C • COMMISSIONERS' COURT REGULAR MEETING JULY 12, 1993 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, June 12, 1993, with the following members of the Court present: R. Schneider, Jr. TAMU Police Department Commissioner Norton gave the invocation and led the pledge of allegiance. The County Judge informed the Court of the death of Jack Miller who helped found Brazos Beautiful. He praised Mr. • Miller's achievements and stated that he would be sorely missed in the community. The Court next watched a video on Mobil Video Recording. Lonny Traweek, Resident Engineer with the Texas Department of Transportation, gave a brief history of how County Attorney, d .b. Q•~ ,....,,•,...,,T,..,•-,,y.a. -rrn,v~ro--'n'~a^~[~+~+~.me~~- .n~.~+sr ~..s., rp~.-J-.~a~•..; i E 't f t Commissioners Court meeting July 12, 1993 Jim Kuboviak and Bryan Police Officer, Billy Cooper took a $2,000 dollar grant and developed a program that employs video-camcorders in police patrol cars assigned to DWI Selective Traffic Enforcement Projects. The video recordings of actual DWI offenders show in real time the "drunk" car as described by the pursuing officer in articulating probable cause for suspecting an impaired driver. The County Attorney has also developed a sixteen (16) hour training program for the officer. The National Highway Department chose sixteen (16) programs nation wide to honor for excellence. This is the only program in Texas to be honored. Mr. Traweek then presented the County Attorney with the National Highway Traffic Safety Administration's Highway Safety Program of Excellence Certificate. Mr. Kuboviak thanked all who made the accomplishment possible. The County Judge thanked the Texas Department of Transportation. The Court next considered Budget Amendment #92/93-20, which would reallocate funds budgeted for the Elections Department, Office of the Justice of the Peace Precinct 7 Place 2, Road and Bridge Fund and the Constable Precinct 7 Training Fund and transfer funds from Non Departmental to Data Processing to pay for overtime expenses. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered awarding the following bid: Bid No. 93-690 - Provide and Place Hot Mix Asphaltic Concrete Est. 2070 Tons BlueBonnet Palasota Paving Construction Texcon Unit Price per ton $26.20 $27.65 N/B Total $54,234.00 $57,235.50 Cheryl Turney, Purchasing Agent, recommended acceptance of the low bid submitted by Bluebonnet Paving. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted r ! - ~q6 i Commissioners Court meeting July 12, 1993 unanimously to accept the recommendation of the Purchasing Agent and award the contract to Bluebonnet Paving. • On motion by Commissioner Norton, seconded by Commis- sioner Turner, the Court voted unanimously to hold a Public Hearing to hear commentary for and against the load zoning on Timbercrest Subdivision roads to 30,000 lbs. The subdivision is in Precinct 1 and ordered the publication of the notice of the hearing according to law. The Court next considered the request from Wellborn Water Supply Corporation to place a road bore in the right-of-way of Midsummer Lane in Nantucket Subdivision Phase II approximately 425.0 feet from its intersection with Nantucket Drive. The site is located in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the request of Wellborn Water Supply Corporation and authorized the installation. A copy of the • request is attached hereto. On motion by Commissioner Norton, seconded by Commis- sioner Turner, the Court voted unanimously to appoint A. P. Boyd as Fire Commissioner to fill the un-expired term of Mr. Tim Sanford on the Rural Fire Prevention District #1 Board. The next matter for consideration was approval to advertise for bids for right-of-way and drainage improvements along the southeast side of Nunn Jones Road near the State Highway 30 intersection. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids for right-of-way and drainage improvements along the southeast side of Nunn Jones Road near the State Highway 30 inter- section.
