Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Susan Gandy Bea Green Marc Hamlin John Reynolds Cheryl Turney Ray Hamilton Richard Vance Bobby Riggs Rita Watkins M. J. There was no citizen's input. The Court proceeded to consider the change of status of the following employees. C • • • z s i 7 s _ Commissioners Court meeting May 22, 1995 stated he would have to vote no because he was against a lateral transfer with a raise. Commissioners Cauley, Norton and Walker voted "Aye". Commissioner Sims voted "No". The Court first considered the following Claims as submitted by the County Treasurer for payment: 95-000407 through 95-000619 Commissioner Sims questioned the payment of $4,000 to the College Station Independent School District. The County Auditor explained that it was payment for rental that had never been billed. On motion by Commissioner Norton, seconded by Commissioner Walker, the Court voted unanimously to approve the Claims as submitted. Commissioner Norton moved to transfer license and weights permitting to the Road and Bridge Department from the office of Constable Precinct 7. Commissioner Cauley seconded the motion. Commissioner Norton then amended his motion to include the effective date of June 15, 1995. Commissioner Cauley amended his second to include the effective date. The motion carried unanimously. The next matter for consideration was the purchase of portable weight scales by the Sheriff's Department. The Sheriff informed the Court that the scales currently in use were no longer repairable. He continued by telling the Court that the manufacturer, General Electrodynamics Corporation, quoted a price with trade in of the current scales at $2,800.00. This cost also includes the charging system that is placed in the vehicle that carries the scales. The government price is $6,760.00 for the same scales. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the expenditure of $2,800.00 for the purchase of the portable weight scales and that the funds come from the Road and Bridge budget. The Court next considered Budget Amendment $91/92-18, which would transfer funds budgeted for the Constable Precinct 7 Department to the Sheriff's Department and close the VOA S PAGE Iz I•• rr! ~~y f r t ~ r ~ E t r r k i f Commissioners Court meeting May 22, 1995 license and weights position in the Constable's office, close the Constable Precinct 7 Training Fund, transfer all funds out of Risk management and increase the budget in Justice of the Peace Precinct 4 for autopsies. On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter for consideration was the posting of speed limits and regulatory signs in the Oak Forest Subdivision in Precinct 3. The Commissioners Court met in a Public Hearing on May 17, 1995 to consider the posting. On motion by Commissioner Sims, seconded by commissioner Cauley, the Court voted unanimously to post the speed limit at 30 miles per hour in the Oak Forest Subdivision. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Ricky Palasota on Tyree Road in Briarwood Retreat Subdivision in Precinct 4 to clear out an existing drainage channel. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to authorize the work. The Court proceeded to consider authorizing work outside of county rights-of-way for the enhancement of county road projects. The Road and Bridge Department requested permission to enter the private property of Wayne Robinson located off Macey Road in Precinct 2 to remove trees along the edge•of the Macey Road right-of-way to create a better sight distance. On motion by commissioner Walker, seconded by Commissioner Cauley, the Court voted unanimously to authorize the work. The Court next considered the request from Cody Energy, Inc. to place .a road bore in the right-of-way of Hearne Road approximately 0.3 mile from its intersection with Democrat Road for an oil and gas pipe line installation. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the request of Cody Energy, Inc. and authorized the installation. A copy of the request is attached hereto. On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to the following individual: James M. Griffin - Lots 1 and 2, Block 5, Prairie View Heights addition, City of College Station, Brazos County, Texas and Lots 1, 2, and 23, Block 4, Prairie View Heights addition, City of College Station, Brazos County, Texas The Court acknowledged receipt of the Extension Service reports for April 1995 and acknowledged receipt of reports from County and Precinct Offices showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. Commissioner Cauley read a letter to the Court and updated them on the egret problem. The County Judge announced a workshop meeting would be held at 1:30 p.m in the Commissioners Courtroom. He then read aloud the sales tax comparison which showed a $400,000 decrease from last year. He next read a letter from the Big 8 RC&D stating that there were $32,000.00 in grant funds remaining and the Big 8 RC&D was asking that each Volunteer Fire Department request a dry hydrant installation to use up the funds.
