TEXAS OY OCFUF Y " kl"K" L AGENDA BRAZOS COUNTY COMMISSIONERS COURT MEETING THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON TUESDAY, DECEMBER 5, 1995 AT 9:00 A.M. IN THE COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation - Commissioner Sims. 2. Pledge of Allegiance - Commissioner Sims. 3. Citizens input and/or concerns. At this time, the Judge will open the floor to citizens wishing to address the Court on county-related issues not scheduled on the agenda. Please limit subject matters to five minutes. The Commissioners will receive the information, conduct research into the matter, and/or place the matter on a future agenda for discussion. ' - ~..m.:..,._ i • .,_J..._ .1, COMMISSIONERS' COURT REGULAR MEETING DECEMBER 5, 1995 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, December 5, 1995, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Susan Gandy Secretary to County Judge John Reynolds Auditor Cheryl Turney Auditor's Office Kay Hamilton Treasurer Ernie Wentrcek Director Juvenile Services Richard Vance County Engineer Harold Dean Talent Tree Steve Koran BV Medical Center Phyllis C. Fahlquist League of Women Voters Kim Tunnell Brazos County Resident Commissioner Sims gave the invocation and led the pledge of allegiance. There was no Citizen input and/or concerns. The Court proceeded to consider the change of status of the following employees. Tax Office PT/FT r On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: $ 96-001717 through 96-001923 va 7---PAGF,,2,.... On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to approve the Claims as submitted. The next matter for consideration by the Court was nursing services in the Juvenile Detention Center. In a memo, the Director of Juvenile Services informed the Court that due to restructuring within the organization, Desert Hills was canceling it nursing services contract with Brazos County. He then proposed to create a new job position within his department without an increase to the department's budget. He went on to say that it could be accomplished by upgrading an existing job position funded at $10,111, fringes benefits funded at $4,573 and using $7,320 funded under the line item name of "Nursing Services". On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to approve the proposal of the Director of Juvenile Services to create a new job position and put the employee on a fixed guaranteed salary. The Court next considered a request from the County Clerk for temporary help for three months. The Clerk proposed to pay the salary of $5.00 per hour from Records Preservation Funds. On motion by Commissioner Sims, seconded by Commissioner Norton the Court voted unanimously to approve the request and authorized the County Clerk to hire a part time temporary clerk and to amend the budget accordingly. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to the following individual: Virginia Nix - Lot 7, Block 1 Jess Conlee East and West of Polk Subdivision, City of Bryan, Brazos County, Texas On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to approve the waiver of the County Judge's signature on payment authorizations for the following utilities: a) United Telephone b) College Station Utilities c) MCI Long Distance VOL-6-~PAGE,.~l a.`..a.....a,W ~.i,_. _~....c J..1 ...-a... ta..-.•s6.~11a W..vJa: -'.1+....]Ld M ~ The Court next considered a Wavier of Competitive Bidding Requirements as provided in Section 262.024(a)(4) of Vernon Is the Local Government Code for the purchase of professional service from St. Joseph Regional Health Center and AM/PM Clinics, for the Indigent qualifying for benefits through the County Indigent Health Care Program. Commissioner Norton asked why the Court was exempting the hospital and the clinic. The Purchasing Agent informed the Court that historically the county spent more than $15, 000 per year at the two facilities while spending less than that amount at Humana Hospital. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Waiver of Competitive Bidding Requirements. The Court next considered a Wavier of Competitive Bidding Requirements as provided in Local Government Code, Section 262.024(a)(4) for the purchase of personal/professional services from Carlomagno Surveying, Inc. and Bruchez, Goss, Thornton, Meronoff, Michel, Hawthorne for the fiscal year of 1995-1996. On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to approve the Waiver of Competitive Bidding Requirements. The Court next considered a requisition from Capital Expenditures for the purchase of a left return for an existing secretarial desk in the County Clerk's office. On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to approve the requisition and authorize payment from Capital Expenditures for the purchase of a left return for an existing secretarial desk in the County Clerk's office. The next matter before the Court was consideration of eight (8) applications for tax refunds to John C. Culpepper, III. The refunds were a result of a lawsuit settlement between John C. Culpepper, III and the Brazos County Appraisal District on 1994 taxes. The total value of $4,391,985.00 was lowered to $3,835,000.00 resulting in a refund of $2,330.42 in county taxes on the following properties: VO J'AG Description Acreage Refund Tract 100 .32 116.36 Tract 100.2 87.36 Tract 100.3 2.11 360.12 Tract 100.4 2.71 470.78 Tract 100.5 4.81 1,103.76 Tract 700 Mr. Gatti's 101.29 Tract 700 I Hop 84.14 Tract 900 Shipley's 6.61 TOTAL REFUND $ 2,330.42 on motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to cancel the Commissioners Court meetings during the week of December 25-29, 1995 and the week of January 1-5, 1996. There was no citizen input and/or concerns.
