THE COMMISSIONERS' COURT SPILL MEET IN SPECIAL SESSION ON MONDAY, MAY
2, 1994 AT 9:00 A.M. IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS
COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS.
1. Invocation.
2. Pledge of Allegiance.
3. Consider and take action on award of bid for the Cawthon Water Service
Project and authorize the payment thereof.
4. Consider and take action on Resolution authorizing signatures for payment
requests in regard to the Cawthon Water Service Project.
5. Consider and take action on request from the Sheriff to keep Unit #89 Patrol
Car in his department.
6. Consider and take action on WordPerfect 5.1 Software Disposal.
7. Consider and take action on approving surplus equipment for Auction on May

A special meeting of the Commissioners' Court of Brazos

County, Texas was'held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, May 2, 1994, with the following members of the
Court present:
R. J. Holmgreen, County Judge, Presiding;

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The first matter before the Court was consideration of
the bid submitted for the Cawthon Water Service Project.
i James C. Duff, representative of Duff Consulting Engineers,
} recommended the bid submitted by Elliot Construction. On
motion by Commissioner Norton, seconded by Commissioner Sims,
the Court voted unanimously to accept the recommendation of

the engineering consultant and award the contract to Elliot
Construction. ' A copy of the bid tabulation is attached
hereto.
On motion by the county Judge, seconded by Commissioner
Sims, the Court voted unanimously to adopt a Resolution

Commissioners Court meeting May 2, 1994
appointing the County Auditor, Assistant County Auditor, the
County Treasurer and Assistant County Treasurer as the
authorized signatories for payment requests to the Texas
Department of Housing and Community Affairs for the Cawthon
Water Service Project. A copy of the Resolution is attached.
The Court next considered a request from the Sheriff to
keep unit 1189 in his fleet of vehicles. The Sheriff stated in
his request that occasionally an extra car is needed due to
vehicles needing repair. This vehicle has 80,000 miles on it
but is still in good condition. It will make a good spare
vehicle. On motion by Commissioner Norton, seconded by
Commissioner Turner, the Court voted unanimously to approve
the request of the Sheriff and let him keep Unit #89 in his
fleet.
The next matter before the Court was consideration of the
disposal of Word Perfect 5.1 software. The Data Processing
Department informed the Court that Word Perfect is no longer
manufacturing and distributing Word Perfect 5.1. As owners
upgrade to 6.0, Word Perfect is allowing them to donate their
old versions to the local school districts or to destroy them.
On motion by the County Judge, seconded by Commissioner
Norton, the Court voted unanimously to donate copies of Word
Perfect 5.1 to both the Bryan and College Station school
districts as the offices upgrade to the newer version.
On motion by Commissioner Turner, seconded by Commis-
sioner Norton, the Court voted unanimously to approve the list
of surplus equipment for the auction to be held May 21, 1994.
A copy of the list is attached hereto.
The Court next considered awarding the following bids:
Bid No. 94-747 - Six Sets of Two Doors for the entrance
to the Brazos Center
Cheryl Turney, Purchasing Agent, informed
the Court that only one bid had been
received. She then recommended rejecting
the bid received and rebiding the doors.
Commissioner Sims questioned the legality
of rebidding the doors when the bid
submitted by Acme Glass is public record.
Commissioner Sims moved to accept the bid

second. Then on motion by Commissioner
Norton, seconded by Commissioner Turner,
the Court voted unanimously to table
consideration pending receipt of infor-
mation from Ed Dobbins, of Maintenance
and Phyllis Dozier of the Brazos Center.

seconded by Commissioner Norton, the Court voted unanimously
to authorize the Purchasing Agent to advertise for bids on
Cellular Phone Purchases and Services.
The Court next considered approval of the Preliminary
Plat of Web-Con Subdivision in Precinct 1. Richard Vance.
County Engineer, stated that he had reviewed the plat and it
appeared to be in order. On motion by Commissioner Norton,
seconded by Commissioner Turner, the Court unanimously
approved the Preliminary Plat of the Web-Con Subdivision.
The Court next considered authorizing work outside of
county rights-of-way for the enhancement of county road
projects. The Road and Bridge Department requested permission
to enter the private property of A. I. Flowers off of River
Road to remove brush to improve the site distance at the
intersection. The site is in Precinct 1. On motion by Com-
missioner Norton, seconded by Commissioner Sims, the Court
voted unanimously to authorize the work.
The Court proceeded to consider the change of status of
the following employees.

A RESOLUTION BY THE COUNTY COMMISSIONERS OF BRAZOS COUNTY, TEXAS,
APPOINTING THE COUNTY AUDITOR, ASSISTANT COUNTY AUDITOR, COUNTY TREASURER
AND ASSISTANT COUNTY TREASURER AS THE AUTHORIZED SIGNATORIES FOR PAYMENT
REQUESTS TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS.

WHEREAS, the County of Brazos, Texas, has received a 1992 Texas Community
Development Program grant award to provide first time water service to
the Cawthon Community, and;
WHEREAS, it is necessary to appoint persons to execute certain documents
for requesting funds from the Texas Department of Housing and Community
Affairs.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSIONERS OF THE COUNTY
OF BRAZOS, TEXAS, AS FOLLOWS:
The County Auditor, Assistant County Auditor, County Treasurer, and
the Assistant County Treasurer shall be authorized to execute the State
of Texas Purchase Vouchers and/or Requests for Advance or Reimbursement
forms required for requesting funds approved in the 1992 Texas Community
Development Program grant.
