THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY,
OCTOBER 9, 1995 AT 9:00 A.M. IN THE COMMISSIONERS COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN,
TEXAS.
1. Invocation - Commissioner Sims.
2. Pledge of Allegiance - Commissioner Sims.
3. Citizens input and/or concerns. At this time, the Judge will open the floor to citizens
wishing to address the Court on county-related issues not scheduled on the agenda. Please
limit subject matters to five minutes. The Commissioners will receive the information,
conduct research into the matter, and/or place the matter on a future agenda for discussion.

OCTOBER 9, 1995
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, October 9, 1995, with the following members
of the Court presents

The County Judge moved to table consideration of the change of
status for the County Attorney's office because he had some
concerns about it. Commissioner Sims seconded the motion.
Commissioner Walker asked about the 2.6% increase in the
• Auditor's Office. Commissioner Cauley stated that the Auditor
was going against the wishes of the Court because the raises
were not a 2.6% increase for each employee as ordered by the
Commissioners Court. He went on to ask if the Judges were
setting salaries according to position, if so then the
position in question deserved a 2.6% increase. The County
Judge then moved to amend his original motion to include
tabling consideration of the change of status for the
Auditor's office. Commissioner Sims amended his second to
include the request from the Auditor's office. The Court
unanimously approved the change of status for all except the
County Attorney and Auditor's offices.
The Court next considered the following Claims as
submitted by the County Treasurer for payment:

On motion by Commissioner Norton, seconded by Commissioner
Walker, the Court voted unanimously to approve the Claims as
submitted.

Commissioners Court meeting October 9, 1995
The next matter for consideration by the Court was the
allocation of an automobile to Constable, Precinct 7. On
motion by the County Judge, seconded by Commissioner Norton,
the Court voted unanimously to allocate a new auto for the
office of Constable Precinct 7.
The next matter before the Court was the establishment of
a court date for Commissioners Court meetings. The County
Judge stated that because so many holidays fall on Monday, a
Tuesday would be a better day for the meetings. Commissioner
Sims moved to hold Commissioners Court meetings on Tuesday.

Commissioner Walker seconded the motion. Commissioner Sims
then amended his motion to set the second Tuesday of the month
as the official date of the Commissioners Court meetings and
to set the third Tuesday of the month for the night meeting.
The change will be effective with the first meeting in
November. Commissioner Walker amended her second and the
motion carried unanimously.
The Court next considered authorizing the County Engineer
to accept company checks for payment of over-weight/over size
permits. This will facilitate operations for the Road and
Bridge Department and the trucking companies. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to authorize the County Engineer to accept
company checks for payment of over-weight/over size permits
and to hold the Engineer harmless in a liability claim.
On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to appoint the following
persons as presiding judge and alternate judge for the current
voting year at the following voting precincts:

The Court next considered approval of the Final Plat of
Lot 21 A and Lot 21 B Harvey Hillsides Subdivision. Richard

Commissioners Court meeting October 9, 1995
Vance, County Engineer, stated that he had reviewed the plat
and made the following recommendations:
1) Additional 10 feet of right-of-way
dedication along Ranchero Road
2) 16 feet utility easement along Ranchero
Road
3) 10 feet utility easement around remainder
of the perimeter of both lots
4) Signatures fo surrounding land owners
on motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court unanimously approved the final plat of Lot
21 A and Lot 21 B Harvey Hillsides Subdivision in Precinct 3
with the previously noted recommendations.
The next matter for consideration was approval to
advertise for bids for the following items.

Commissioner Norton, seconded by
Commissioner Cauley, the Court voted
unanimously to accept the recommendation
of the Purchasing Agent and award the
contract to all bidders for spot
purchases. A copy of the bid tabulation
is attached hereto.
On motion by Commissioner Sims, seconded by commissioner
Cauley, the Court voted unanimously to designate the Road and
Bridge liaison, Gary Norton, as the person who signs
Environmental Protection Department requisitions.
The Court next considered Budget Amendment X194/95-34,
which would reallocate funds budgeted for the County Court at
Law #2 department. On motion by Commissioner Walker, seconded
by Commissioner Cauley, the Court voted unanimously to approve
the budget amendment as submitted, a copy of which is attached
hereto.
The Court next acknowledged receipt of the Court Order
determining compensation of the Court Reporters. A copy of
which is attached.

The County Judge made the following comments:

a) Has been working on travel policy would
like $65 per diem for lodging; eliminate
credit cards
b) Sending out RFP's for Delinquent Tax

c) 10-23-95 photographs will be taken of
current Commissioners Court members
d) Rick Avery and John Gilmartin would like
to combine the banquet and the BBQ at the
Brazos Center during the County Judges
and Commissioners Conference held here in

On this the 9th day of October 1995 at a special meeting of the
Commissioners' Court, the following members were present:

The following proceedings were held:
THAT WHEREAS, on October 9, 1995, the Court heard and approved
a budget amendment for the 1994-1995 budget year for Brazos County,
Texas.
` WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 8,
1994 the following amendment(s) to the original are hereby
