Adjourn. . 1 1 i \ COMMISSIONERS' COURT SPECIAL MEETING JANUARY 24, 1994 • A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, January 24, 1994, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Judge LWV Commissioner Sims gave the invocation and led the pledge • of allegiance. The Court next considered an Order appointing James A. Amis, Jr. to sit as Special Judge in County Court at Law II on March 7, 1994 to allow Judge Ryan to take personal leave. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the Order naming James A. Amis, Jr. as Special Judge for County Court at Law II on March 7, 1994. A full copy of the order is attached to and made a part of these minutes. The next matter for consideration was the proposed Accounting Policy and Procedures for Fixed Assets. Commis- sioner Norton took exception to the following items: Page 1, B-1 - light bars, sirens, speakers and chainsaws have a life expectancy of longer than three years. Page 2, D-1 - the department head does not fill out the official report, the law enforcement-agency does. Sc • I Commissioners Court meeting January 24, 1994 Commissioner Sims questioned Section F "Equipment Transpor- tation and Handling" saying he felt it was the responsibility of the Auditor's office. Commissioners Sims and Wilcox both questioned the Section G "Acceptance of Donated Property". Their first question was about donated right-of-way. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to adopt the Accounting Policy and Procedures for Fixed Assets with the changes made by Commis- sioner Norton and with the understanding that the policy will be changed as needed. A copy of the Accounting Policy and Procedures for Fixed Asests is attached. ! The Court next considered Bid No. 94-733. After much discussion about whether or not the bid can be awarded to a local bidder instead of the low and the need for a bidding policy it was the consensus of the Court to table considera- c tion until the next Commissioners Court meeting. The Court received, approved and ordered filed as submitted the Treasurer's report for December 1993 and the fourth quarter report. A copy of each is attached to and made a part of these minutes. I w BRAZOS COUNTY, TEXAS ACCOUNTING POLICY AND PROCEDURES FOR FIXED ASSETS THE PROPERTY, PLANT AND EQUIPMENT OWNED BY BRAZOS COUNTY IS IN FACT THE PROPERTY OF THE TAXPAYERS OF BRAZOS COUNTY. IT IS THEREFORE THE COUNTY'S RESPONSIBILITY TO INSURE THAT THE PROPERTY IS MAINTAINED IN A USABLE CONDITION, SAFEGUARDED AND ACCOUNTED FOR. A. GENERAL POLICIES 1. The purpose for this comprehensive fixed asset control policy shall include but not be limited to the following: a. Establish responsibility and accountability for the fixed assets owned by Brazos County b.• Establish procedures for transfers of assets within the County C. Establish procedures for reporting stolen or missing property d. Establish procedures for receiving donated property 2. All County-owned supplies, equipment and machinery must be used for County business only. Elected Officials, Department Heads and employees ate responsible for ensuring accountability, maintenance and use of County equipment. B. RECEIPT OF NEW PROPERTY - TAGGING r 1. New property will be tagged for inventory purposes- by the Purchasing Agent. Purchasing will tag all furniture, . equipment and other property valued above $200.00 and with a potential useful life of three years or mores v exceptions shall include: small tools and telephones. i APPROVED BY COMMISSIONERS' COURT: January 24, 1994 1 n T Page I i• k r BRAZO~ COUNTY, TEXAS ACCOUNTING POLICY AND PROCEDURE FOR FIXED ASSETS C. TRANSFER OF PROPERTY 1. The transfer of any equipment from one Department to another must be approved by Commissioners Court and handled through the Purchasing Agent. In the event an i-:em is no longer required, the Department will notify Purchasing in writing. Purchasing will direct appropriate action to be taken. 2. All departments are encouraged to make inquiries about unused or unneeded equipment in the possession of other departments, but the decision as to whether the property is needed or unneeded ultimately rests with the Commissioners court. 3. Anytime property is transferred, a Fixed Asset Transfer Request (FORM 308-BC) must be completed in three (3) parts. A copy of the transfer document shall be maintained by Purchasing for inventory control; a copy shall be retained by the transferring department until the next physical inventory is conducted; and a copy is to be retained by the receiving department until its next physical inventory is conducted. 