J. Holmgreen, County Judge, Absents Gary Norton, Commissioner of Precinct lj Walter Wilcox, Commissioner of Precinct 21 Randy Sims, Commissioner of Precinct 3, Presiding Milton Turner, Commissioner of Precinct 4s Mary Ann Ward, County Clerk. The Court next considered approval of the minutes of the Commissioners' Court meetings held June 20, 1994, June 24, 1994, July 5, 1994, July 11, 1994 and July 18, 1994. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the minutes as submitted. The Court next considered Budget Amendment 193/94-25, which would transfer funds from the Non Departmental Department tp. the County Clerk's department. On motion by Commissioner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. `r Commissioners Court meeting August S. 1994 r i r The Court next considered action on a Supplement to an Independent Contractor Agreement between Brazos County and Junction Five-O-Five. The Supplement merely adds the new recycling center on Mumford Road to the list of recycling center sites. The site will be operated pursuant to the original Agreement between Brazos County and Junction Five-0- Five with Brazos County paying one Thousand One Hundred Thirty Dollars (;1,130.00) per month for the new site. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the Supplement to an Independent Contractor Agreement between Brazos County and Junction Five-O-Five. A copy of the Supplement is attached hereto. The next matter before the Court was approval of the renewal of a Contractual Agreement between the Texas Department of Protective and Regulatory Services and Brazos County for Child Protective Services. Term of the contract will begin September 1, 1994 and continue through August 31, 1995. The Texas Department of Protective and Regulatory Services will pay Brazos County for each service rendered. On motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to renew the contractual agreement with the Texas Department of Protective and Regulatory Services for child protective services. A copy of the contractual agreement is attached hereto. The next matter before the Court was consideration of an alcohol policy and fee changes for the Brazos County Event Facilities. Commissioner Norton read the policy aloud. There were requests for revision of two (2) items. One being the description of the Peace Officer, the Court wanted the inclusion of Peace Officers from the two cities, Sheriff's Deputies and Constables. The second, was to include all meeting rooms and the concourse area in the Alcohol Use Policy. The Court next considered an Exemption from Competitive Bidding Requirements of Local Government Code, Section a i k i' I i i ~ 4~ r L r• v~ .wr • Commissioners Court meeting August 8, 1994 i 1 j _ I 262.024(a)(4). This is for the purchase of the personal and/or professional service, Election Consulting Services and Equipment from Bill McLeod of Texas Voting System, Inc. The Commissioners' Court determined that this was a single source supplier. on motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to approve the Exemption of Competitive Bidding Requirements and authorized the payment for all personal/professional services from the designated individual for the November 1994 election. The next matter for consideration was an application made by Raymond Day to deposit into the Texas County and District Retirement System the amount due to buy back prior service with Brazos County. Submitted with the application is a check in the amount of Two Thousand Four Hundred Thirty Five Dollars and Twenty Nine Cents (;2,435.29). On motion by commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to authorize Mr. Day to buy three years and ten months prior service in the retirement system and to pay the county's matching contribution of Two Thousand Four, Hundred Thirty Five Dollars and Twenty Nine Cents ($2,435.29). The next matter for consideration was two tax refunds to Victoria Bank and Trust. In a Court settlement it was agreed that the appraised value for 1992 on 10.89 acres be lowered from $7,986,610.00 to $7,000,000.00 and the appraised value for 1993 on the same 10.89 acres be lowered from $7,143,490.00 to $7,000,000.00. On motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to refund $6,126.04.36 in county taxes for 1992 and $623.03 in county taxes for 1993 to Victoria Bank and Trust. The Court next considered the request from Wellborn Water Supply Corp. to place a 2" service bore in the right-of -way of Valley Circle Drive (Valley Ridge Subdivision) for water line installation. The site is located in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. on motion by Commissioner Norton, i I I Commissioners Court meeting August 8, 1994 seconded by Commissioner Turner, the Court voted unanimously to approve the request of Wellborn Water Supply Corp. and authorized the installation. A copy of the request is attached hereto. The Court next considered authorizing work outside of county rights-of-way for the enhancement of county road projects. The Road and Bridge Department requested permission to enter the private property of Steve Boyd off Thousand Oaks Road to haul away fill material to be used on Stousland Road construction in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to authorize the work. • The Court next considered approval of the Preliminary Plat of Willow Run Subdivision in Precinct 1. Richard Vance, County Engineer, stated that he had reviewed the plat and stated that the county would not install oversized culverts. