Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The Court next considered approval of the minutes of the Commissioners' Court meetings held February 20, 1995, February 27, 1995, March 6, 1995, March 13, 1995, March 17, 1995, March C e VOL .6" -PAGE ,~.z.0 Commissioners Court meeting May 8, 1995 r~ L 20, 1995 and March 27, 1995 (Meeting, Public Hearing & Workshop). On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the minutes as submitted. The next matter for consideration by the Court was a written re . + quest submitted by the District Attorney requesting approval for out of state travel for Assistant District Attorney Glynis McDaniel. Mrs. McDaniel would be traveling to Las Vegas, Nevada to attend Association of Government Attorneys in Capital Litigation seminar during the week of August 2 through the 5, 1995. On motion by Commissioner Walker, seconded by Commissioner Norton. the Court vot_Pa unanimously to grant the request from the District Attorney and approved payment of out of state travel expense for Mrs. Glynis McDaniel. The next matter before the Court was a request from the C7 • Bryan Independent School District for a one time use of a county dump truck for a Special Opportunity School project. In a letter to the Court, Sandra M. Petty, Administrator of the Special Opportunity School, explained that Monterey Mushrooms of Madisonville offered to donate some of its materials to enrich the soil of the garden project run by the school. The problem, she explained is that the school has no way to transport the material to the campus. On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to approve the one time use of a county dump truck to haul a load of material from Monterey Mushrooms of Madisonville for the Special Opportunity School. The Court next considered a report from the County Auditor on the audit of the Cawthorn Community Water Improvements Community Development Block Grant and the dispensation of $1,500 of remaining grant funds. The County Auditor informed the Court that the audit was complete and d 4 that since there was no requirement in the grant that a compliance audit be performed, he recommended remanding the Vp PAGE, _2-7/r. Commissioners Court meeting May 8, 1995 funds to the County. On motion by Commissioner Norton, seconded by Commissioner Cauley, the Court voted unanimously to remand the remaining $1,500 grant funds from the Cawthorn Water Grant to the county to reimburse it for audit expenses incurred with the grant. The next matter for consideration was approval to advertise for bids for Brazos County Employee Health and Life Insurance. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids for Brazos County Employee Health and Life Insurance. Paving. f The Court next considered the request from GTE Southwest to place two (2) road bores in the rights-of-way of Golden Mist and Rainbow Trail/Rainbow Acres Subdivision for buried cable installation. The sites are located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. A copy of the request is attached hereto. The next matter for consideration was the posting of a speed limit on Riley Road in Precinct 3. The Commissioners met in a Public Hearing on May 1, 1995 to consider the speed limits and at that time a 45 mph speed limit was recommended. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to set a 45 mph speed limit on Riley Road in Precinct 3. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to hold a Public Hearing on Wednesday, May 17, 1995 at 10:00 a.m. to consider the posting of speed limits and regulatory signs in the Oak Forest Subdivision in Precinct 3. The County Judge asked for citizen input and/or concerns. Larry Karstadt, President of the Noon Lions Club, informed the Court that he was here to announce that Sandra L. Dent was the newest inductee to the Law Enforcement Hall of Fame. He gave a brief biographical sketch, mentioning that during her tenure with Brazos County Ms. Dent helped create the Brazos County Family Violence Unit, established the Work Release Program, served as training attorney and prosecuted the first DWI mobile video taping case in Texas. Ms. Dent's picture will be on display on the second floor along with other recipients. The County Judge thanked Mr. Karstadt for sharing this with the Court. Commissioners Court meeting May 8, 1995 The Court next considered the following Claims as submitted by the County Treasurer for payment: 95-000001 through 95-000104 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Claims as submitted. The County Judge announced a Workshop session would be held at 1:30 p.m. There being no further business to come before the court, the meeting was adjourned. At this point, we pro- pose to bore under the Rainbow Trail and continue buried cable placement in a northeasterly direction, boring under Gold'en Mist Road and placing approximately 739' of cable along parallel to and 5' inside of the east right-of-way of Rainbow Trail. The location and description of this line and associated appurtenances is more fully shown by two copies of drawings attached to this notice. The line will be constructed and • maintained on the County Road right-of-way in accordance with governing laws. Notwithstanding any other provision contained herein, it is expressly understood that tender of this notice by GTE does not constitute a waiver, surrender, abandonment or impairment of any property rights, franchise, easement, license, authority, permission, privilege or right now granted by law or may be granted in the future and any provision or provisions so con- strued shall be null and void.
