E r C t t 1 , t r c COMMISSIONERS' COURT SPECIAL MEETING JUNE 20, 1994 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, June 20, 1994, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The court next considered Budget Amendment #92/93-19, which would reallocate funds budgeted for the Personnel Department. On motion by Commissioner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter before the Court was the appointment of Amy Hamilton Foster to the Brazos County Child Welfare Board. Topaz Hughes, Chairman of the Child Welfare Board, recommended the appointment in a letter to the Court. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court Q fi 1 • ' ism. i Commissioners Court meeting June 20, 1994 i . voted unanimously to appoint Amy Hamilton Foster to the Brazos County Child Welfare Board. The Court next considered the reappointment of Anderson Jones to the Board of Directors & Executive Committee of the Brazos Valley Development Council. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to reappoint Anderson Jones to the Board of Directors & Executive Committee of the Brazos Valley Development Council. This will be a three (3). year term beginning October 1, 1994 and ending September 30, 1997. The Court next considered awarding the bid for the expansion of the current county network. M. J. Deen, Data Processing Manager, recommended the low bid submitted by MicroAge. On motion by Commissioner Wilcox, seconded by the • • County Judge, the Court voted unanimously to accept the recommendation of the Data Processing Manager and award the contract to MicroAge. A copy of the tabulation is attached hereto. The next matter for consideration was approval to advertise for bids for an optical Jukebox and Image Retrieval Station. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids for an optical Jukebox and Image Retrieval Station. The next matter before the Court was consideration of the replacement of a wrecked police vehicle for Precinct 7 Constable. Constable Pittman asked that the County Auditor seek bids for a new police vehicle to replace the wrecked 1992 Ford. The Court voted at a previous meeting not to repair the vehicle but put it into the next auction. Commissioner Turner moved to consider replacement at budget time. Commissioner Norton stated that the inventory revealed six vehicles and a truck. He then asked how many deputies were in the department. Constable Pittman said five counting himself. Commissioner Wilcox moved to second the motion. Commissioners Turner, Wilcox and the County Judge voted "Aye" and Commissioners Norton and Sims voted "No". The Court next considered two requests from Wellborn Water Supply Corporation. The first request was to install a water line in the right-of-way of old Highway 6 approximately 2.5 miles southeast of its intersection with white switch Road. The second request was to place a road bore in the right-of-way of Arrington Road approximately 1800.0 feet from its intersection with Greens Prairie Road for a water line installation. Both sites are located in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. on motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the request of Wellborn Water Supply Corporation and authorized the installation. A copy of each request is attached hereto. The Court next considered two requests from GTE Southwest. The first request was to place a road bore in the right-of-way of South Dowling Road at its intersection with Koppe Bridge Road for buried cable installation. The site is located in Precinct 1. The second request was to place buried cable along the right-of-way of Elmo Weedon Road for a distance of 10 feet and Timberwilde Drive for a distance of 1059 feet. This site is located in Precinct 3. Commissioner Sims asked the County Engineer if GTE would be moving 5 feet away form the fence. The County Engineer answered "yes" and stated that all appeared to be in order and recommended approval of both requests. on motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of GTE Southwest and authorized the installations. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of TCA Cable and authorized the installation. A copy of the request is attached hereto. The Court next considered acceptance of a Warranty Deed for right-of-way for the expansion and improvements of Nunn Jones Road in Precinct 3. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed for 0.981 acres in the Maria Kegan League A-28 from Fronie Graham a landowner on Nunn Jones Road. • The Court next considered the request from Ferguson Burleson County Gas Gathering System to place a road bore in the right-of-way of Wheelock Hall Road approximately 0.42 mile southeast of its intersection with OSR. The site is located in Precinct 2. Included with the request is company check $3077 in the amount of $500.00. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the request of Ferguson Burleson County Gas Gathering System and authorized the installation. A copy of the request is attached hereto. The Court received, approved and ordered filed as submitted the Treasurer's report for May 1994. The existing system is built upon IOND fiber links between the buildings and lhiut etltciuct scguiatts widen cash building complete the backbone. This is a very standard cable plant and MicroAge recommends that this standard be continued in the expansion of the backbone. Novell Servers are designed to be routers. Thcy can route IPX and IP traffic from local segments on each server to the backbone segments. This routing is very cflic;ient and MiuroAgc has implemented this many times at Texas A & M. Using the servers as routers would save the county money and keep the network simple and easy to monitor and manage. A. MicroAge recommends extending the existing thinnet ethernet segment (Leg 1) to the server in Juvenile probation. Add an ethernet card to the Juvenile probation server and use the server to keep the local traffic from the backbone. Assuming coax cable histallatiou suppbcd by dic vowity. MicroAge would test/certify the line with a TDR cable scanner that checks distance and other cable parameters including background noise and terminate the cable for connecting into the existing thirinct ethernet. Install SMC Ethernet card in server and configure server 4. histall TCP/IP routing for the servers B. Connect a twisted pair cable from the HP Ethertwist Hub to Constable Nttman's SCO unix server. Adding a hub would retime the signal and insure that distance limitations were not exceeded. One cable could be run with both LAN servers on the same cable, or two cables could be run to further isolate the servers. If one tine were to experience a problem. then the other lines would still remaut operatiumd. Thirmet ethernet has a 600' distance limit. The hub hag 9 RNC ports, l AUT, and SNMP. Connect DA's LAN and Auditor's LAN to County network by adding a IOBT hub to the existing rack. A separdte twisted pair cable (preferably Level S) would then he run to each server. The distance limitation for l OBT ethernet is 330'. 7Fhe hub is an HP Ethertwist Hub Plus with 1 BNC, 12 R.14 5, 1 AUT . and SNMP. It is also compatible with the management software already in place. MicroAee is proposing to use HP equipment to insure compatihility with the network and management tools already in use. E. Proper operation of the network is guaranteed. The above solution does not required extending the fiber in any way. This results in a savings to the county dua to the expense of fiber.
