Jones, County Judge, Presiding; f. Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The Court next considered Budget Amendment $94/95-29, which would reallocate funds budgeted for Community Supervision, Juvenile Services, District Clerk, Emergency Management, and the Capital Projects Fund. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. On motion by Commissioner Walker, seconded by Commis- sioner Norton, the Court voted unanimously to approve the request from the Sheriff's Department to charge $10.00 for finger printing applicants wishing to carry a concealed handgun in accordance with HB 3017. The next matter for consideration was a recommendation by ' the County Treasurer to sell two CMO'S (Collateralized Mortgage Obligations). In a memorandum from the Treasurer, it t ! stated that due to an increase in interest rates the county i i would recoup its investments at a much slower rate than previously expected. With that in mind, the investment 'f committee recommended county sell the two CMO's during fiscal year 1994-1995. On motion by Commissioner Norton, seconded by I Commissioner Cauley, the Court voted unanimously to accept the recommendation of the Investment Committee and sell the two z CMO's because the maturity dates would not improve to the two F- f year maximum required in the investment policy. r The Court next considered a request from Constable r Precinct 7, Winfred Pittman to appoint John G. Wilkerson as Reserve Deputy Constable. On motion by Commissioner Sims, p ' seconded by Commissioner Cauley, the Court voted unanimously t, to approve the request from Constable Pittman to appoint John G. Wilkerson as Reserve Deputy Constable without pay. vo P14QoF •I C71 On motion by commissioner Norton, seconded by Commis- sioner Sims, the Court voted unanimously to hold a Public Hearing on Monday, September 25, 1995 at 10:00 a.m. to consider the placement of a "Stop" sign on Sweetwater Drive at its intersection with Greens Prairie Road in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to adopt a resolution approving the budget for the Brazos County Emergency Communications District 9-1-1 and providing an effective date. The Resolution shall be effective immediately upon its adoption and passage. A copy of which is attached. The next matter before the Court was approval to advertise for Request for Qualifications for Engineering and Architectural Services for courthouse security modifications. On motion by Commissioner Walker, seconded by Commissioner Norton, the Court voted unanimously to authorize the Purchasing Agent to advertise for a Request for Qualifications. The Court next considered the distribution of the Permanent School Fund and the Available School Fund to the two independent school districts. In a memorandum, the County Auditor informed the Court that it had the authority to distribute the funds as stated in Section 6b, Article VII of the Constitution of the State of Texas. The Auditor also stated in the memorandum that the two school districts involved had indicated that the funds would be used to fund permanent improvements within the fiscal year ending August 31, 1996. On motion by Commissioner Sims, seconded by Commis- sioner Cauley, the Court voted unanimously to authorize the distribution of $44,072.74 to the Bryan Independent School District and $22,199.26 to the College Station Independent School District. The next matter for consideration was a tax refund to JRK-Partners, Limited Partnership. As a result of a lawsuit settlement it was agreed that the appraised value for 1994 be lowered from $2,572,500.00 to $2,335,000.00 on motion by VOL_ 4 PAGE.!Y. Commissioner Norton, seconded by Commissioner Walker, the court voted unanimously to refund $993.70 in county taxes for 1994 to JRK-Partners, Limited Partnership. A copy of the request is attached hereto. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Edgar Morrison on Overcrest Drive to add rock to the driveway to repair eroded area. On motion by Commissioner Sims, seconded by Commis- sioner Cauley, the Court voted unanimously to authorize the work. Under citizen input and/or concerns the County Judge made the following comments: a) Budget hearings begin on this date and will continue until Friday at 5:00 b) Proposed Budget will be presented on September 11, 1995 with the Budget Hearing being held no later than September 18, 1995. c) Juvenile Services reported its population down to 6 children. d) Sheriff's Office reported 207 inmates in jail, 21 are TDC inmates and 16 are paper ready. e) United Way donation program underway. f) He received a request from the EDC for a study on entertainment activity. g) Bids for health insurance have been received and Don Gray, Insurance Consultant, will be evaluating bids. WHEREAS, the laws of the State of Texas provide for interlocal governmental agreements to benefit the citizens of the State; and, WHEREAS, the voters of Brazos County have approved the establishment of a Brazos County Emergency Communications District 9-1-1 in accordance with State law; and, WHEREAS, the Board of Managers of the District have approved and adopted the Budget for fiscal year 1995-96; and, WHEREAS, Section 772.309 of the Health and Safety Code requires the approval of the District's budget by the Commissioner's Court of the County located in the District and a majority of the participating jurisdictions in the District; and, WHEREAS, the undersigned authorities have, in public meeting approved the annual budget of the District as submi4ed to them; NOW THEREFORE, BE IT RESOLVED BY THE BRAZOS COUNTY COMMISSIONERS COURT THAT: 1. The Brazos County Commissioners Court hereby approves the annual budget of the District as submitted to them and as provided for by law. 2. We propose to place a buried line along, parallel to, and 5' inside of the southeast ROW a distance of 760' in a northeasterly direction.
