Adjourn. r I COMMISSIONERS' COURT SPECIAL MEETING SEPTEMBER 20, 1993 • A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, September 20, 1993, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Charles McDougal McDougal & Co. Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered Budget Amendment #92/93-26 which would transfer funds budgeted for Non Departmental and Justice of the Peace Precinct 4 Place 1 to Civil Defense and the Landfill. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. On motion by Commissioner Wilcox, seconded by Commis- sioner Norton, the Court voted unanimously to approve the renewal of the contract between Brazos County and the Brazos Valley Development Council for the administration of the Indigent Health Care Program. The term of the contract is from October 1,1993 through September 30, 1994 and the cost Commissioners Court meeting September 20, 1993 4 i !i .j h e i i will be $40,880.00. The next matter for consideration was a tax refund to Telecable Associates, Inc., d/b/a TCA Cable TV.. In a Court settlement it was agreed that the appraised value for 1992 on property account P86878 should be $4,956,150 instead of $5,619,923 and P86879 should be $2,935,740 instead of $4,426,075. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to refund $2,919.94 in county taxes for 1992 to Telecable Associates, Inc., d/b/a TCA Cable TV.. The next matter for consideration was the modification of the Hewlett Packard Contract RFP No. 92-626 - Computer Hardware System. The bid needs to include the following quotations from the Grant for Criminal History Electronic Reporting (under Chapter 60): Hardware $ 12,347.62 Consulting for Software Conversion $ 50,300.00 $ 62,647.62 The additions are compatible and will integrate with the new computer system. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to modify the Hewlett Packard Contract RFP No. 92-626 - Computer Hardware System to include the requirements for the Criminal History Electronic Reporting. This will be paid for from grant funds. The next matter for consideration was approval to advertise for bids for computer hardware. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids for computer hardware. On motion by commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to all bidders. On motion by Commis- sioner Sims, seconded by Commissioner Norton, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Valk Manufacturing. The Court next considered the request from Ferguson Burleson County Gas Gathering System to amend a road bore for a 12.0" pipeline installation approved in Commissioners' Court on January 25, 1993 to include one 6.0 inch and one 8.0 inch pipeline to be installed in the right-of-way of Peach Creek Road and request to apply company draft no. 4054 in the amount of $500.00 to cover the installation fee. The site is located in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the amended request of Ferguson Burleson County Gas Gathering System and authorized the installation. A copy of the request is attached hereto. t The Court next considered the request from Aquila Squthwest Pipeline Corporation for two (2) road bores. The f I. r if r F t: Commissioners Court meeting September 20, 1993 first to place a bore in the right-of-way of Dick Elliott Road approximately 710.0 feet from its intersection with Francis Road and the second road bore in the right-of-way of Francis Road approximately 903.0 feet from its intersection with Bickham Cemetery Road. Included with the request is check #017627 in the amount of $1,000.00. The site is located in Precinct 2. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the request of Aquila Southwest Pipeline corporation and authorized the installation. A copy of the request is attached hereto. The Court next considered a request from GTE Southwest for two road bores. The first road bore in the right-of-way of Rustic Oaks Drive/Rustic Oaks subdivision to provide service to a county resident and the second road bore in the right-of-way of Lakefront Drive/Forest Lake Estates to provide service to a county resident. The sites are located in Precinct 3. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to grant the variance from having to acquire signatures from surrounding land owners in the Replat of Lot 17, Block 7 of Rainbow Acres Subdivision Second Installment. The site is in Precinct 3. The Court next considered a refund to the Nolan Group. This is reimbursement of a $500.00 installation fee for a 3.0 inch low pressure gas gathering pipeline in the right-of-way of Britten Road. The property owner refused access for the installation and the project was canceled. The original request was approved at the Commissioners Court meeting of July 6, 1993. The delay was to allow a representative of Cleveland Asphalt to appear before Court. The Purchasing Agent made the following recommendations: 1. Acceptance of the bid submitted by Cleveland Asphalt for the AE-PRIME, acceptance of the bid submitted by Prime Materials for CRS-2 and HFRS-2P and acceptance of the bid submitted by Gulf States for SS-1 and HFRS-2. Cleveland Asphalt was low bidder on CRS-2 and SS-1 but due to previous material purchased from the company being unsatisfactory the bid was awarded elsewhere. Mr. Bill King, representative of Cleveland Asphalt, defended the quality of his material but did admit that they had not performed well on delivery. After hearing the comments from the representative of Cleveland Asphalt, Commissioner Sims moved to accept the recommendation of the Purchasing Agent and award the bid to Cleveland Asphalt for the AE-PRIME, acceptance of the bid submitted by Prime Materials for CRS-2 and HFRS-2P and acceptance of the bid submitted by Gulf States for SS-1 and HFRS-2. Commissioner Norton seconded the motion and it carried unanimously. Bid No. 93-702 - Annual Rental Contract for Heavy Machinery Cheryl Turney, Purchasing Agent, recommended acceptance of the low bid submitted by R. B. Everett on items, 12, 13, 14, 15, 18 and 19, the low bid submitted by Equipment Connection on items 1, 2, 4, 7, 9, 10 and 17, the low bid submitted by Edgar Machinery on items 8 and 11 and the low bid submitted by U- Rent-M on item 16. On motion by Commis- sioner Sims, seconded by Commissioner Turner, the Court voted unanimously to accept the recommendation of the Pur- chasing Agent and award the contract to the above mentioned vendors. Each renewal will follow consecutively upon the expiration of the term and of any renewal period and all other terms and conditions of the original contract will remain the same. The Board of Directors at the September 8, 1993 meeting approved renewal of the contract between the Brazos Valley Development Council and Brazos County for an additional $40,880.
