BRAZOS COUNTY COMMISSIONERS' COURT MEETING
THE COMMISSIONERS' COURT WILL MEET IN SPECIAL SESSION, ON MONDAY,
AUGUST 22, 1994 AT 9:00 A.M. IN THE COMMISSIONERS' COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE. 300 EAST 26TH STREETS SUITE 116a BRYAN.
TEXAS.
1. Invocation.
2. Pledge of Allegiance.
3. Consider and take action on budget amendments.
4. Consider and take action on request from Constable, Precinct 7, regarding
repair work on various vehicles.
5. Consider and take action on request from Data Processing for out of state
travel.
6. Consider and take action on the appointment of the Federal Wage and Labor
Law Institute to represent Commissioners Court in various areas of litigation
for a period of one (1) year.
7. Consider and take action on Request for Proposals for the Modernization of
Jail Elevator and authorize the payment thereof. RFP No. 94-756
8. Consider and take action on the calling of Public Hearings on the following:
a. Closing of two (2) unnamed railroad crossings in Precinct 1
b. Limit speed on county maintained roads in Timberwilde
Subdivision and install certain caution signs in Precinct 3
C. Limit speed on Bird Pond Road in Precinct 3
9. Consider and take action on 30 mph speed limit throughout Nantucket
Subdivision and placing a stop sign at the intersection of Nantucket and
Harpers Ferry Road in Precinct 1.
10. Consider and take action on work outside county rights-of-ways for the
enhancement of county road projects in Precinct 1 (2 projects) and Precinct
4 (1 project).
11. Consider and take action on acceptance of Warranty Deeds for the following
rights-of-ways:
a. Elmo Weedon Road Precinct 3
b. Jones Road Precinct 4
12. Acknowledge receipt of Treasurers report.
13. Consider and take action on personnel change of status.
14. Consider and take action on payment of claims.
15. Adjourn.

SPECIAL MEETING
AUGUST 22, 1994
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, August 22, 1994, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
1 Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4, Absent;
Mary Ann Ward, County Clerk.

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court first considered Budget Amendment 193/94-27,
which would reallocate funds budgeted for the County
Attorney's Department, transfer funds from Non Departmental
to Constable Precinct 1, Capital Projects and increase the
budget for Boonville Cemetery. on motion by Commissioner
Norton, seconded by Commissioner Sims, the Court voted
i unanimously to approve the budget amendment as submitted, a
copy of which is attached hereto.
The Court next considered a request* from Constable
Precinct 7 seeking to use undamaged parts from a 1992 Ford,
Unit 5607, VIN 30635 to fix a 1992 Ford; Unit 5609, VIN 30634
and a budget amendment to transfer the needed funds into the
Constable Precinct 7 budget. Both vehicles were damaged in

separate auto accidents. Constable Pittman also submitted
three estimates for removing the parts from Unit 5607 and
installing them in Unit 5609. on motion by Commissioner
Norton, seconded by Commissioner Sims, the Court voted
unanimously to take the lowest estimate from Twin City Paint
& Body Shop for removing and installing the parts and to make
a budge amendment for the costs.

request submitted by the head of Data Processing requesting
approval for out of state travel for Allen Campbell. Mr.
Campbell will be traveling to Nashville, Tennessee to attend
a "Developers Conference" during the week of October 9 through
the 12, 1994. On motion by the Commissioner Sims, seconded by
Commissioner Wilcox, the Court voted unanimously to grant the
request from the head of Data Procession and approved payment
of out of state travel expense for Allen Campbell.
On motion by Commissioner Sims, seconded by Commissioner
Norton, the Court voted unanimously to appoint the Federal
Wage and Labor Law Institute to represent the Commissioners
Court in various areas of litigation for a period of one (1)
year.
The Court next considered awarding the following bid:
RFP No. 94-756 - Modernization of the Jail Elevator
Specifications

Commissioners Court meeting August 22, 1994
unanimously to accept the recommendation
of the Auditor and award the contract to
Dover Elevator.
On motion by Commissioner Norton, seconded by
Commissioner Sims, the Court voted unanimously to hold the
following Public Hearings on August 29, 1994:
1. 10:00 a.m. to set a 30 mph speed limit throughout
Timeberwilde Subdivision on County maintained Roads. •
2. 10:30 a.m. to set a 30 mph speed limit on Bird Pond
Road.
3. 11:00 a.m. to close two railroad crossings in
Precinct 1.
It was the consensus of the Court to table consideration
of a 30 mph speed limit throughout Nantucket Subdivision and
placing a stop sign at the intersection of Nantucket and
Harpers Ferry Road in Precinct 1 until the traffic study is
complete.
The Court next considered authorizing work outside of
county rights-of-way for the enhancement of county road
projects. The Road and Bridge Department submitted three (3)
requests for permission to enter private property. The first,
to enter the private property of Steve Boyd located off
Thousand Oaks Road to haul away fill material to be used on
Stousland Road construction. The second, to enter the private
property of Jeff Edwards located off Timberline Drive to dis-
pose of excess asphalt pavement and soil. Both sites are in
Precinct 1. The third, to enter the private property of cat
Gilbert located off of Fazzino Road to stock pile road
material. The site is in Precinct 4. On motion by Commis-
sioner Wilcox, seconded by Commissioner Norton, the Court
voted unanimously to authorize the work.
The Court next considered acceptance of two (2) Warranty
Deeds. The first, for right-of-way along Jones Road in
Precinct 4 and the second, for right-of-way along Elmo Weedon
Road in Precinct 3. On nation by Commissioner Sims, seconded
by Commissioner Wilcox, the Court voted unanimously to
authorize the County Judge to accept on behalf of Brazos

Rancho Grande, Inc. for the expansion of Jones Road in
Precinct 4 and from Tracey R. Peters and Mary Elizabeth
"Mollie" Peters for the expansion of Elmo weedon Road located
in Precinct 3.
The court received, approved and ordered filed as
submitted the Treasurer's report for July 1994. A copy of
which is attached to and made a part of these minutes.
The Court proceeded to consider the change of status of
the following employees.

On this the 22nd day of August 1994 at a special meeting of the
Commissioners' Court, the following members were present:
R. J. Holmgreen, County Judge, Presiding
Gary Norton, Commissioner, Precinct 1;
Walter Wilcox, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Milton Turner, Commissioner, Precinct 4;
Mary Ann Ward, County Clerk.
The following proceedings were held:
THAT WHEREAS, on August 22, 1994, the Court heard and approved
a budget amendment for the 1993-1994 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 13,
1993, the following amendment(s) to the original are hereby
authorized, as described on the attached 2 page(s).
