THE COMMISSIONERS' COURT WILL MEET IN REGULAR SESSION ON MONDAY,
FEBRUARY 14, 1994 AT 9:00 A.M. IN THE COMMISSIONERS' COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN,

A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, February 14, 1994, with the following members
of the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of'Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court next considered approval of the minutes of the
Commissioners' Court meetings held September 13, 1993 (2:00
p.m.), September 13, 1993 (2:30 p.m.), September 20, 1993,
September 23, 1993(2:00 p.m.), September 27, 1993, October 4,
1993, October 11, 1993 (9:00 a.m.), October 11, 1993 (10:00
a.m.) and October 11, 1993 (10:30 a.m.). On motion by
Commissioner Sims, seconded by Commissioner Wilcox, the Court
voted unanimously to approve the minutes as submitted.
Commissioner Wilcox abstained from voting on the minutes of
October 11, 1993 ( 9:00 a.m. and 10:00 a.m.) because he was
not present for the meetings.
The Court next considered Budget Amendment #93/94-06,
which would transfer funds between departments and funds to
create new accounting procedures as submitted by the County

Auditor. On motion by Commissioner Turner, seconded by
Commissioner Sims, the Court voted unanimously to approve the
budget amendment as submitted, a copy of which is attached
hereto.
The Court next considered adopting a Resolution
authorizing application for a grant to support the Narcotics
Trafficking Task Force that is administered by the District
Attorney's office. Brazos County will provide matching funds
in the amount of twenty five percent of the money utilized in
narcotics operations. On motion by the County Judge, seconded
by Commissioner Wilcox, the Court voted unanimously to
authorize the County Judge to make application on behalf of
Brazos County to the Criminal Justice Division and accept on
behalf of Brazos County such grant funds as may be tendered.
A copy of the resolution is attached hereto.
The Court next considered adopting a Resolution
authorizing application for a grant to purchase juvenile
services. Such grant to be in the total amount of $4,580.00.
This grant is in its fifteenth year. On motion by
Commissioner Wilcox, seconded by Commissioner Sims,. the Court
voted unanimously to authorize the County Judge to make
application on behalf of Brazos County to the Criminal Justice
Division and accept on behalf of Brazos County such grant
funds as may be tendered. A copy of the resolution is
attached hereto.
The next matter for consideration was a tax refund to VCS
Associates. In a Court settlement it was agreed that the
appraised value for 1992 should be $2,600,000.00 instead of
$3,005,200.00. On motion by the County Judge, seconded by
Commissioner Turner, the Court voted unanimously to refund
$1,782.47 in county taxes for 1992 to VCS Associates.
The Court next considered an Exemption from Competitive
Bidding Requirements of Local Government Code, Section
262.024(a)(7)(D). The Commissioners' Court determined that
this was a single source supplier for the maintenance on the

System 80 & System 11 from Unisys Corporation. On motion by
the County Judge, seconded by Commissioner Wilcox, the Court
voted unanimously to approve the Exemption of Competitive
Bidding Requirements and authorized the payment for said cost
not to exceed the amount of $33,500.00 per month.
The next matter for consideration by the Court was an
easement grant conveyed to Brazos County by Joe Larry Locke,
Trustee, for the purpose of expanding and improving Zweifel
Road. On motion by Commissioner Wilcox, seconded by
Commissioner Sims, the Court voted unanimously to accept the

easement grant from Joe Larry Locke, Trustee and authorized
the County Jduge to sign the acceptance.
On motion by Commissioner Norton, seconded by Commis-
sioner Turner, the Court voted unanimously to hold a public
hearing to consider a 45 mph speed limit on Koppe Bridge Road
and Greens Prairie Road in Precinct 1.
The place of the
hearing will be the Commissioners Courtroom, in the Brazos
County Courthouse on Tuesday, February 22,
1994 at 10:00 a.m..

Norton, the Court voted unanimously to table consideration of
the changes submitted by the District Clerk. On motion by the
County Judge, seconded by Commissioner Sims the Court voted
unanimously to approve the remainder of the changes of status.

On this the 14th day of February 1994 at a special meeting of the
Commissioners' Court, the following members were present:

THAT WHEREAS, on February 14, 1994, the Court heard and
approved a budget amendment for the 1993-1994 budget year for
Brazos County, Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 13,

A RESOLUTION BY THE COMMISSIONERS' COURT OF BRAZOS COUNTY,
TEXAS AUTHORIZING THE SUBMISSION OF A GRANT REQUEST TO THE
GOVERNOR'S CRIMINAL JUSTICE DIVISION FOR FUNDING TO BRAZOS
COUNTY, TEXAS FOR A PROGRAM KNOWN AS THE "NARCOTICS
TRAFFICKING TASK FORCE".

WHEREAS, THE COMMISSIONERS' COURT OF BRAZOS COUNTY, TEXAS, have the moral
obligation to the citizens and taxpayers of the Brazos County to ensure that the
criminal justice system operates in the most efficient and coordinated manner possible;
and,
WHEREAS, the Commissioners' Court is aware there are limited special services
available to or provided for the enforcement of drug laws; and,
WHEREAS, the Commissioners' Court feels that the continuation of the Narcotics
Trafficking Task Force will materially enhance the administration of Justice in Brazos
County, Texas; and,
WHEREAS, in order to receive Federal matching grant funds, local governments,
including Brazos County have been responsible for providing local matching funds in the
amount of twenty-five percent of the money utilized in narcotics operations; and,
WHEREAS, the opportunity exists to fund vital parts of this program through the
Office of the Governor of the State of Texas, Criminal Justice Division;
NOW, THEREFORE BE IT RESOLVED, by the Commissioners' Court of Brazos County,
Texas at its meeting on the 14th day of February, 1994 that:
1. The County Judge of Brazos County, acting on behalf of Brazos County be
authorized to make application to the Criminal Justice Division, Office of
the Governor, for grant funds resulting from the Narcotics Trafficking
Task Force.
2. The County Judge be authorized to accept such grant funds should they be
tendered; and
3. This resolution becomes effective upon its adoption.

A RESOLUTION AUTHORIZING APPLICATION
FROM GRANT TO PURCHASE JUVENILE SERVICES
WHEREAS,-the Governor of Texas, through the Criminal Justice Division, under the
provisions of the Juvenile Justice and Delinguencv Prevention Act and within the
authority of the Texas Family Code, has set forth a program to provide special
services for juvenile offenders; and
WHEREAS, in implementing the aforementioned program, the Governor is making
grant funds available for the purchase of needed service for juvenile offenders; and
WHEREAS, the Juvenile Court serving Brazos County has continuing need for a wide
range of services to be provided to selected juveniles.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONER'S COURT OF BRAZOS
COUNTY at its meeting on the 14th day of February, 1994, that:
1. The County Judge of Brazos County be authorized to make application
to the Criminal Justice Division, Office of the Governor, for grant funds
to be used for the purchase of services for selected juvenile offenders;
2. The County Judge be authorized to accept such grant funds should they
be tendered;
3. This Resolution becomes effective upon its adoption.
