IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. The Commissioners Court will consider and take action on decisions affecting the 1996 budget preparation process. The building is wheelchair accessible. Handicap parking spaces are available. COMMISSIONERS' COURT SPECIAL MEETING JUNE 23, 1995 A special meeting of the commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:30 a.m. on Friday, June 23, 1995, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Susan Gandy Secretary to County Judge Bea Green Secretary to Commissioners Margie Wedel Auditor's Office Katie Stevens Auditor's Office Irene Jett Auditor's Office Theron Park Auditor's Office Bobby Riggs Sheriff Rita Watkins Sheriff's Office Jim Kuboviak County Attorney Julie Ramirez Co. Attorney's Office Bill Turner District Attorney Jim Mazurkiewicz Extension Agent Buddy Winn Tax Assessor/Collector Robyne Vaughn CNS Marijane Deen CNS Melba Johnson Personnel Derik Matejka Constable Pct. 3 Duane Peters Constable Pct. 4 Ray Truelove Justice of the Peace Pct. 3 Winfred Pittman Constable Pct. 7 Fred C. Forsthoff Emergency Management County Judge - informed the audience that the purpose of the meeting was to decide about pay raises. He said that he felt that the department head was better able to determine what is best for the department. Comm. Sims - proposed a mixture of the COLA and a merit raise. He said that in order to defend a merit raise, job evaluations must be performed. He continued by praising the proposal submitted by Ernie Wentrcek saying that steps 3 through it would receive the COLA and a merit increase. Comm. Walker - sided with the County Judge by stating that a lump sum given to the department heads would give them options they have never had before. VdL- PAO S e i Commissioners Court Special Meeting June,23, 1995 County Attorney Jim Kuboviak - agreed with Commissioner Sims about a COLA and a merit increase and emphasized that an employee should not be penalized. He said that a merit increase is for those who go over and above the job. • District Attorney Bill Turner - agreed with Commissioner Sims saying that the COLA is a way for the employee to stay even with the cost of living and he should not lose buying power to work here. He also said that there was a need to reward those who go above and beyond. Comm. Norton - said that the county could not discard the group and step system for some unknown system that would cause grave inequities in pay. The COLA, he went on to say, is a cost of living increase to maintain buying power. The merit is necessary to reward those who do more. This is no time to change. He suggested asking for another study like Ray and Associates prepared and put in a better system that offers checks and balances. • Comm. Cauley - said he had spoken with department heads and had been informed that there were employees currently working at the Courthouse who because of low pay were on food stamps. He said that the system (group & step) was working but that it needed to be fine tuned. He went on the say that the court needed to establish an amount for a COLA and an amount for a merit increase. He reminded the court that the majority of people working in the courthouse were protected under the law and that equity in pay would avoid law suits. County Attorney Jim Kuboviak - repeated the need to re-evaluate the Ray and Associates study. The County Judge moved to give a lump sum increase to the department heads and let them decide how to distribute the money to the employees. The motion was seconded by Commissioner Walker. The County Judge and Commissioner Walker voted "Aye". Commissioners Cauley, Norton and Sims voted "No". The motion was rejected. Commissioner Cauley moved to give an across the board ~J COLA increase and if there were any monies left, then a merit increase could be given to the employees. The motion was seconded by Commissioner Norton. Commissioners Cauley, Norton and Sims voted "Aye". The County Judge and Commissioner Walker voted "No". The motion carried. The County Judge moved to take the average of the cost of living for 1992, 1993 and 1994 which was 2.4, 2.6 and 2.8 and establish the COLA at 2.6%. Commissioner Norton seconded the motion and it carried unanimously. S PAOE~.~ VOL Commissioners Court Special Meeting June 23, 1995 The County Judge informed the Court of the following items: 1. The need to work on job classification as to whether an employee is hourly or salaried. 2. Need to continue working on a travel policy. 3. Consider budgets of the support agencies. 4. Drug testing for those employees having CDL licenses. 5. Hazardous material training for all employees handling hazardous material. Danny Garcia, representative to the Texas Association of Counties can provide the training. Commissioner Sims reminded the Court and those in attendance that on July 20, 1995, there would be a combined meeting at the Brazos Center at 7:00 p.m. to discuss the Wellborn Corridor. Representatives from TxDOT would be in attendance to answer questions from the members of both city councils and members of the public.
