J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; ' Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; I Mary Ann Ward, County Clerk. f The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. D. Langley, Chairman of the Y Committee. Judge Langley gave a brief summary of the events leading up to the final draft of the report of the committee. He then went on to outline the recommendations. They are as follows: 0 Commissioners Court meeting August 25, 1993 Phase I Access To Courthouse 1. Improve Key Distribution 2. After hours door monitor 3. "Subject to Search" signs at each entrance 4. Main Courthouse employees park on W. J. Bryan Parkway lot. Modifications to Interior Spaces • 1. Emergency Lighting 2. Secure light switches from public access 3. Electric lock on Juvenile Services Special Equipment and Services 1. Safes to secure money until transferred to Treasurer 2. Telephone Service to Master and JP Courtrooms 3. Armored car service for Tax Office Bailiffs 1. Constables provide part-time bailiffs for Master and JP's Phase II Access to Courthouse II 1. Single public entrance to Main Courthouse 2. Photo ID card/lock badges replace all courthouse keys 3. Audible door alarm on fire exits 4. 'Reduce & change parking in front of Tax Office 5. Metal detector & X-ray at main entrance 6. Routine parking lot and hallway patrols Modifications to Interior Spaces 1. Duress alarms 2. Alarm for JP audible in DA and CA offices 3. Barrier Counters 4. Convex mirrors Bailiffs 1. Require non-certified police officer bailiffs to attend jail certification course 2. Require bailiffs to be in uniform 3. Authorize Sheriff to pay overtime for extra bailiffs Phase III Bailiffs 1. Require all bailiffs to become certified police officers and all future applicants to be certified 2. All bailiffs be required to attend training 3. Convert extra courtroom space to central jury room l F f r Commissioners Court meeting August 25, 1993 01 I r • 4. Install Plexiglass & electrically operated door in Treasurer's office and Auditor's office Judge Langley informed the Court that an X-ray System would cost approximately $28,000 and would require two (2) employees and eight (8) hours a day for each one. Also needed would be one (1) employee for roving patrol. Judge Langley stated that if the proposal is adopted then the recommendation for the committee would be to add three (3) full time employees to the Sheriff's Department. Judge Langley continued by saying that funding would be from additional court costs in criminal cases and civil cases as specified in SB 243. Also County and District Clerk collecting $1.00 for filing any document not subject to the security fee. The County Judge thanked Judge Langley and the members of the Courthouse Security Committee members for all of their work and stated that the Court would take the recommendations under advisement.
