THE COMMISSIONERS' COURT WUM MEET IN SPECIAL SESSION ON MONDAY,
FEBRUARY 7, 199 IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS
COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS.
1. Invocation.
2. Pledge of Allegiance.
3. Consider and take action on budget amendments.
4. Considerand take action on Contract between Bryan/College Station Chamber
of Commerce and Brazos County.'
5. Consider and take action on request from Data Processing for travel out of
state.
6. Consider and take action on the appointment of the following Reserve Deputies
for Constable, Precinct 7:
a. Harry Eugene Barrington
b. Michael Ross Bewley
c. Roy A. Deslatte
d. John B. Simek
7. Consider and take action to authorize the acquisition of right-of-way along
Zweifel Road for widening and improving Zweifel Road in Precinct 2.
8. Consider and take action authorizing the acceptance of an Easement Grant
from Robert W. Locke and the payment of fence relocation on the Zweifel Road
project.
9. Consider and take action on request from GTE to replace existing cable in
county right-of-way of Clear Lake Road in Precinct 3.
10. Consider and take action on personnel change of status.

SPECIAL MEETING
FEBRUARY 7, 1994
~ A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, February 7, 1994, with the following members
of the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge

k The first matter before the Court was approval of a

Contractual Agreement between Brazos County and the Bryan-
College Station Chamber of Commerce for the provision of
i
services to stimulate business and commercial activity in the
county. The term of the contract is for one year beginning
September 1, 1993 and terminating August 31, 1994. Brazos
County will pay $1,150 annually to the Chamber which in turn
- will provide programs to stimulate, encourage and develop
business locations and commercial activity in Brazos county
also aiding small and disadvantaged business development. On
motion by the County Judge, seconded by Commissioner Norton,
the. Court voted unanimously to enter into contractual

agreement with the Bryan-College Station Chamber of Commerce.
A copy of the contractual agreement•is attached hereto.
The next matter for consideration by the Court was a
written request submitted by the head of Data Processing
requesting approval for out of state travel for John Branch.
Mr. Branch would be traveling to Las Vegas, Nevada to attenc:
a Novell Netware Conference in May. On motion by Commissioner
Norton, seconded by Commissioner Turner, the Court voted
unanimously to grant the request from the head of Data
Processing and approved payment of out of state travel expense
for John Branch.
The Court next considered a request from Constable
Precinct 7, Winfred Pittman, to appoint Michael Ross Bewley,
Harry Eugene Barrington, John B. Simek and Roy A. Deslatte as
Reserve Deputy Constables. Each of the individuals has
completed the required training. On motion by Commissioner
Sims, seconded by Commissioner Wilcox, the Court voted
unanimously to approve the request from Constable Pittman to
appoint Michael Ross Bewley, Harry Eugene Barrington, John B.
Simek and Roy A. Deslatte as Reserve Deputy Constables at no
pay.
On motion by Commissioner Norton, seconded by Commis-
sioner Wilcox, the Court voted unanimously to authorize the
acquisition of right-of-way along Zweifel Road for the
widening and improving of that road.
The next matter for consideration by the Court was an
easement grant conveyed to Brazos County from Robert W. Locke,
for the purpose of expanding and improving Zweifel Road. On
motion by Commissioner Wilcox, seconded by Commissioner Sims,
the Court voted unanimously to accept the easement grant from
Robert W. Locke and authorized the County Judge to sign the
acceptance.
The Court next considered the request from GTE Southwest
to place a buried cable in the right-of-way of Clear Lake Road
beginning approximately 1600.0 feet from its intersection with

Wickson Lake Road for a distance of 6922.0 feet to replace
existing cable. The site is located in Precinct 3. on motion
by Commissioner Sims, seconded by Commissioner Turner, the
Court voted unanimously to approve the request of GTE
Southwest and authorized the installation. A copy of the
request is attached hereto.
The Court proceeded to consider the change of status of
the following employees.

Commissioner Turner moved to accept the changes as submitted.
Commissioner Wilcox seconded the motion. Commissioner Sims
questioned if the changes submitted by the District Clerk
weren't the same that were denied previously. Commissioners
Norton, Turner and Wilcox voted "Aye" Commissioner Sims voted
"No".
The Court next considered the following Claims as

On motion by Commissioner Turner, seconded by Commis-
sioner Norton, the Court voted unanimously to approve the

CONTRACT
SECTION I. PARTIES
The County of Brazos, hereinafter referred to as COUNTY, and the
Bryan-College Station Chamber of Commerce, hereinafter referred to
as CONTRACTOR, enter into an agreement for the provision of
services to stimulate business and commercial activity in the
County.
SECTION II. CONTRACT PERIOD
This contract shall commence September 1, 1993 and shall terminate
on August 31, 1994.
The CONTRACTOR agrees to perform the following services:
1. Design and provide programs to stimulate, encourage, and
develop business locations and commercial activity in Brazos
County.
2. Aid small and disadvantaged business development through
counseling, classes and other programs.
3. Provide the Commissioners' Court of the COUNTY with periodic
reports of these programs in the form of newsletters and other
information as may be requested by the Court.
SECTION Iy. PAYMENT
The COUNTY agrees to pay to the CONTRACTOR $1,150.00 for the
contract.period.

location of our proposed buried cable line on County roads in
Brazos County at Kurten, Texas.
This work is to be completed on Work Order 3POOICH which
is scheduled for February 14, 1993. If you have any, questions
concerning this work, please contact Richard Wallace at our
office in Bryan, telephone 409-821-472 within 15 days so that
we may explain or modify our proposal, otherwise, it is
understood that this proposal is approved.

GENERAL TELEPHONE NOTICE OF COMMUNICATION
COMPANY LINE INSTALLATION 1 11
January 24, 1994
TO THE COMMISSIONER'S COURT OF BRAZOS COUNTY
ATTENTION COUNTY JUDGE:
Formal notice is hereby given that GTE will construct a
communication line within the right-of-way of a County Road
in Brazos County, Texas as follows:
Beginning at a point approximately 1600' Northeast of the
junction of Clear Lake Rd and Wickson Lake Rd., 6922' of
buried cable will be placed Northeast at 5' within the
Northly right-of-way of Clear Lake Road. The proposed cable
will be buried to a minimum depth of 30". This work replaces
existing cable in route.
The location and description of this line and associated
appurtenances is more fully shown by four copies of drawings
attached to this notice. The line will be constructed and
maintained on the County Road right-of-way in accordance with
governing laws.
Notwithstanding any other provision contained herein, it is
expressly understood that tender of this notice by GTE does
not constitute a waiver, surrender, abandonment or impairment
of any property rights, franchise, easement, license, authority,
permission, privilege or right now granted by law or may be
granted in the future and any provision or provisions so con-
strued shall be null and void.
Construction of this line will begin in February, 1994.
