IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS 1. Invocation. 2. Pledge of Allegiance. 3. Acknowledge receipt of letter from the County Engineer, Holland Winder, stating his intention to retire. 4. Watch video prepared by the City of College Station on "Visionary Planning." 5. Consider and take action on the approval of the minutes of the meetings held on February 1, 1993, February 8, 1993, February 15, 1993 and February 22, 1993. 6. Consider and take action on a request from GTE to place buried cable in the following county rights-of-way in Precinct 1: a. Straub Road b. Thousand Oaks Road c. South Oak Bend 7. Consider and take action on request from Ferguson- Burleson County Gas Gathering System to place a road bore in the right-of-way of Peach Creek Road in Precinct 1. 8. Signing of a Proclamation designating Wednesday, June 30, 1993 as "Brazos County Blood Day." 9. Consider and take on calling a Public Hearing in regard to the closing of Boonville Cemetery to further burials. 10. Acknowledge receipt of Treasurer's Report. 11. Consider and take action on personnel change of status. 12. Consider and take action on payment of claims. 13. Adjourn. VOA VL-U-,;- YY r t f' r t i COMMISSIONERS' COURT SPECIAL MEETING JUNE 28, 1993 I f • A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, June 28, 1993, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Carol Palmer Bea Green Rhonda Seaton Terri White Bobby A. Riggs Rita J. Watkins A. H. Winder Frank Palermo Joe E. Asst. to County Judge Secretary to Commissioners Auditor's Office Treasurer's Office Sheriff Sheriff's Office County Engineer Road & Bridge Road & Bridge Constable Pct. 4 Bryan/College Station Eagle KBTX-TV KBTX-TV Brazos County Resident College Station Council Member Attorney Commissioner Sims gave the invocation and led the pledge of allegiance. The first matter before the Court was a letter from the County Engineer, Holland Winder, stating his intention to retire as of July 28, 1993. Mr. Winder stated that he would like to see some projects through to completion. Commissioner Sims thanked Mr. Winder for the professional way he handled his position. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to accept the resignation of the County Engineer. The Court next watched a video prepared by the City of College station on "Visionary Planning." Nancy Crouch, College Station Council Member, asked for County support to go Commissioners Court meeting June 28, 1993 forward with the community wide implementation. She asked that the County contribute $1,300 to $1,500 dollars and appoint one (1) elected official and staff member to the meeting to learn how to accomplish this goal. Commissioner Sims asked that consideration of this matter be placed on the agenda of the Commissioner's Court meeting for July 5, 1993. The Court next considered approval of the minutes of the Commissioners' Court meetings held February 1, 1993, February 8, 1993, February 15, 1993 and February 22, 1993. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the minutes as submitted. The Court next considered three requests from GTE Southwest. The first to place buried cable in the east right- of-way of Straub Road beginning at its intersection with FM 2154 for a distance of 503 feet. The site is located in Precinct 1. The second request is to place a road bore in the right-of-way of Thousand Oaks Road at its intersection with Straub Road. The site is located in Precinct 1. The third request is to place a buried cable in the southwest right-of- way of Post Oak Bend beginning at its northern cul-de-sac and extending for a distance of 771.0 feet. The site is located in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the requests of GTE Southwest and authorized the ,r installations. A copy of each request is attached hereto. The Court next considered the request from Ferguson jr Burleson County Gas Gathering System to place a road bore in the right-of-way of Peach Creek Road to install an 18 inch 4 steel pipe line. Included with the request is company draft ~ . F #4054 in the amount of $500.00. The site is located in g IIk Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the request of Ferguson Burleson County Gas Gathering System and authorized the installation. A copy of the request is { attached hereto. h Commissioners Court meeting June 28, 1993 The County Judge read aloud a Proclamation designating June 28, 1993 as "Brazos County Blood Day". The Court believes it is the responsibility of the community to see that blood is available in sufficient quantities to meet the needs of all hospital patients. On motion by Commissioner Sims, seconded by Commissioner Wilcox the Court moved to proclaim June 280 1993 as "Brazos County Blood Day" throughout Brazos County. The County Judge then presented the signed Proclamation to Mrs. Rhonda Seaton. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to hold a Public Hearing on the closing of Boonville Cemetery on Wednesday, July 14, 1993 at 9:00 a.m. in the Commissioners' Courtroom in the Brazos County Courthouse. The Court received, approved and ordered filed as submitted the Treasurer's report for May 1993. A copy of which is attached to and made a part of these minutes. The proposed cable will be buried to a minimum depth of 30". That all roads shall be bored and cased for such distance, from toe of slope to toe of slope and In no case shall an open pit be allowed within four feet of the shoulder of the road. 8. That all sites will be barricaded during the construction period. 9. That the normal charge Is $500.00 per crossing and/or $40.00 per rod when paralleling the roadway established by the Commissioners' Court on January 28, 1985. 10. Ditch line shall be compacted to 90% standard density ASTM-Test method No. D-698; test shall be conducted by an Independent Geotechnlcal testing firm; copies of all test results shall be furnished to the office of the Brazos County Engineer. 11. Construction shall be In strict conformance to the latest Texas Manual on Uniform Traffic Control Devices for Streets and Hlahwavs, published by the Texas Department of Transportation, and all other State and Federal laws governing utility construction.
