IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation. 2. Pledge of Allegiance. 3. Consider and take action on budget amendments. 4. Consider and take action on request from Commissioner Walter Wilcox for out of state travel. 5. Consider and take action on the reappointment of R. J. Holmgreen to the Brazos Valley Development Council Board of Directors. 6. Consider and take action on Order appointing James A. Amis, Jr. to sit as Special Judge for County.Court at Law No. 2. 7. Consider and take action on the discontinuation of comprehensive/collision insurance on older Road and Bridge equipment. 8. Consider and take action on request from GTE Southwest, Inc. to install communication cable in the following county rights-of-ways in Precinct 3: a. Bird Pond Road b. Prospect Lane C. Short Stuff Road 9. Consider and take action on request from ARCO Pipe Line Company to install a cathodic protection site in the right-of-way of North Dowling Road in Precinct 1. 10. Acknowledge receipt of Treasurers Report. 11. Consider and take action-,on personnel change of status. 12. Consider and take' action on,payment of claims. 13. Adjourn: V® @- I-, I 1.1 . • COMMISSIONERS' COURT SPECIAL MEETING JULY 26, 1993 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, July 26, 1993, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Asst. to County Judge Cheryl Turney Auditor's Office Stephanie Clark Auditor's Office Terri White Treasurer's Office Rita J. Watkins Sheriff's Office Barbara Johnson County Clerk's Office Frank Palermo Road and Bridge Jim Hiney Bryan/College Station Eagle Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered Budget Amendment #92/93-21, which would reallocate funds budgeted for the Brazos Center and Data Processing. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter for consideration by the Court was a written request submitted by Commissioner Wilcox asking approval for out of state travel for himself. Commissioner Wilcox would be traveling to Tallassee, Alabama to attend a I Big 8 RC&D conference on "Dry Hydrants" on August 29 through September 1, 1993. On motion by the County Judge, seconded by Commissioner Norton, the Court voted unanimously to grant the request from Commissioner Wilcox and approved payment of out l r of state travel expense for him. t 3 3 e ~ i Commissioners Court meeting July 26, 1993 On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to appoint Judge Holmgreen to the Board of Directors, Brazos Valley Development Council for another three year term. The Court next considered an order appointing James A. Amis, Jr. to sit as Special Judge in County Court at Law II from August 16, 1993 through August 20, 1993 to allow Judge Ryan to attend the Advanced Family Law Seminar in San Antonio and on September 24, 1993 to attend the Judicial Section Annual Conference. On motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court voted unanimously to approve the order naming James A. Amis, Jr. as Special Judge for County Court at Law II for the dates of August 16, 1993 0 1 lei through August 20, 1993 and September 24, 1993. A full copy of the Order is attached to and made a part of these minutes. It was the consensus of the Court to table consideration of the discontinuation of comprehensive/collision insurance on older Road and Bridge equipment. The Court next considered three requests submitted by GTE Southwest, Inc.. The first, to place a road bore in the right-of-way of Bird Pond road beginning 3.0 miles south of its intersection with Highway 30 to install a communications cable. The site is located in Precinct 3. On motion by Commissioner Sims, seconded by Commissioner Norton, the court voted unanimously to approve the request of GTE Southwest, Inc. and authorized the installation. A copy of the request is attached hereto. The second, to place a buried cable in the southwest right-of-way of Prospect Lane and a road bore in the right-of-way of Short Stuff Road. The site is located in Precinct 3. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of GTE Southwest, Inc. and authorized the instal- lations. A copy of each request is attached hereto The Court next considered the request from ARCO Pipe Line Company to install a cathodic protection site in the right-of- 'r Commissioners Court meeting July 26, 1993 way of North Dowling Road to prevent corrosion of existing petroleum products pipe line. Company draft #02141 in the amount of $500.00 is included with the request. The site is located in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the request of ARCO Pipeline Company and authorized the installation. A copy of the request is attached hereto. The Court received, approved and ordered filed as submitted the Treasurer's report for June 1993 and the third quarter report for 1993. A copy of which is attached to and made a part of these minutes. The Court proceeded to consider the change of status of the following employees. NAME Hernandez, J. The County Engineer must be notified prior to the beginning of construction in order that they might be on hand to designate the actual location of the installation. 2. That all damage to the roadways and rights-of-way will be repaired to their original condition to the satisfaction of the County Engineer. 3. That BRAZOS COUNTY reserves the right to require Applicant to relocate or lower any such line at no cost to BRAZOS COUNTY, should same become necessary due to widening or lowering, or other alteration of the roadway or right-of-sway. 4. That BRAZOS COUNTY is in no way responsible for any damage that might occur to any eNisting utility lines in the right-of-sway. 5. That the line will be constructed and maintained on the county right- of way in accordance with governing laws. 6. That the line or lines will be constructed no less than forty-eight inches (4811) lower than the lowest part of the drainage or bar ditch and the drainage is to be considered at least two feet (2') below the center of the roadway. 7. That all roads be bored to forty feet (40') on either side of the centerline of the right-of-way or cased for such distance. 8. That all sites will be barricaded during construction period. 9. That the normal charge is $500 per crossing and/or $40 per rod when paralleling the roadway established by the Commissioners' Court on January 28, 1985.
