MMMISSIONERS' COURT REGULAR MEETING SEPTEMBER 11, 1995 • A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, September 11, 1995, with the following members of the Court present: Alvin W. There was no citizen input and/or concerns. The County Judge presented the proposed budget for Brazos County for fiscal year 1996. On motion by the County Judge, seconded by Commissioner Sims the Court voted unanimously to hold a Public Hearing on the county budget on September 26, 1995 at 10:00 a.m.. A Commissioners Court meeting for the adoption of the budget and the setting of the tax rate will be i held at 1:00 p.m. on the same date. The Court next considered the following Claims as submitted by the County Treasurer for payment: 95-03856 through 95-04054 excluding claim 95-03997 On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to approve the Claims with the exception of claim 95-03997 which was payment to Teresa Palomares for translation services. The County Judge read aloud a Proclamation designating I the week of September 17 through 23, 1995 as "Constitution E Week". The Court joins with the governmental agencies in f • urging all citizens to study the Constitution, to appreciate t its function and to continue preserving the government r ' established within -the Constitution of the United States of America. On motion by Commissioner Cauley, seconded by i i Commissioner Sims the Court moved to proclaim the week of September 17 through 23, 1995 as "Constitution Week" t throughout Brazos County. The County Judge then presented the c signed Proclamation to Mrs. Helen R. Cluck, representing the i local D.A.R. chapter. t On motion by Commissioner Walker, seconded by t Commissioner Norton, the Court voted unanimously to reschedule the September 25, 1995 meeting to September 26, 1995 at 9:00 ' a.m.. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to appoint Commissioner Walker to the Board of Directors of the Brazos Valley TA+ yh Commissioners Court meeting September 11, 1995 •I 01 Development Council. The Court next considered Budget Amendment #94/95-30, which would reallocate funds budgeted for various departments. On motion by Commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered approval of a request from the Bryan-College Station Economic Development Council to provide $2,000.00 to partially fund a feasibility study of the entertainment industry. Commissioner Sims objected saying that this was a Chamber expense and not a county one. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to reject the request of the Economic Development Council and not fund a feasibility study. The Court next considered a Communications System Agreement between GTE Telephone Operations and Brazos County for the purchase of a telephone system for the Road and Bridge Department and the Agricultural Extension office. Total system price is $6,934.00. On motion by Commissioner Walkor, seconded by Commissioner Norton, the Court voted unanimously to approve the Communications System Agreement for the purchase of a telephone system for the Road and Bridge Department and the Agricultural Extension office. A copy of the Agreement is attached hereto and made a part of these minutes. The Court took no action on the request from Constable James marrow since it was handled in Budget Amendment 94/95- 30. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to authorize the County Judge to execute Tax Resale Deeds to the following individuals: a. Carlota C. The Court next considered acceptance of a Warranty Deed for right-of-way on Cobb Road in Precinct 3. on motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed from Helen Jean Monteilh on the expansion and improvements to Cobb Road. The Court next considered approval of the Preliminary Plat of St. Elmo Subdivision in Precinct 3. Richard Vance, County Engineer, stated that he had reviewed the plat and it VO PA~, ~ I I seconded by Commissioner Cauley, the Court unanimously approved the final plat of the St. Elmo Subdivision in Commissioners Court meeting September 11, 1995 appeared to be in order. On motion by Commissioner Sims, A Precinct 3. Under citizen input and/or concerns the Court discussed the following items. County Judge - Discussed RFP's for Delinquent Tax Collection Attorneys. He said he was pleased with the performance of the current attorneys. County Judge - Announced there would be a meeting at the Brazos Center about the expense of issuing food stamps and the new credit card concept. There being no further business to come before the Court, the meeting was adjourned. 0 County Judge - recognized Dee Thompson, Deputy Constable Precinct 7 and Mike Welch, Sheriff's Deputy for the capture of a bank robber. County Judge - stated there would be no merit raises this year only the 2.6% COLA. He continued, saying that for the 1997 budget he would recommend a merit increase but not the COLA. He then went on to compare salary increases. Commissioner Cauley - reminded the Judge that he didn't have to take the 2.6% COLA if he was so against the increase. He also expressed concern about how a merit increase would be given. He said that there were county employees on food stamps. Commissioner Sims - stated that there no guarantee that the lower paid employee will get a merit increase. ■ I1 I r I i I r• .
