IN THE COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation - Judge Jones. Pledge of Allegiance - Judge Jones 3. Citizens input and/or concerns. At this time, the Judge will open the floor to citizens wishing to address the Court on county-related issues not scheduled on the agenda. Please limit subject matters to five minutes. The Commissioners will receive the information, conduct research into the matter, and/or place the matter on a future agenda for discussion. (A recording is made of the meeting; therefore, please give your name and address for the record.) 4. Notification of Juvenile Detention Facility Certification. Site is located in Precinct 3. 10. Request from Wellborn Water Supply Corp.-to place a 2" road bore in the right-of-way of Greens Prairie Trail approximately 335 feet from its intersection with FM 2154. Site is located in Precinct 1. ~i 11. Acceptance of the City of Bryan's cost estimate of $952.87 for Roans Chapel Road pole relocation project. Site is located in Precinct 3. 12. Request for permission to enter Thomas D. Wilson's property located off Rustic Oaks Drive for the purpose of cleaning out drainage channel to allow water to drain from the t roadway. To make arrangements, call (409) 3614102. 1+ 11: I~ 0 MMISSIONERS' COURT REGULAR MEETING JANUARY 23, 1996 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, January 23, 1996, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Bea Green Susan Gandy John Reynolds Cheryl Turney Kay Hamilton Richard Vance Bill Jeanes George Boyett Ernie Wentrcek Tony Jones Executive Assistant Secretary to Commissioners Secretary to County Judge Auditor Auditor's Office Treasurer County Engineer Risk Manager JP Pct 7-1 Juvenile Services Brazos County Resident The County Judge gave the invocation and led the pledge P r of allegiance. There was no citizen input and/or concerns. The Court received, approved and ordered filed as submitted the Certification of the Juvenile Detention Facility. The inspection and certification was carried out by the Juvenile Probation Board on January 10, 1996. A copy of the Certification is attached hereto. The Court proceeded to consider the change of status of the following employees. NAME DEPARTMENT REASON Pedersen, Patricia Computer Network Comp Training Gasek, Stephanie Serv. New Employee Bachmann, Brian D. JP 7-1 Comp Training Sheriff Office on motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted. '11-~ • • The Court next considered the following Claims as submitted by the County Treasurer for payment: 96-003170 through 96-0003465 On motion by Commissioner Walker, seconded by commissioner Norton, the Court voted unanimously to approve the Claims as submitted. The Court next considered Budget Amendment #95/96-11, which would reallocate funds budgeted for the Non-Departmental budget and the Narcotic Trafficking Task Force. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter before the Court was renewal of a Contract for Elevator Maintenance between Brazos County and Montgomery KONE. Commissioner Sims moved to renew the contract. Commissioner Cauley seconded the motion. After some discussion, Commission Sims withdrew his motion. Commissioner Cauley withdrew his second. Commissioner Norton moved to table consideration until the next Commissioners Court meeting. Commissioner Walker, seconded the motion and it carried unanimously. The Court next considered the request from Wickson Creek Special Utility District to place five (5) road bores in the right-of-way of Rustic Oaks Drive and Shady Creek Drive to provide service to several lots in Rustic Oaks Subdivision Phase II. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the request from Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court next considered the request from Wellborn Water Supply Corporation to place a 2 inch road bore in the right- of-way of Greens Prairie Trail approximately 335 feet from its intersection with FM 2154. The site is located in Precinct 1. • i VO PAG The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Walker, the Court voted unanimously to approve the request from Wellborn Water Supply Corporation and authorized the installation. A copy of the request is attached hereto. The next matter for consideration was the acceptance of the City of Bryan's cost estimate of $952.87 for the Roans Chapel Pole Relocation Project in Precinct 3. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to accept the cost estimate from the City of Bryan and authorize the payment of $952.87. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Thomas D. Wilson on Rustic Oaks Drive to clear out a drainage channel to allow water to drain from the roadway. On motion by commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the work. The Court acknowledged receipt of the Extension Service reports for December 1995 and acknowledged receipt of reports from County and Precinct Offices showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. t There was no citizen input and/or concerns. The County Judge made the following comment: a) Reported on a number of requisitions for the repair of vehicles in the Sheriff's Department. All had low mileage for the type of repairs needed. A general discussion followed about the problems with Ford vehicles. Commissioner Sims made the following comment: a) Tom Lynch, Museum Director, was approached on a project for flood areas (nature trail) at the Brazos Center. Lynch will put plan together for future discussion b) Workshop for R&B projects will be Monday - January 29, 1996 at 9:00 a.m. v0~_PA(iE-"-- t The County Judge made the following comment: a) Committee meeting Wednesday, January 24, 1996 at 1:00 p.m. with the various tax entities on the selection of a Tax Attorney. Commissioner Walker will chair the meeting. b) The process continues for the acquisition of an Expo Center. The Judge asked for names of individuals to serve on a committee to study the feasibility of a center for the area. Commissioner Norton said he knew of a facility in Somerville County that the group should tour. CLEM JUVENILE DETENTION FACILITY CF.R7MOO'(Y'ouse OY Df_FUTY We, the undersigned, hereby certify to the Commissioner's • Court of Brazos County, Texas, that we have reviewed a video tape of the detention facilities in Lockhart, Caldwell County, Texas, to determine whether the facility is suitable for the detention of children as provided by Section 51.12(c) of the Texas Family Code. We hereby find that: 1. 'Children in detention are not detained in or committed to a compartment of a jail in which adults are detained or committed; 2. Children in detention are not permitted contact with adults who are detained or committed to jail; 3. The detention facility meets the requirements of Article 5115, Revised Civil Statutes of Texas, 1925, as amended, defining "safe and suitable jails"; 4. The detention facility meets the "Standards for Juvenile Detention Facilities" as required by Section 75.041, Texas Human Resources Code, and as adopted by the Texas Juvenile Probation Commission, effective the 11th day of November, 1986. THEREFORE, the Caldwell County Detention Center (serving as a backup to Brazos County) is hereby certified as a suitable facility for children until the next annual inspection due one year • from this date. The Commissioner's Court of Brazos County, Texas, shall be provided copies of said certification, and the original- copy shall be filed with Juvenile Records in the County Clerk's Office.
