BRAZOS COUNTY COMMISSIONERS COURT MEETING
THE COMMISSIONERS COURT WILL MEET IN SPECIAL SESSION ON FRIDAY,
OCTOBER 6, 1995 AT 9:00 A.M. IN THE COMMISSIONERS COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN,
TEXAS.
1. Invocation -Commissioner Walker.
2. Pledge of Allegiance - Commissioner Walker.
3. Consider and take action on award of the contract for health insurance coverage
for county employees.
4. Adjourn.

SPECIAL MEETING
OCTOBER 6, 1995
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Friday, October 6, 1995, with the following members of
the Court present:
Alvin W. Jones, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Sandie Walker, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

The Court met to consider awarding the contract for
health insurance coverage for county employees. The County
Judge opened the meeting and the floor for comments.

Commissioner Sims - summarized saying that the
matter before the court was whether or not the
court felt the exposure to the county would exceed
$1.7 million. If the claims stay under $1.7
million the Plumhoff offer from Life of Georgia
would save the county $21,000. If the claims exceed
$1.7 million then the Richard Smith offer from Ted
L. Parker/Clarendon will save dollar for dollar
over $250,000.
Commissioner Cauley - told the court that he had
spoken with the staff on the performance of the
current provider and that they had expressed
satisfaction.
Commissioner Norton - stated that the County is
self funded and that he agreed with Commissioner
Cauley that the claims will fluctuate and that he
did not think that was a factor.
Grierson - said that R.E. Harrington was a large
TPA whereas Ted L. Parker is smaller in staff.

Commissioner Sims - said that he felt the claims
will exceed the projected $1.7 million because of
the age of the group.
Commissioner Sims moved to accept the proposal presented
by Ricahrd S. Smith and Associates with Ted L. Parker as TPA
and Clarendon as Stop Loss Carrier. The County Judge seconded
the motion. Commissioner Sims voted "Aye". Commissioners
Norton, Walker and Cauley voted "No". The motion failed.
Commissioner Cauley then moved to accept the proposal
presented by Phil Adams/Plumhoff with R. E. Harrington as TPA
and Life of Georgia as Stop Loss Carrier. Commissioners
Norton, Walker and Cauley voted "Aye". Commissioner Sims
voted "No". The County Judge abstained.
There being no further business to come before the Court,
the meeting was adjourned.
