BRAZOS COUNTY COMMISSIONERS COURT MEETING
THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON TUESDAY,
NOVEMBER 21,1995 AT 6:30 P.M. IN THE COMMISSIONERS COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN,
TEXAS.
1. Invocation - Commissioner Norton.
2. Pledge of Allegiance - Commissioner Norton.
3. Citizens input and/or concerns. At this time, the Judge will open the floor to citizens
wishing to address the Court on county-related issues not scheduled on the agenda Please
limit subject matters to five minutes. The Commissioners will receive the information,
conduct research into the matter, and/or place the matter on a future agenda for
discussion. (A recording is made of the meeting; therefore, please give your name and
address for the record.)
Conduct and take action on agenda items 4 - 27:
4. Personnel Change of Status.
5. Payment of claims.
6. Budget Amendment 95/96-04.
7. Establishment of official County holidays for 1996.
8. County Clerk contracting with both Republican and Democratic Parties to conduct Primary
Election and returning those contracts to Commissioners Court for approval.
9. Posting of speed limits on North Dowling Road and on South Dowling Road in Precinct
1.
10. Request from Wellborn Water Supply to place a road bore in the right-of-way of South
Oaks Drive approximately 1576' from its intersection with SH 6. Site is located in
Precinct 1.
11. Request from Brushy Water Supply Corp. to place a road bore in the right-of-way of
Chick Lane approximately 4950' from its intersection with Leonard Road. Site is located
in Precinct 4.
12. Acceptance of Warranty Deed from Edna M. Tibbs on the expansion and improvements
to Bird Pond Road located in Precinct 3.
13. In-county travel policy.
14. Exemption of the G.I.S. computer system from the computer policy adopted by the Court
on July 10, 1995.

15. Declaring intent of the Commissioners Court to establish a salary of $50 per month for
the position of Constable, Precinct 1, beginning October 1, 1996.

16. Declaring intent of the Commissioners Court to fund the positions of Constable, Precinct
4, and Justice of the Peace of Precinct 4 at the same level beginning October 1, 1996.
The adjustment will probably represent a decrease in the salary paid to the Constable.
17. Declaring intent of the Commissioners Court to fund the position of Constable, Precinct
7, and Justices of the Peace of Precinct 7-1 and 7-2 at the same level beginning October

COMMISSIONERS' COURT
REGULAR MEETING
NOVEMBER 21, 1995
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 6:30
p.m. on Tuesday, November 21, 1995, with the following members
of the Court present:
Alvin W. Jones, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Sandie Walker, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Commissioner Norton gave the invocation and led the
pledge of allegiance.
There was no citizen input and/or concerns.
The Court proceeded to consider the change of status of
the following employees.

Norton, the Court voted unanimously to approve the changes as
submitted.
The Court next considered the following Claims as

On motion by Commissioner Sims, seconded by Commissioner
Walker, the Court voted unanimously to approve the Claims as
submitted.
The Court next considered Budget Amendment #95/96-04,

which would adjust the grant budget of the TJPC-CHALLENGE
GRANT for Juvenile Services. On motion by Commissioner Sims,
seconded by Commissioner Norton, the Court voted unanimously
to approve the budget amendment as submitted, a copy of which
is attached hereto.
On motion by Commissioner Sims, seconded by Commissioner

Walker, the Court proceeded to set the holidays to be observed
by Brazos County for 1996:
January 15, Martin Luther King Birthday
April 5, Good Friday
May 27, Memorial Day
July 4, Independence Day
September 2, Labor Day
November 28 & 29 Thanksgiving
December 24,25&26 Christmas
January 1, 1997 New Year
One (1) Floating Holiday
on motion by Commissioner Sims, seconded by Commissioner
Walker, the Court voted unanimously to authorize the County
Clerk to enter into contract with the Republican and
Democratic Parties to conduct the Primary Election.
The Court next considered the posting of speed limits on
North Dowling Road and on South Dowling Road in Precinct 1.
The representative from the Road and Bridge Department
presented the Engineer's report recommending the following
speed limits:
North Dowling Road - Quail Run to Hopes Creek Road 50 mph
Hopes Creek Road to, N. Graham 40
mph
South Dowling Road - 40 mph
on motion by Commissioner Norton, seconded by Commissioner
Sims, the Court voted unanimously to accept the Engineers
report and to set the speed limit on North Dowling Road and
South Dowling Road in accordance with the County Engineer's
report.
The, Court next considered the request from Wellborn Water
Supply to place a road bore in the right-of-way of South Oaks
Drive approximately 1576 feet from its intersection with SH 6.

