Adjourn. ;I .I L * I COMMISSIONERS' COURT SPECIAL MEETING JUNE 1, 1993 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, June 1, 1993, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Carol Palmer Bea Green Rhonda Seaton Cheryl Turney A. H. Winder 'Bobby Riggs Rita J. Watkins Jennifer Gordy Vincent Bosquez Joe Toland Executive Assistant Admin. Asst. to County Judge Secretary to Commissioners Auditor's Office Auditor's Office County Engineer Sheriff Sheriff's Office KBTX-TV KBTX-TV B/CS Eagle Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered Budget Amendment #92/93-17, which would reallocate funds budgeted for the Non-Departmental Department and transfer funds from the office of Justice of the Peace Precinct 4, Place 1 to Personnel. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. No action was necessary on the 1993-1994 Depository Contract for Brazos County. The next matter before the Court was approval of a Contractual Agreement between Brazos County and Texas Voting Systems. For $10,600 Brazos County will receive from Texas Voting Systems, Inc. services and supplies to be rendered in the second special election to be held June 5, 1993. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to enter into contractual agreement with the Texas Voting Systems, Inc.. A copy of the contractual agreement is attached hereto. The next matter for consideration was approval to advertise for bids for 2100 tons of hot mix asphaltic concrete including operator and equipment (ie. lay down machine, vibratory roller and labor). On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids for hot mix asphaltic concrete including operator and equipment. The Court next considered the request from Wickson Creek ' Special Utility District to install a water line in the right- of-way of Steep Hollow Circle beginning at its intersection with FM 1179 for a distance of 1100.0 feet.- The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the r Commissioners Court meeting June 1, 1993 01 0s Court voted unanimously to approve the request of Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court next considered the request from GTE Southwest to place a buried cable in the right-of-way of Linda Lane beginning at the junction of Linda Lane and Ranchero Lane. A bore will be made under two driveways. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court next considered the request from Ferguson Burleson County Gas Gathering System to place a road bore in the right-of-way of Burt Road approximately 0.45 mile northeast of its intersection with Smetana Road to install a 6" steel pipe line. Included with the request is company draft # 4015 in the amount of $500.00. The site is located in Precinct 4. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court,voted unanimously to approve the request of Ferguson Burleson County Gas Gathering System and authorized the installation. A copy of the request is attached hereto. The Court received, approved and ordered filed as submitted the Treasurer's report for May 1993. (f) Prepare all supplies for use in the Individual precincts. (g) Assist In the preparation of the computer test deck and holding of the Official Test of the vote count computer. A bore will be made under two driveways. The proposed cable will be buried to a minimum depth of 30". Bryan, TX 77802 Precinct No.: 04 Formal n*6tice is hereby given that (Applicant) Ferguson Burleson County Gas Gathering System proposes to place a (type) 6" steel pipe pipeline within the right-of-way (road) Burt Rd. In Brazos County, Texas as follows: The location or description of the proposed Installation is more fully shown by 3 copies of the drawings attached to this notice. 1. The County Engineer must be notified prior to the beginning of construction In order that they might be on hand to deslgndte the actual location of the Installation. 2. That all damage to the roadways and right-of-ways will be repaired to their original condition to the satisfaction of the County Engineer. 3. That Brazos County reserves the right to require Applicant to relocate or lower any such line at no cost to Brazos County, should same become necessary due to widening or towering, or other alteration of the roadway or right-of-way. 4. That Brazos County 1s in no way responsible for any damage that might occur to any existing utility lines In the right-of-way. 5. That the line will be constructed and maintained on the County right-of-way In accordance with governing laws. 6. That the line or lines will be constructed no less than forty-eight Inches (481 lower than the lowest part of the drainage or bar ditch and the drainage Is to be considered at least two feet (21 below the center of the roadway. 7. That all roads shall be bored and cased for such distance, from toe of slope to toe of slope and in no case shall an open pit be allowed within four feet of the shoulder of the road. 8. That all sites will be barricaded during the construction period. 9. That the normal charge Is $500.00 per crossing and/or $40.00 per rod when paralleling the roadway established by the Commissioners' Court on January 28, 1985. 10. Ditch line shall be compacted to 90% standard density ASTM-Test method No. 0-698; test shall be conducted by an Independent Geotechnical testing firm; copies of all test results shall be furnished to the office of the Brazos County Engineer. 11. Construction shall be In strict conformance to the latest Texas Manual on Uniform Trawl - Control Devices for Streets and Highways, published by the Texas Department of Transportation, and all other State and Federal laws governing utility construction.
