Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The Court next considered the following Claims as submitted by the County Treasurer for payment: 96-001177 through 96-001322 On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to approve the Claims as submitted. The Court next considered Budget Amendment #94/95-39, which would reallocate funds budgeted for Constable Precinct 2. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered Budget Amendment #95/96-03, which would reallocate funds budgeted for the offices of Constable Precinct 2 and Justice of the Peace Precinct 4-2. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next item on the agenda was to canvas the results of the General Election held November 7, 1995 to vote on 14 amendments to the State Constitution. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to adopt a resolution authorizing the County Judge to make application to the Texas Department of Transportation, for grant funds to make the roads of the State of Texas safer by reducing drunk driving crashes and to authorize the County Judge to accept such grant funds should they be tendered. The Court next considered awarding the following bids: Bid No. 96-003 Road Signs and Sign Posts Cheryl Turney, Purchasing Agent, recommended acceptance of the bid for H.D.O. signs and posts submitted by Rocal, Inc. as the primary bid and P.B.S.,Inc as the alternate bid and the bid for Aluminum signs and posts submit- ted by Roadrunner. On motion by Commis- sioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to accept the recommendation of the Pur- chasing Agent and award the contract for H.D.O. signs and posts submitted by Rocal, Inc. as the primary bid and P.B.S.,Inc as the alternate bid and the bid for Aluminum signs and posts submit- ted by Roadrunner. A copy of the bid tabulation is attached hereto. Bid No. 96-004 Equipment Lubricants Cheryl Turney, Purchasing Agent, recom- mended acceptance of the bid submitted by Dabbs Oil Company. On motion by Commis- sioner Walker, seconded by Commissioner Sims, the Court voted unanimously to accept the recommendation of the Pur- chasing Agent and award the contract to Dabbs Oil Company. A copy of the bid tabulation is attached hereto. Bid No. 96-005 Rental of Equipment with Operator Cheryl Turney, Purchasing Agent, recom- mended acceptance of the bid submitted by Texcon, Inc. as the primary and the bid submitted by Young Contractors, Inc. as the secondary bid. On motion by Commis- sioner Sims, seconded by Commissioner Walker, the Court voted unanimously to accept the recommendation of the Purchas- ing Agent and award the contract to Texcon, Inc. as the primary and Young Contractors, Inc. as the secondary. On motion by Commissioner Sims, seconded by Commis- sioner Walker, the Court voted unani- mously to accept the recommendation of the Purchasing Agent and award the contract to Austin Crushed Stone as the primary bid and the bid submitted by Young Contractors, Inc as the alternate. Bid No. 96-007 Heavy Machinery Rental Cheryl Turney, Purchasing Agent, recom- mended acceptance of the low bid submit- ted by Mancuso, Inc. on items 1,8,11,13, 14,17,18,19,20; the low bid submitted by Edgar Machinery on items 2,3,4,9,10,12; and the low bid submitted by R. B. Everett on items 15 and 16. She also recommended naming Mancuso, Inc. as al- ternate on items 2,3,4,10,12 and Edgar Machinery as alternate on items #1,8,11, 13,18,19. On motion by Commissioner Walker, seconded by commissioner Norton, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the primary contracts to Mancuso, Inc., Edgar Machinery and R. B. Everett and name Mancuso, Inc. and Edgar Machinery as alternates. A copy of the bid tabulation is attached hereto. The court next considered approval of the addition of the President of the Brazos County Industrial Foundation, in an ex-officio capacity with no votg, to the Board of Directors of the Bryan-College Station Economic Development Corporation. on motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the addition of the President of the Brazos County Industrial Foundation. The next matter for consideration was the renewal of the Prisoner Custody Agreement with the Texas Department of Criminal Justice, Pardons and Paroles Division (TDCJ-PPD) for the placement of certain persons under the jurisdiction of the VO1, b_._PAS~E.74iP. , i r 1 1 It TDCJ-PPD and in the custody of Brazos County who have violated the terms and/or conditions of their parole. On motion by Commissioner Walker, seconded by Commissioner Norton, the court voted unanimously to renew the agreement with the Texas Department of Criminal Justice, Pardons and Paroles Division (TDCJ-PPD) for the placement of certain persons who have violated the terms and/or conditions of their parole and authorize the County Judge to execute the Agreement on behalf of Brazos County. A copy of the Agreement is attached hereto. The next matter for consideration was approval to advertise for bids for engineering proposals to satisfy the Texas Natural Resources Conservation Commission requirements on the Waco Street site and the present site of underground storage tanks. On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids for engineering proposals. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the Bright Light Free Will Baptist Church property located on Pate Road to correct a drainage problem. On motion by Commissioner Sims, seconded by Commissioner Walker, the Court voted unanimously to authorize the work. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to table consideration of the purchase of three (3) pursuit vehicles. There was no citizen input and/or concerns. At 9:28 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss the purchase of real estate as allowed under Section 551.072 of the Government Code. At 9:35 a.m. the County Judge announced the meeting open to the public. On motion by Commissioner Sims, seconded by Commissioner Walker, the Court voted unanimously to reject the proposed sales contract between Brazos County and the Rellers VOL 4_..PAGF. ~.I._.. r for the purchase of land along Highway 21 East and to instruct the County's attorney to notify the Kellers. There being no further business to come before the Court, the meeting was adjourned. STATE OF TEXAS COUNTY OF BRAZOS A RESOLUTION AUTHORIZING APPLICATION FOR GRANT FROM TEXAS DEPARTMENT OF TRANSPORTATION WHEREAS, the Department of Transportation is seeking to make the roads of the State of Texas safer, by reducing drunk driving crashes; and WHEREAS, The State of Texas will receive federal grant funding for the Texas Department of Transportation toward this purpose; and WHEREAS, The State of Texas has designated the Texas Department of Transportation to administer the grants to state and local agencies of government; and WHEREAS, Brazos County has a continuing need for aid to local law enforcement in reducing alcohol related crashes; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS COURT OF BRAZOS COUNTY at its meeting on the /41klday of n/ous.•.Aga . 1995 that: 1. The County Judge of Brazos County, acting on behalf of the Brazos County be authorized to make application to the Texas Department of Transportation, for grant funding to be used to reduce alcohol related crashes involving minors; and 2.