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court unanimously approved the Preliminary Plat of Willow Run Subdivision in Precinct 1. The Court next considered approval of the Preliminary Plat of the Tabor Ranchettes in Precinct 2. Richard Vance, County Engineer, stated that he had reviewed the plat and it appeared to be in order. on motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court unanimously approved the Preliminary Plat of the Tabor Ranchettes in Precinct 2. • i 3 The Court next considered approval of the Preliminary Plat of Melody Acres Subdivision in Precinct 3. Commissioner Sims next read a memo from the Treasurer's office which informed the Court that the August 1, 1994 claims register was incorrect. Due to a Data Processing error, all claims from the July 25th meeting were added to the August 1st claims register. All alcoholic beverages are required to be placed in the servery area. Only cups and glasses may be put on tables within the Assembly Rooms. Alcoholic beverage containers are prohibited on tables. 2. All alcoholic beverages are served from the servery by a certified bartender. A list of acceptable bartenders will be available in the Brazos Center office. Others who are certified may be employed but must have a copy of their certification on file in the Brazos Center office. A uniformed, certified peace officer supervised by a municipal ~ Ilaw enforcement agency must be in or by the servery with the fi t. J .bartender during the entire event. Bartenders and peace y ` l1 I of ticers may be paid in cash by the user or by check prior to 1n - the event. Checks will be held in the Brazos Center office ` until the event ceases whereupon the check will be given i Y mmediately to the recipient. 4. Bartenders are instructed to deny service to any one they deem intoxicated sufficiently to be of potential danger to themselves or to others. Such people will be asked to cease drinking alcohol, or will be asked to be taken from the premises or will be officially charged and removed by a peace officer. 5. Events held in Assembly I only which include alcoholic beverages will follow the above guidelines except that the serving area will be designated prior to the event at a site agreeable to both the user and the Center. ASSEMBLY III & IV.. 1. All alcoholic beverages are required to be placed at a site agreeable to both the user and the Center. Only cups and glasses may be put on tables. 2. Protective homemaker services may be provided to: 1. Families with children in their home, and 2. Families with children whose permanent plan is to return home. Contractor staff is not authorized to provide services under this contract until provided with a completed Form 2054, Eligibility without Regard to Income, by Department staff. All Forms 2054 received by the contractor will be retained by the contractor for review by appropriate Department staff, including auditors. VII. Reports By the fifth working day of each month, the contractor staff will submit to the appropriate Department supervisor the following informations ae list of clients served during previous month b. number of hours of service each client received in the categories described on the reporting form c. contact sheet listing each face-to-face contact d. narrative monthly progress report for each client served during the previous month except those receiving primarily monitoring services. Each report must be signed by the home care specialist. e. when services are terminated, the contractor staff must provide PRS with a written closure summary indicating progress and achievement either made or not made on the goals and objectives identified in the service plan. A written service plan must be developed for each family within 30 days after the home care specialist's initial visit. A copy of this plan will be sent to the appropriate Department supervisor for review. VIII.Referrals and Procedures The referral process, notification of missed visits and other procedural matters will be arranged between contractor staff and program staff. Dim mrtment -Resnonsibilitiess The Department will supervise the protective homemaker position to assure acceptable job performance. Responsibilities of the supervising Department staff will Include, but not be limited to, the followings as Periodic review of service plans, client records, and monthly reports to assure provision of appropriate and timely services and maintenance of records In compliance with the requirements of the contract, b. Regularly scheduled supervisory conferences, c. Annual written evaluation of job performance, d. Annual verification of car Insurance and driver's license, e. Assurance that the home care spectalist receives adequate orientation and a minimum of 40 hours of documented training during the contract period. Training may be provided In a class, in a supervisory conference, or In a workshop type presentation during a unit meeting. Contractor will assume responsibility for initial verification r that the protective homemaker is insured and that the protective homemaker is licensed to operate a motor vehicle in Texas. Subsequently, Department supervising staff must include verification as part of the annual job performance evaluation process. The Department is not obligated to pay in excess of the k Contractor's maximum reimbursable budget or allocated funds. However, this agreement in no way constrains the Department from increasing the maximum reimbursable amount of the contract to purchase necessary additional services should funding be available. The protective homemaker is a mature person with knowledge of child development, knowledge of the dynamics of child abuse and neglect, and skills in homemaking. The homemaker assists ins preventing further abuse and neglect; improving family functioning; preventing removal of a child from his\her own home; or facilitating the return of a child previously removed. WORK PERFORMEQs Serve as role model for parent. Demonstrate constructive ways of discipline. Teach basic child care information. Teach parent how to prepare nutritious meals. Teach basic skills, e.g., how to take temperature, recognise illness. Teach feeding techniques for children. Explain use of community resources.
