IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Consider and take action to adopt the county budget for fiscal year 1995-96. 2. VOL, 041 PAGE- ~ ' f r r- ~ it . 1 • .01 t COMMISSIONERS' COURT SPECIAL MEETING ' SEPTEMBER 26, 1995 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 1:00 p.m. on Tuesday, September 26, 1995, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Susan Gandy W. E. The County Judge opened the meeting on 1995-1996 Budget for Brazos County and then asked if anyone had any opening remarks before going through the budget.. The County Judge proceeded to go through those items that were discussed earlier in the Public Hearing. The first item was the 2.6% cost of living increase. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to apply the 2.6% to the 1995/1996 budgeted salaries and-to make any corrections necessary. The Court next considered the budget of the Constable Precinct 3. On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to add line item 617500 for a mobile phone to the budget and to increase the total budget by $480.00. The next matter for consideration was the reduction of the salary of the Juvenile Board members from $7,200 annually to $3,600 annually. On motion by Commissioner Sims, seconded by Commissioner Walker, the Court voted unanimously to reduce the salary of the Juvenile Board members from $7,200 annually to $3,600 annually. The Court next considered the MPO budget. On motion by Commissioner Sims, seconded by Commissioner Walker, the Court voted unanimously to reduce the Salary and wage line item. This would change the total amount budgeted for the department to $186,502. The next matter was consideration of the budget of the Law Library. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to add line item 611300, called contingency, and add $24,700 which will increase to total budget for the department to $60,700.00. The Court next considered the jail administration budget. Commissioner Cauley recommended waiting for Jail Standards recommendation on the number of positions necessary to maintain the proper prisoner to jailer ratio. Commissioner Cauley moved to leave the number of jailers at the current level, that reductions be made by attrition, that the Court take the recommendation of Jail Standards Commission and should the recommendation be to increase the number of jailers, the Court can fund the increase with contingency. The motion died for lack of a second. Commissioner Norton said that he shared Commissioner Cauley's concerns but since the County had a 50% reduction in prisoners and lost 1.2 million dollars in funding from the State for housing i state prisoners, there was no other option. Commissioner Sims seconded the motion. Commissioners Norton, Sims and Walker and the County Judge • voted "Aye". Commissioner Cauley voted "No". On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to adopt the budget for fiscal year ending September • 30, 1996 including the afore mentioned five changes made. ' All members being present, the Court proceeded to set the ad f valorem tax rate for the year 1995.
