purchase order:

On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve the blanket
purchase order as submitted.
The Court next considered awarding the following bid:

Commissioner Walker, seconded by Commis-
sioner Norton, the Court voted unani-
mously to accept the recommendation of
the Purchasing Agent and award the con-
tract to A. L. Helmcamp pending receipt
of the required bonds.

The Court next considered awarding the following bid:
Bid No. 96-030 - Second Seal Coat Project for Precincts
1, 2, 3, 4
Cheryl Turney, Purchasing Agent,
recommended acceptance of the low bid
submitted by JW Paving. On motion by
Commissioner Sims, seconded • by
Commissioner Cauley, the Court voted
unanimously to accept the recommendation
of the Purchasing Agent and award the
contract to JW paving. A copy of the bid
tabulation is attached hereto.
The Court next considered authorizing work outside of
county rights-of-way for the health, safety and welfare of the
general public. The Road and Bridge Department requested
permission to enter the private property of Travis Gray on
Grassbur Road in Precinct 3 to clear an existing fence line of
brush that is causing a site problem in a curve. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to authorize the work.
The Court next considered approval of the Preliminary
Plat of Lots 1 & 2, Block 1 Withers Subdivision. Richard
Vance, County Engineer, stated that he had reviewed the plat
and made the following recommendations:
Exceptions to the 2nd plat submitted 5-13-96
1) This is a different configuration form the
first Preliminary Plat; disregard the two lot
configuration
2) Still need the Right-of-Way Variance request
for Reliance Church Road.
3) Lot ownership description to be modified to
show that remainder is larger than required
for platting.
Exceptions to the 1st plat submitted 5-08-96
1) Exception pertaining to item no. 4 of the
General Notes on the plat. This "note" is not
acceptable for this purpose. A letter
requesting the variance will be required from
the developer. This variance will be granted
for Reliance Church Road only. .
On motion by Commissioner Sims, seconded by Commissioner
Norton, the Court unanimously approved the Preliminary Plat of
the Subdivision pending compliance with exceptions as noted
above.

The Court received, approved and ordered filed as j
submitted the Treasurer's report for April 1996. A copy of I
which is attached to and made a part of these minutes.
The Court acknowledged receipt of the Extension Service
reports for April 1996 and acknowledged receipt of reports
from County and Precinct offices showing revenues collected y
and remitted to the County Treasurer. An excerpt from those •
reports is attached hereto.
There was no citizen input and/or concerns.
The County Judge made the following comments:
1) Budget Hearings will start soon.
2) A workshop is scheduled for 3:00 p.m. on this
date.
The Commissioner Norton made the following comment:
1) Commissioners Norton, Sims Cauley and
Commissioner Elect Tony Jones all went to Glen
Rose in Somerville County to view the Expo
Center located there. Commissioner Norton
video taped the facility for the Court to
view.
There being no further business to come before the Court,
the meeting was adjourned.

On this the 21st day of May 1996 at a special meeting of the
Commissioners' Court, the following members were present:
Alvin W. Jones, County Judge, Presiding
Gary Norton, Commissioner, Precinct 1;
Sandie Walker, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Carey Cauley, Commissioner, Precinct 4;
Mary Ann Ward, County Clerk.
The following proceedings were held:
THAT WHEREAS, on May 21, 1996, the Court heard and approved a
budget amendment for the 1995-1996 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 26,
1995 the following amendment(s) to the original are hereby
authorized, as described on the attached page(s).
