expansion of the following roads in Precinct 1:

b. Straub Road

13. Consider and take action on personnel change of status.

SPECIAL MEETING
JULY 25, 1994
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, July 25, 1994, with the following members of
the Court presents
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3, Absent;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.

Commissioner Norton gave the invocation and led the
pledge of allegiance.
The first matter before the Court was a request from Dr.
Charles Schultz to address the Court. Dr. Schultz,
representative of the Brazos County Historical Commission,
presented the Court with the Distinguished Service plaque
awarded to the local Historical Commission for their
outstanding work during the past year. Dr. Schultz thanked
the Court for its support. The County Judge congratulated the
commission for its achievement and reaffirmed the Courts
support of the commission and its activities.
The Court next considered approval of the minutes of the
Commissioners' Court meeting held June 13, 1994. On motion by
Commissioner Norton, seconded by Commissioner Turner, the

Commissioners Court meeting July 25, 1994
Court voted unanimously to approve the minutes as submitted.
The Court next considered an order appointing James A.
Amis, Jr. to sit as Special Judge in County Court at Law I on
July 27, 1994, August 3, 1994 and August 17, 1994 to allow
Judge Davis to take vacation time and Continuing Legal
Education. On motion by Commissioner Norton, seconded by
Commissioner Turner, the Court voted unanimously to approve
the order naming James A. Amis, Jr. as Special Judge for
County Court at Law I on July 27, 1994, August 3, 1994 and
August 17, 1994. A full copy of the Order is attached to and
made a part of these minutes.
The Court next considered awarding the following bids

and Juvenile Probation Departments

Ernie Wentrcek, spokesman for the ad hoc
committee formed to evaluate the bids,
recommended acceptance of the Lease
System bid submitted by BI. On motion by
the County Judge, seconded by Commis-
sioner Norton, the Court voted unani-
mously to accept the recommendation of
Mr. Wentrcek and award the contract to BI
to lease thirty two (32) units for a
total cost of $39,245.00 per year.
The Court next considered setting reasonable fees to be
charged for certain services by the office of Sheriff and
Constable. These fees are effective as of January 1, 1995.
On motion by the County Judge, seconded by Commissioner
Norton, the Court voted unanimously to set the following
Sheriff and Constable fees for 1995. These fees will be for
the District Courts, County Courts, Justice of the Peace
Courts and Small Claims Courts.

The Court next considered approval of the certification
of the county maintained road mileage as submitted by the
County Engineer. Richard Vance, County Engineer informed the
Court the County maintained 465 miles of roads. On motion by
Commissioner Turner, seconded by Commissioner Norton, the
court voted unanimously to approve the certification submitted
by the County Engineer and forward a copy to the State
Department of Highways and Public Transportation.

The Court next considered retaining the current road and
bridge fee and school crossing guard fees for 1995. On motion
by the County Judge, seconded by Commissioner Norton, the
Court voted unanimously to continue collecting $10.00 for the
County Road and Bridge Fee and $1.50 for the child safety Fund
Fee. Commissioner Norton related that the county was asked by
the school districts to collect the $1.50 fee and because of
state law, had to comply.

Commissioners Court meeting July 25, 1994
' On motion by Commissioner Norton, seconded by
Commissioner Turner, the Court voted unanimously to call a
Public Hearing for Monday, August 15, 1994 at 11:00 a.m. to
hear commentary for and against the setting of a 30 mph speed
limit throughout the Nantucket Subdivision and the placing of
a stop sign at the intersection of Nantucket and Harpers Ferry
Road in Precinct 1.
The next matter for consideration by the Court was
acceptance of two easement grants conveyed to Brazos County as
easement for the purpose of expanding and improving Stousland
' Road and Straub.Road in Precinct 1. on motion by Commissioner .
Norton, seconded by Commissioner Turner, the Court voted
unanimously to accept the easement grants from Michael W.
Blake and wife Paula Blake for the expansion of Stousland Road
and Layne J. Heald and wife Cynthia R. Heald for the expansion
of Straub Road located both in Precinct 1. The motion also
authorized the County Judge to execute the acceptance on
behalf of the County.
The Court received, approved and ordered filed as
submitted the Treasurer's report for June 1994. A copy of
which is attached to and made a part of these minutes.
The Court proceeded to consider the change of status of
the following employees.

term of the Court, at the Brazos County Courthouse, in the City of

WHEREAS, The Honorable Claude D. Davis, Judge of the County
Court at Law No. 1 of Brazos County, Texas, that on July 27, August
3 and August 17, 1994 will be absent from the bench due to vacation
time and Continuing Legal Education.
WHEREAS, he has requested the appointment of James A. Amis to
sit as special Judge of the County Court at Law No. 1 of Brazos
County, Texas on the above mentioned dates in all matters that are,
or may be, docketed on the Court's dockets for this day, and to
have and exercise all powers of a Special Judge in relation to
matters involved, it is, therefore;
ORDERED, ADJUDGED AND DECREED, pursuant to authority of
Article 30.03, Section 2, Code of Criminal Procedure, that James A.
Amis, a former Judge of County Court at Law of Brazos County,
Texas, to sit and hear all matters that are, or may be, docketed on
any of the Court's dockets on the above-mentioned days and shall
have and exercise all powers of such Special Judge in relation to

the Commissioners' Court of each County to set reasonable fees to
be charged for certain services by the office of Sheriff and
Constables and
Whereas, the Brazos County Commissioners' Court has determined the
fees listed below are required to recoup the
costs to Brazos County
for these services;
Therefore, the Commissioners' Court is of
the opinion that the
following fees are reasonable and should be
established for these
services in Brazos County effective January
1, 1995, and to remain
in effect until further orders of the Court
