IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation. 2. Pledge of Allegiance. 3. Consider and take action on budget amendments. 4. Consider and take action on Resolution supporting the installation of dry fire hydrants for rural areas. 5. Consider and take action on report from Auditor regarding memberships and professional dues. 6. Consider and take action on approval to advertise for bids on the following: a. Jailers Uniforms - Sheriffs Department b. Liability Insurance - Brazos County 7. Consider and take action on the award of Annual Janitorial Supplies for Brazos County and authorize the payment thereof. Bid No. 94-729 8. Consider and take action on personnel change of status. 9. COMMISSIONERS' COURT SPECIAL MEETING DECEMBER 31, 1993 • • A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, December 31, 1993, with the following members of the Court present: R. J. Holmgreen, County Judge, Absent; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, Presiding; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4, Absent; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Asst. to County Judge Bea Green Secretary to Commissioners John Reynolds Auditor Cheryl Turney Auditor's Office Sandie Walker Treasurer Richard Vance County Engineer Bobby Riggs Sheriff Edwin Dobbins Maintenance Mary (illegible) Brazos County Resident Jane Marsh Brazos County Resident Commissioner Sims gave the invocation and led the pledge of allegiance. The first matter before the Court -was a Resolution supporting the installation of dry fire hydrants. Commis- sioner Sims read aloud the resolution. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to adopt the Resolution supporting the installation of dry fire hydrants in the rural areas. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to table consideration of the report from the Auditor regarding memberships and professional dues. The Court next considered awarding the following bid: Bid No. 94-729 - Annual Janitorial Supplies Cheryl Turney, Purchasing Agent, recom- mended acceptance of the bid submitted by I i 7 i Commissioners Court meeting December 31, 1993 Century Paper for cleaning supplies with the exception of the floor finish. She went on to say that they would like to purchase the floor finish by competitive quotes as needed. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Century Papers for cleaning supplies with the exception of floor finish. A copy of the bid tabulation is attached hereto. The Court proceeded to consider the change of status of the following employees. Increase On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the changes as submitted with the condition that Ann Morris is a rehire of a former employee with no six month increase. TEXAS f 4 f r fF ,c• PRY F X RE HYDRANT RE SOLUT =ON WHEREAS, according to the Texas Commission of Fire Protection 42,000 of the 88,000 fires recorded in 1991 occurred in rural Texas; and WHEREAS, in many rural areas of Texas, a lack of water mains and domestic fire hydrants can impair a volunteer fire department's ability to effectively extinguish fires; and WHEREAS, the Resource Conservation and Development (RC&D) Areas, Soil Conservation Service (SCS), Texas Forest Service (TFS), and the Volunteer Fire Departments (VFD) are providing the materials and technical assistance to effectively install dry fire hydrants; and WHEREAS, the RC&D Areas in Texas, SCS, TFS and VFD have demonstrated a positive force for the past three years to improve the quality of life through rural fire protection; and WHEREAS, the dry fire hydrants conserve fuel through shorter water haul distances in a shorter time period; and WHEREAS, dry fire hydrants use water from ponds, lakes and streams, thus saving energy through the use of non-processed water which in turn saves precious drinking water, and WHEREAS, the dry fire hydrant program is a partnership between government entities and volunteers it is imperative that Texas county government take the leadership role of protecting rural residents from uncontrolled fires. NOW, THEREFORE, BE IT RESOLVED by the Commissioners Court of Brazos County, Texas, this the 31st day of December, 1993, that the members of this Court hereby officially recognize the importance of promoting the dry fire hydrant program in Brazos County for the purpose of improved rural fire protection, conservation of treated Mater supplies, conservation of energy and promotion of economic development; and That the members of this Court will assist in establishing an organizational structure which allows community volunteer fire departments to work together to promote dry hydrant water delivery systems for rural fire protection; and The members of this Court will support the installation of demonstration dry hydrants, through in-kind: such as providing materials and/or equipment used for installation.