The site is located in Precinct 1. The County Engineer stated
that all appeared to be in order and recommended approval. On
motion by Commissioner Norton, seconded by Commissioner
Walker, the Court voted unanimously to approve the request of
Wellborn Water Supply and authorized the installation. A copy
of the request is attached hereto.
The Court next considered the request from Brushy Water
Corporation to place a road bore in the right-of-way of Chick
Lane approximately 4950 feet from its intersection with
Leonard Road. The site is located in Precinct 4. The County
Engineer stated that all appeared to be in order and
recommended approval. On motion by Commissioner Sims,
seconded by Commissioner Walker, the Court voted unanimously
to approve the request of Brushy Water Corporation and
authorized the installation. A copy of the request is
attached hereto.
The Court next considered acceptance of a Warranty Deed
for right-of-way on Bird Pond Road in Precinct 3. On motion
by commissioner Sims, seconded by Commissioner Walker, the
Court voted unanimously to authorize the County Judge to
accept on behalf of Brazos County a Warranty Deed from Edna M.
Tibbs for a 0.1893 tract of land in Precinct 3.
The next matter before the Court was the "In County"
travel policy. Commissioner Norton moved to approve the
policy as submitted. Commissioner Walker seconded the motion.
Commissioners Norton, Walker and the County Judge voted
"Aye". Commissioner Sims voted "No". A copy of the policy is
attached hereto.
The Court next considered a request from the County
Engineer to exempt the G.S.I. computer system from the
computer policy adopted by the Court on July 10, 1995. In his
letter to the Court, the County Engineer stressed the need to
rely on the expertise of the University and Bryan Utilities to
make decisions concerning hardware and software because they
are years ahead of the county in proficiency. A represen-
tative from the Road and Bridge Department explained that the

system had crashed that morning, was picked up thirty minutes
later and returned by 2:00 p.m that same afternoon. He
indicated that the work load of the CNS Department would
prohibit such speedy repair. On motion by Commissioner
Walker, seconded by Commissioner Norton, the Court voted
unanimously to exempt the G.S.I. computer system from the
computer policy.
On motion by the County Judge, seconded by Commissioner
Walker, the Court voted unanimously to declare its intent to
establish a salary of $50.00 per month for the position of
Constable, Precinct 1, beginning October 1, 1996. Commis-
sioner Norton stated that simply because the current office
holder can not perform his duties does not mean the salary
should be based on the lack of performance. Commissioner Sims
suggested that the Republican and Democratic Parties and the
County Clerk be informed of the intent.
On motion by the County Judge, seconded by Commissioner
Sims, the Court voted unanimously to declare its intent to
fund the positions of Constable, Precinct 4 and Justice of the
Peace of Precinct 4 at the same level beginning October 1,
1996.
On motion by the County Judge, seconded by Commissioner
Sims, the Court voted unanimously to declare its intent to
fund the positions of Constable, Precinct 7 and Justice of the
Peace of Precinct 7 at the same level beginning October 1,
1996.
On motion by Commissioner Walker, seconded by Commis-
sioner Sims, the Court voted unanimously to table considera-
tion
of acceptance of donated property from James P. Marrow.
The next matter for consideration was approval of
.sitions for payment from Capital Expenditures for the
swing items:
a) Telephone System or Constable Precinct 7.
Commissioner Norton moved to approve payment for
four (4) lines total= one designated for a fax line
the rest incoming phone lines. Commissioner Walker
seconded the motion. Commissioners Norton, Walker
and Sims and Cauley voted "Aye." The County Judge
voted "No".