4. On occasion it is necessary for one department to "loan" fixed assets to another department. when this event does occur, it is the responsibility of the departments involved in the exchange to initiate Form 308-BC and as outlined in step 3 above, and to notate on the form in bold letters "LOAN". D. NISSINd AND/OR STOLEN PROPERTY 1. Lost or stolen property us be reported as soon as discovery is known to the Elected Official and/or Department Head. Initial reporting should be to the County Judge and the County Auditor (via telephone). This should be immediately followed by a report to the proper law enforcement agency. An official report from the law enforcement agency must be completed and obtained from that law enforcement agency. A completed FORM 319- BC, Lost/Stolen - Missing Property Data Form, must be submitted to the Purchasing Agent and the County Auditor with the official law enforcement report attached to his/her theft report. Those items which have an original purchase price of . $200.00 or more and are not reported lost or stolen are the responsibility of the Elected Officials, Department Heads and/or employees. The responsible party shall be responsible for the physical replacement of the-property or reimbursing Brazos County the replacement value of such property. 3. For assets purchased with a purchase price of less than $200.00, the Elected Officials and/or Department Heads may employ any form of internal accountability that they wish. Those items that are issued to an employee for use while employed should be recorded and maintained on some system, so that upon termination the employee can be held responsible for their return. 8. INVENTORY ACCOUNTABUXTY r 1. At the beginning of each calendar year, Elected Officials/Department Heads will be given a copy of their { Fixed Asset Account. Elected Officials/Department Heads are required to examine the listing for additions, deletions or corrections made throughout the year for which they are responsible. Once all additions and deletions have been properly accounted for or reconciled, the Elected Officials/Department Heads will be required to initial and date the listing as 'indicated, notating acceptance. One copy of the accepted Fixed Asset Inventory will be retained by the Elected Official/Department Head and one copy will be retained in file by the Purchasing Agent. 2. When an Elected Official or a Department Head terminates employment with the County, arrangements must be made . with Purchasing for an inventory of all equipment assigned to that department. The Official or Department Head must notify Purchasing two weeks in advance to ensure that the inventory can be taken before the termination date. The Purchasing Agent will provide to the Auditor and the Commissioners Court a full report, noting any discrepancies between property actually located and property listed on the inventory. The County Official or Department Head will be personally responsible and accountable for replacement or replacement value of all missing items in excess of $200.00. All authorized software purchases of Brazos County will be the expressed responsibility of the Managerial Information Systems Department. All software maintenance contracts and licenses will managed by the HIS department for the entire County. All purchases and installation of software and related components'should be scheduled through the MIS Director. F. EQUIPMENT TRANSPORTATION AND HANDLING 1. Departments shall be responsible for insuring that the Maintenance Department properly handles, loads, and transports all fixed assets assigned to the Department's Fixed Asset Account. This includes securing of hand receipts for returns or transfer of property from one location or account to another. O. ACCEPTANCE OF DONATED PROPERTY 1. The County will not be responsible for any property donated for County use until it is officially approved by Commissioners Court. E 2. Donations to the County must be approved by the department head receiving the property and accepting t responsibility for its use prior to the actual request being made. If the fair market value of the property is q less than $500.00 the Elected Official and/or Department Head receiving the property can authorize acceptance prior to approval by the Commissioners Court. Y t, 3. Any donation or gift offered to the County must be approved in writing by the Commissioners Court and Form 312-BC - Acceptance of Donated Property will be used to formalize acceptance. t 4. Valuation of the donation will be documented with the use of Form 313-BC (Bill of Sale and Transfer of Title). In k no instance will the County accept donated property with a value greater than $5,000 Without an independent third party appraisal attached to Form 312-BC. The determination to accept or reject the donation will be made by the Commissioners Court based upon the best interest of the County, considering such things as usefulness, and projected operating, maintenance, and insurance costs. 6. Once accepted, the receiving department will be required to fill out two (2) copies of the Fixed Asset Transfer Request (Form 308-BC) and deliver one copy to the Purchasing Agent and one copy should be retained by the department until the next physical inventory.
