COMMISSIONERS' COURT SPECIAL MEETING FEBRUARY 27, 1995 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, February 27, 1995, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Sandie Walker, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. There was no citizen input and/or concerns. The Court next considered an Order appointing Claude Davis to sit as Special Judge in County Court at Law II on March 17, 1995 to allow Judge Ryan to attend a mental commitments seminar in San Antonio. On motion by Commissioner Norton, seconded by Commissioner Walker, the Court voted unanimously to approve the order naming Claude Davis as Special Judge for County Court at Law II March 17, 1995. A full copy of the Order is attached to and made a part of these VOL s_pgpE~,,,,,, Commissioners Court meeting February 27, 1995 minutes. on motion by Commissioner Sims, seconded by Commissioner i Norton, the Court voted unanimously to exempt from competitive bidding the following vendors: a) Sysco Food Service b) White Swan c) Richters Bakery - Austin Division d) McLane Food Services e) Kraft-Foodservice, Inc. f) Readfield Meats g) Scarmado Produce, Inc. h) Lilly Dairy Products The Court next considered acceptance of a Warranty Deed for right-of-way on North Dowling Road in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Walker, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed from M. S. Kavanaugh for a 0.3646 acre tract on North Dowling Road in Precinct 1. The Court next considered approval of the Final Plat of Simoneaux Subdivision in Precinct 4. Richard Vance, County Engineer, stated that he had reviewed the plat and it appeared to be in order. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court unanimously approved the final plat of the Simoneaux Subdivision as submitted. The Court next considered the request from GTE Southwest to place a road bore in the right-of-way of North Dowling Road at its intersection with Stagecoach Road for cable installation. The site is located in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Walker, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court next considered the request from Aquila Southwest Pipeline Corporation to place a road bore in the right-of-way of white Switch Road to install a natural gas pipeline. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Walker, the Court voted unanimously to approve the request of Aquila Southwest Pipeline Corporation and authorized the installation. A copy of the request is attached hereto. The Court next considered approval of the Preliminary Plat of German Acres in Precinct 1. Commissioner Norton indicated that a 60.0 foot right-of-way width on Cain Road needed to be included on the final plat. On motion by 4 Commissioner Norton, seconded by Commissioner Cauley, the Court unanimously approved the preliminary plat of German Acres in Precinct 1 with the stipulation that the plat include a 60.0 foot right-of-way width on Cain Road. The Court next considered setting Public Hearings on the following items: 1. The setting of speed limits on Weedon Loop in Precinct 3. i On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to set the date of the Public Hearing on Monday, March 13, 1995 at 11:00 a.m. 2. Naming of the un-named road that abuts Koppe Bridge Road in Precinct 1. The Judge discussed the following topics: 1. Received a request from Walker and Walker Bail Bonds and local attorneys for access to the County Court records. Cited SB 299 giving authorization for the request. 2. Received a letter from Bill Youngkin with proposal for Delinquent Tax Collection. Commissioner Walker stated felt need to change attorneys periodically. Commissioner Sims preferred going out for RFP's. County Judge wants to talk to the VOL-4~:.PAGE ,~y Commissioners Court meeting February 27, 1995 two cities and the two school boards prior to making a decision. 3. Smoking Policy adopted January 19, 1993 needs to be revised. County Judge wants building to be smoke free. Purchasing Agent wants policy to extend to county vehicles. The question is how to enforce the policy. 4. Recommendation from the Courthouse Security Committee need to be reviewed. 5. EDC has made progress with Sanderson Farms representatives. A waste water system will need to be built. EDC says it has funds to build the facility. 6. Conoco has signed contract to locate at the Moore Business facility. 7. COPS FAST Program - the Judge would like to visit with the Sheriff and Deputy Watkins about the program. 8. TAC has designated April 2 through the April 8 as County Government Week. 9. Budget Amendment and name change request from Data Processing plus draft copy of computer policy. 10. County Judge concerned about the number of pagers and cellular phones in use in the county. Is concerned we are paying for communication services that we don't need. 11. County Judge has meeting about Easterwood Airport and with the Bryan/College Station Fire Departments.