Commissioner Sims moved to exempt the previously named vendors
from competitive bidding. Commissioner Norton seconded the
motion. Commissioner Cauley asked why the vendors should be
exempt from competitive bidding. The County Judge told the
Court that he shared Commissioner Cauley's concerns and felt
that the jail should be calling for prices. Commissioner
Cauley asked Commissioners Sims and Norton to amend their
motion and second to include a quarterly review of food
product costs. Commissioner Sims approved the amendment to
his original motion. Commissioner Norton seconded the
amendment to the original motion and it carried unanimously.
The next matter for consideration was exemption from
Competitive Bidding for services for County area emergency
calls from the following providers:
a) The City of College Station
b) The City of Bryan
on motion by Commissioner Norton, seconded by Commissioner
Walker, the Court voted unanimously to exempt from Competitive
Bidding for services for County area emergency calls the
previously named providers.
On motion by Commissioner Walker, seconded by
Commissioner Sims, the Court voted unanimously to exempt

competitive bidding for electric power, natural gas, water or
other utility services from the following vendors:
a) Lone Star Gas Company

on motion by Commissioner Cauley, seconded by Commissioner
Norton, the Court voted unanimously to exempt from competitive
bidding for electric power, natural gas, water or other
utility services the previously named providers.
On motion by Commissioner Sims, seconded by Commissioner
Walker, the Court voted unanimously to waive the County
Judge's signature on payment authorizations for all utility
invoices exempted previously.
On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to reject the waiving of
the County Judge's signature on payment authorizations for all
Indigent Health Care payments.
The next matter for consideration was an exemption from
competitive bidding for waste pickup, hauling and delivery
services from the following vendor:
a) Texas Commercial Waste
on motion by Commissioner Cauley, seconded by commissioner
Norton, the Court voted unanimously to exempt Texas Commercial
Waste from competitive bidding for waste pickup, hauling and
delivery services. This is a single source supplier. .
The Court next considered Exemptions from Competitive
Downtown Pharmacy from Competitive Bidding for prescription
and/or medication for indigent qualifying for benefits through
the County Indigent Health Care Program.
The next matter for consideration was an exemption from

Equipment the previously named providers.
The Court acknowledged receipt of the Extension Service
reports for October 1995 and acknowledged receipt of reports
from County and Precinct Offices showing revenues collected
and remitted to the County Treasurer. An excerpt from those
reports is attached hereto.
Under citizen input and/or concerns, Scott Armstrong told
the Court that he had enjoyed the meeting and announced his
intent to run for Constable Precinct 1.
The County Judge announced that the next Work Shop
Session would cover some of the following topics:
a) The Extension Service request for
additional funding
b) The Travel Policy
c) Capital Purchasing materials
d) Establishment of a Purchasing Department
e) Brazos 2020 complete-where to go from here
There being no further business to come before the Court,
the meeting was adjourned.

On this the 21st day of November 1995 at a special meeting of the
Commissioners' Court, the following members were present:
Alvin W. Jones, County Judge, Presiding
Gary Norton, Commissioner, Precinct 1;
Sandie Walker, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Carey Cauley, Commissioner, Precinct 4;
Mary Ann Ward, County Clerk.
The following proceedings were held:
THAT WHEREAS, on November 21, 1995, the Court heard and
approved a budget amendment for the 1995-1996 budget year for
Brazos County, Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 26,
1995 the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).
ADOPTED AND APPROVED this the 21st day of November 1995

POLICY FOR IN-COUNTY TRAVEL
In the process of conducting County business, employees may be required to
travel to locations within the County, but away from their normal duty station. If
the employee incurs expenses incidental to such travel, the employee is required to
obtain authorization from the department head for such expenses. Employees are
expected to report the shortest distance between destinations for all travel. The
County will not reimburse for personal milage or for travel between an employee's
residence and their normal duty station. If an employee is required to travel to a
temporary duty station the county will pay for travel between their normal duty
station and their temporary duty station.
All such authorized expenses will be reimbursed within ten (10) days of the
receipt by the County Auditor's office of the completed reimbursement request
forms.
Procedure: For in-county travel, Form 201-BC (Local Transportation
Reimbursement Form) should be used. This form is to be turned in by the employee
to the department head at least once a month for previous travel. Department heads
should then prepare a request for reimbursement and forward the completed request
and attached documentation to the County Auditor's office. Mileage will be
reimbursed based on the actual mileage traveled at the prevailing rate established
by the Commissioners' Court.
The County will not reimburse employees for meals or lodging expense
incurred in-county.
Request for reimbursement for travel that is more than sixty (60) days since
completing said travel will not be accepted for payment.
