IN THE COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, SUITE 115,300 EAST 26TH STREET, BRYAN, TEXAS. 1. Invocation - Commissioner Sims. 2. Pledge of Allegiance - Commissioner Sims. 3. Discussion of alternate financing for County projects. 4. Prioritzing projects for Road & Bridge for 1996. 5. Discussion of Purchasing policies and procedures. 6. Adjourn.' *Should the need arise, the workshop session will be recessed on Tuesday afternoon and commence again at 10:00 a.m. on Wednesday, February 28, 1996. r~ The building is wheelchair accessible. I - vOL_,2,_paoEi,! u 1 4 f 4r, F r r~ 0 t COMMISSIONERS' COURT WORKSHOP SESSION FEBRUARY 27, 1996 The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 3:00 p.m. on Tuesday, February 27, 1996, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Susan Gandy Admin. Asst. to County Judge Richard Vance County Engineer Fred Forsthoff Emergency Management 'Margie Wedel Auditor's Office David W. Fojtek Auditor's Office M. Paul Martin Akin, Gump et al Ernie Wentrcek Juvenile Services Commissioner Sims gave the invocation and led the pledge of allegiance. The Court met to discuss the following topics: 1) Alternate financing for county projects: Paul Martin, Bond Counsel for the County outlined the procedure for issuing certificates of obligation, the arbitrage law and the need for a financial advisor. Mr. Martin agreed to assist in selecting a financial advisor. Due to time constraints the County Judge recessed the workshop until 10:00 a.m. on Tuesday, February 28, 1996 at which time the Court would discuss purchasing policies and procedures. PAC) COMMISSIONERS' COURT WORKSHOP SESSION FEBRUARY 28, 1996 The County Judge reconvened the Workshop Session in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Wednesday, February 28, 1996, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Cheryl Turney reviewed the procedure used to arrive at the policies and procedures. After considerable discussion the County Judge- thanked everyone and announced the workshop closed. 11:45 A.M. The County Judge reconvened the workshop of February 27, 1996 so the Court could continue discussing the items on the agenda. 2) Prioritizing Road and Bridge projects for 1996: r Y t r. c ji 1 M IF The Court discussed various road projects for the upcoming year. After much discussion Commissioner Norton stated that he felt the.
