Consider and take action on Resolution authorizing Commissioner Sims to represent Brazos County in Cause No. 38,882 - Potter v. Brazos County, pending in the 361st. District Court. 5. Consider and take action on the appointment of Nancy J. Volkman to the Brazos County Historical Commission. 6. Consider and take action on Resolution authorizing participation with City of Bryan, City of College Station, and Texas A&M University of the design cost for improvements to George Bush Drive. 7. Consider and take action on approval to advertise for Fuel Pump Management System for Brazos County. 8. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1, Absent; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4, Absent; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Bea Green Secretary to Commissioners John Reynolds Auditor Cheryl Turney Auditor's Office Richard Vance County Engineer Bobby Riggs Sheriff Rita Watkins Sheriff's Office Jim Hiney Bryan/College Station Eagle Phyllis C. Fahlquist LWV Commissioner Sims gave the invocation and led the pledge of allegiance. The Court tabled consideration of the minutes. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to adopt a Resolution authorizing Commissioner Sims to sign documents on behalf of Brazos County in Cause No. 38,882 - Potter vs Brazos County pending in the 361st District Court. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to appoint Nancy J. Volkman to the Brazos County Historical Commission for the term ending December 31, 1994. The next matter before the Court was a Resolution authorizing financial participation with the Cities of Bryan and College Station and Texas ABM University in the design cost for improvements to George Bush Drive. Commissioner Sims stated that this was a great opportunity to participate but r~ `.I 145- • t f s • Commissioners Court meeting December 6, 1993 that it would be best to notify the governmental entities at budget time in order to fund the projects. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to adopt a Resolution authorizing financial participation with the Cities of Bryan and College Station and Texas A&M University in the design cost for improvements to George Bush Drive not to exceed $95,000.00. The next matter for consideration was approval to advertise for bids for the Fuel Pump Management System for Brazos County. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids for the Fuel Pump Management System. The Court next considered awarding the following bid: Bid No. 94-729 Annual Janitorial Supplies Cheryl Turney, Purchasing Agent, recom- mended acceptance of the bid submitted by Butler Paper for paper goods, the bid submitted by Ray Criswell for trash liners and to table consideration of cleaning supplies. On motion by Commis- sioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to. accept the recommendation of the Purchasing Agent and award the contract to Butler Paper for paper goods, Ray Criswell for trash liners and to table consideration of cleaning supplies. A copy of the bid tabulation is attached hereto. The Court received, approved and ordered filed as submitted the Treasurer's report for November 1993. The members of the Court then decided to send a memo to the Department Heads asking them to limit memberships in various organizations to only those that directly affect or aid the position. On motion by the County Judge, seconded by Commis- sioner Sims, the Court voted unanimously to approve the Claims as submitted. ' J 1 1:1 • • • • i Y RESOLUTION r I+~ r r A RESOLUTION OF THE GOVERNING BODY OF _ B"CA), EXPRESSING THAT ENTITY'S INTENT TO FINANCIALLY PARTICIPATE THE DESIGN COSTS FOR IMPROVEMENTS TO GEORGE BUSH DRIVE IN BRAZOS COUNTY FROM ITS INTERSECTION WITH FM2818 TO ITS INTERSECTION WITH WELLBORN ROAD. WHEREAS, the George Bush Presidential Library is presently scheduled to be opened in early 1996,.and; WHEREAS, the Cities of College Station and Bryan, Brazos County, and Texas A&M University are working in a cooperative fashion to properly plan for the infrastructure and other needs that this facility will require in its role as a key economic asset for the entire County, and; WHEREAS, these planning efforts have been coordinated through the George Bush Library Steering Committee and its various subcommittees including its Infrastructure Subcommittee with the membership of said steering committee and subcommittee being comprised of a representative cross section of the entire community, thus assuring input from all local governmental entities in Brazos County, and; WHEREAS, it has been determined through the study efforts of the George Bush Library Steering Committee and its Infrastructure Subcommittee that in order to properly plan and serve the surface transportation needs of the George Bush Presidential Library it will necessitate the need for improvements to George Bush Drive from its intersection with FM2818 east to Wellborn Road, and; WHEREAS, there are presently no funds available through the local TXDOT/MPO Transportation Improvement Plan for the improvement of this section of George Bush Drive that would allow for these roadway improvements to be completed by the time the Library is opened, and; WHEREAS, it is the desire of the Cities of College Station and Bryan, Brazos County, and Texas A&M University to approach the TXDOT Commission to request allocation of TXDOT discretionary funds for these roadway improvements, and in order to increase the likelihood of receiving a favorable response from the Commission as to the allocation of these discretionary funds for these improvements, the afore mentioned steering committee has recommended that the Cities of Bryan and College Station. Brazos County and Texas ABM University jointly,fund on an equal basis,the engineering design costs for these improvements. ~ PA-G.E f f NOW, THEREF RE, BE IT HERE BY RESOLVED BY THE GOVERNING BODY OF THAT: The ) agrees to fund one-fourth of the engineering design costs (currently estimated a approximately $300,000 total) for the above referenced improvements to George Bush Drive not to exceed $95,000 per entity with said improvements being designed to TXDOT standards. Further, this commitment is made based upon the understanding that the Cities of College Station and Bryan, Brazos County and Texas A&M University will agree to participate in this funding. It is further agreed by _~?sc ;1~ rZttsc that the City of College Station will serve as project manager and assemble a oject team with representatives from each of the 4 entities funding this engineering design as well as representatives from the local TXDOT office. Finally, acquisition of these engineering consultant services will be done according to the City of College Station processes and procedures for acquiring professional services.
